A. Supervisor and Town Board
Supervisor Gutzler stated that the salary for the Town Supervisor was to remain the same
and that budget line 1220.101A; the Supervisor's secretary would be receiving a $1,000 raise.
She also explained that she had decided not to fund the line for a legislative aid. She offered an
increase of $500 for line 1220.103A the Deputy Supervisor. This would increase the line to
$1,500 dollars for the incoming Deputy Supervisor. She then stated that the budget officer's
salary would remain at $5,000. Councilwoman Czarnecki stated that she supported the deputy
supervisor's salary increase to $1,500. Councilwoman Czarniecki moved the increase.
Councilman Kuzmicz seconded it. The inotion was unanimously carried
Supervisor Gutzler asked that the lines for the Supervisor's equipment and the line for
putting a partition be removed from the budget. Councilman Bettina motioned that that line
1220.200A and 1220.201A be removed. Councilman Kuzmicz seconded the motion which
passed unanimously. Supervisor Gutzler asked that the lines for the Supervisor's training remain
the same. Councilwoman Czarniecki said that she supports that. Supervisor Gutzler stated that
the budget line for the Supervisor's car fuel was reduced. Discussion continued.
Councilman Bettina asked about leases for the copier. He asked why there was a separate
copier lease for the Town Board and the Supervisor. Supervisor Gutzler explained that there was
one copier and the lease is split between the different departments.
Supervisor Gutzler asked the Board to examine the Town Board section of the budget.
She stated that line 10 10. 1 OOA that the line for the Board's stipend remained the same.
Supervisor Gutzler asked Frederick Awino about line 1010.400A he explained that it was for
miscellaneous Town Board contractual expenses that did not include training, the copier, or
postage. Supervisor Gutzler stated that money from that line could be transferred to other lines if
needed. Councilwoman Czarniecki questioned the funding of copies being made in the building.
Supervisor Gutzler explained that it gets charged to the office doing the copying.
Councilman Beale said that a discussion about the Town Board receiving cell phones
should be reexamined at the end of the budget process. He explained that residents are beginning
to use texting as a way to contact Council members, even into the night hours. Supervisor
Gutzler said that she or the Board members could speak to her secretary Inez about the procedure
of administering cell phones.

Motion To: Remove Lines 1220.200A and 1220.201 A from the 2014 budget
Recreation, Parks, and Senior Center
Recreation Director Mark Price stated that he had the report for 2013 programs. He said
that they did well with their programs. He then explained how the recreation department tracked
their revenue and expenses for the year.
Councilman Kuzmicz asked Mr. Price if after the Recreation Committee meeting if there could
be another discussion about the recreation budget. Mr. Price agreed.
Accounting
Frederick Awino, Town Accountant explained increases in salary for members of the
accounting staff. Councilman Beale said that the increases from the adopted 2013 budgeted
salaries can be confusing because of the contract negotiated raises that took place after the
budget was adopted. He also asked for additional notes to be added to the printed budget
worksheets to make them easier for residents to read and understand. Discussion continued.
Mr. Awino explained that accounting department would be purchasing two new
computers at the cost of $600 each on the recommendation of the Town's IT consultant.
Supervisor Gutzler explained the there would no longer be support offered for older Microsoft
Window's operating*systems. Meaning that the computers in the accounting office would need to
be replaced.
Mr. Awino then detailed the expense lines for the accounting department for software,
equipment, and contractual expenses. Councilman Beale said going into 2014 the Board should
look into their auditing. He said that they should perhaps look at other auditing agencies.
Supervisor Gutzler said they could look into putting out RFPs for auditing agencies. Councilman
Beale said that it could be done as part of reorganization for 2014.
Water and Sewer Districts and Improvement Areas
Mike Tremper of Camo pollution described the state of the Water/Sewer operation
facilities in the Town. He dispersed a report on operation in the Town. He explained that Camo
pollution did their best to keep everything the same as last year. Mr. Tremper stated that the
United Wappinger Sewer district piping was anywhere between two and fifteen years old and
that it goes to the tri -municipal sewer. He said that all pump stations were in good working
condition. He said that the budget includes changes to the Roberts Road pump station. He stated
that the cost for the United Wappinger Sewer District remained the same.
Mr. Tremper then described the Fleetwood Sewer District on Osborne Hill Road. He
explained that it is a small plant that is fifty years old. He said although it is fifty years old it is in
good working condition. Councilwoman Czarniecki asked if it could be combined with another
sewer plant. Mr. Tremper explained that it is better to run one larger plant rather than several
small plants and that it could be looked into. He then stated that the costs to run this sewer
district would remain the same this year.
Mr. Tremper moved on to the Mid -Point Sewer District. He said that this district does go
over on its flow often but that it meets all other DEC regulations. He explained that the Town
might need to put money into this district in the future. He asked the Board to keep in mind that
the three sewer districts are about fifty years old. He then described the regulations that had been
put on the sewer districts by the DEC.
Next, Mr. Tremper spoke about the Wildwood Sewer district which is also in good working
conditions. Councilwoman Czamiecki asked about the possibility of the Town trying to get back
into the Tri -Municipal Sewer District. Mr. Tremper explained the possibilities for how that could
happen. Supervisor Gutzler briefly explained the history between the Town and the Tri -
Municipal Sewer System. She then explained the possibility of grant money to aid the expansion
of the Tri -Municipal Sewer System which would facilitate the Town of Wappinger's inclusion.
Discussion continued.
Mr. Tremper described the different Water Districts in the Town. He started with the

United Wappinger Water District. He said that the newest development in the district was the
DEP project which helped bring water the Chelsea. He stated that there is a DEC mandate to
install filters. He said that it is great for the customers, but will increase the operating costs. He
said that he has worked those increases into the budget. He said that the water budget for that
district is up $70,000 dollars, mostly because of the cost of filters. He also said that there is also
going to be the installation of the Meadow Wood loop which will bring in an additional well
field. Councilman Kuzmicz asked what the cost increase would be for residents. Mr. Awino said
that there would be none. Discussion continued.
Mr. Tremper then spoke on the Fleetwood Manor Water district. There they buy all of
their water from the Town of Fishkill. Then he described the Tall Trees district which has been a
problem in the past. There are two failing well fields and problems with the pipes. He said that
the Board should look into possibilities *of hooking up to other pipes or systems. Mr. Tremper
said that the budget would increase for the district because of the possible need to hook into
another water system. Discussion continued.
Councilman Beale asked the Town Accountant about the Water and Sewer Fund balance.
Mr. Awino said the balance was about $1.2 million in the Sewer Fund. He said all of the sewer
districts had a positive balance. Councilman Beale asked how the increases in cost from the
Town of Fishkill would affect the fund balance. Mr. Awino explained that there would still be a
positive fund balance but it would decrease. Councilman Beale then asked about the water
districts. Mr. Awino said it was a surplus and that it was predicted to be stronger than last year
due to funds from the DEP water district. At the beginning of this year there was $1.4 million in
the water fund.
Councilman Bettina asked if the cost of new water meters was included in the fund balance.
Supervisor Gutzler explained the cost of the meters would possibly be bonded and that there
might be grant money available as well. Councilman Beale asked what the cost of the meters
would be. She replied that it would be $700,000-$800,000. Councilwoman Czarniecki suggested
that the purchase be spread over a couple of years. Councilman Bettina said that it was not
possible. Supervisor Gutzler explained the process for purchasing meters. Discussion continued.
E. Drainage Districts
Supervisor Gutzler said that the Town Engineer Robert Gray, told her there wasn't much going
on with the drainage districts. She then listed the drainage districts.
IV. Resolutions
RESOLUTION: 2013-217
Resolution Accepting Proposed Benefit Assessment Rolls for Special Improvement Districts
and Special Improvement Areas for Fiscal Year 2014 and Setting A Public Hearing to Hear
any Objections Thereto
WHEREAS, the Town Assessor has created preliminary benefit assessment rolls for all Special
Improvement Districts and Improvement Areas within the Town of Wappinger for the Fiscal Year 2014
and has filed said benefit assessment rolls with the Town Clerk pursuant to Town Law § 239; and
WHEREAS, the Town Board, as required by Town Law § 239, hereby schedules and orders a
Public Hearing for the purposes of hearing and considering any objections which may be made to the
aforementioned benefit assessment rolls for the Special Improvement Districts and Special Improvement
Areas for Fiscal Year 2014,
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set forth and
adopted herein.
2. The Town Board hereby confirms that the preliminary benefit assessment rolls for all
Special Improvement Districts and Special Improvement Areas in the Town of
Wappinger have been filed with the Town Clerk as required by Town Law §239.
3. The Town Board hereby schedules a Public Hearing to be held at a Special Meeting of
the Town Board on October 21, 2013 at 7:30 p.m. at Town Hall, 20 Middlebush Road,
Wappingers Falls, New York for the purposes of hearing and considering any objections
which may be made to the benefit assessment rolls for the Special Improvement Districts
and Special Improvement Areas in the Town of Wappinger listed below for Fiscal Year
2014:

in the Town's official newspapers, the Southern Dutchess News and Poughkeepsie
Journal, not less than ten (10) nor more than twenty (20) days prior to said public hearing

the Town's website.
