Resolution Authorizing Attendance at Code Enforcement Courses
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February
12`h, 2007.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilwoman McCarthy and seconded by

WHEREAS, Code Enforcement Officer John Fenton has requested that he be authorized
to attend the following Code Enforcement Courses at no cost to the town:
February 20, 21 and 22 Inspection Procedures for Existing Structures
April 3, 4, and 5 Residential Code of New York State
May 15, 16 and 17 Building Code of New York State
NOW, THEREFORE, BE IT RESOLVED, that Code Enforcement Officer John
Fenton is hereby authorized to attend the following Code Enforcement Courses:

regarding its NEW educational programming. Attached is the course

Please read the following instructions carefully to avoid a delay in
the processing of your application form. An application form must be
submitted for the courses you want to attend.. You will not be
automatically enrolled in subsequent courses once you have completed
the prerequisite course.
Registration Form:
I. The form must be wed or printed legibly. Illegible applications
will not be processed.
2. The entire form must be completed. Incomplete forms may require
us to return your application for completion and delay your
registration into the requested course(s).
3. Only those students entering their Social Security Number will be
entered into our computer data system.
4. Application forms must be received at least 21 days prior to the
scheduled starting date of the course for which you are applying
5. A confirmation letter will be sent to you upon acceptance into the
course. Do not plan to attend unless confirmation of registration
has been received or verified by this office. You will not be
allowed into class unless you are preregistered and have been
confirmed to attend.
6. Phone registrations will not be accepted.
7. Please do not contact the Department of State or the NYS Fire
Academy to check on your registration status unless you have
not been notified within 10 calendar days of the class starting date.
Prerequisites:
Participants must complete the course prerequisites as indicated in the
course listing.
Fees:
Courses conducted in Schuyler County (at the NYS Fire Academy in
Montour Falls) require a registration fee of $25. Payment must be paid
on arrival. Checks or money orders should be payable to the Academy
of Fire Science. (Please do not send payment with your application
form.) This fee is NON-REFUNDABLE. A_ registration fee is NOT
required at any other location
Materials:
Students are required to bring their own copy of the "Codes of New
York State". Those in need of these code books must order them in
advance of their scheduled course. These code books can be purchased
by contacting the International Code Council at (800) 786-4452. A
hand-held calculator, paper and pencils are also required.

(Basic Courses, In -Service and Special Programs)
January 2007 - July 2007
Building Code educational courses are an ongoing endeavor. Additional offerings of all courses will
be posted on this Web site. Portions of this schedule may be subject to change.
OVERVIEW
Basic.Train.ing_ Program - The six Basic Training Courses are included on this schedule. The first two
courses "Introduction to Code Enforcement Practices", Part 1 and Part 2 must be attended prior to
participation at any subsequent courses. Applicants for the four other courses on the Basic Training
Schedule, "Inspection Procedures for Existing Structures", "General Construction Principles",
"Residential Code of New York State" and 'Building Code of New York State" must successfully fulfill
the prerequisite requirements indicated on the schedule. Each of these courses will conclude with
a Competency examination.
Successful completion of Courses 9A, 9B and 9C will qualify an individual for certification as a Code
Course 9C Compliance Technician (Fire Inspector) for those whose jobs relate strictly to the conduct of fire
and property maintenance inspections. Successful completion of all six courses in the Basic Training
Course 9D Program will qualify an individual whose job may encompass the complete realm of code
enforcement (fire, as well as, construction inspections).

Officials Conference or the New York State Fire Marshals and Inspectors and their affiliated
Course 9F i chapters, to provide required in-service training to the code enforcement community. Tracking of

Introduction to Code Enforcement Practices None
Part 1 - Regulations, Administration and Enforcement
This program will discuss the role of the Code Enforcement Official and the practices necessary to
carry out the job for a local government, including the process; from permit issuance, inspections,
records and paperwork, through enforcement actions and legal recourse. In addition, a quick
historical side trip will provide a perspective for the laws and regulations which have been enacted
to create a uniform statewide approach to code enforcement. This course is designed to provide 21
hours of classroom training -including a 1.5 hour final exam.
COURSE 9B Formers Course 41W Prerequisite:
Introduction to Code Enforcement Practices Course 9A
Part 2 - Fire Safe Design
The focus of this portion of the course is to understand the basic principles which create a building
that will endure the effects of fire and enable its occupants to safely escape. The New York State
Uniform Fire Prevention and Building Code provides this blueprint. This course addresses the basic
concepts in the code which establish the minimum construction standards for all new buildings, and
demonstrates how the code balances the potential hazards of the occupancy with the benefits of
fire resistant construction techniques, notifications and suppression equipment and systems, and
proper planning. This course is designed to provide 21 hours of classroom training including a 1.5
hour final exam.
CURSE 9CJFormerly Course 4!J PREREQUISITES
INSPECTION PROCEDURES FOR EXISTING STRUCTURES Course 9A Et 913
Course 9C will provide the individual with the skills required to conduct inspections of existing
buildings using the Fire and the Property Maintenance Codes of New York State. The course will
consist of standard lecture on a topic, followed by a virtual inspection, requiring the student to
utilize the information gained from the lecture. An inspection form following the course outline is
included in the student handout material. This course is designed to provide 21 hours of classroom
training including a 1.5 hour final exam.
COURSE 91) (Formerly Course 42) PREREQUISITES
General Construction Principles Course 9A Et 9B
This program will acquaint code enforcement officials with the systems and equipment
requirements and the structural requirements of the Code of New York State. In the first module,
"Systems and Equipment", the organization, applicability and content of the Mechanical, Fuel Gas,
Plumbing, Energy and Residential Codes of New York Sate wilt be addressed. The second module,
"Structural Requirements", will consist of basic load and design theory and the resulting structural
requirements in the Building and Residential Codes of New York State. This course will provide 21
hours of classroom training including a 1.5 hour final exam.

Residential Code Of New York State Course 9A, 96, 9[
This course will address the construction requirements for one and two-family dwellings and low-
rise multiple dwellings using the Residential Code of New York State as the compliance method.
The program is designed to take the student through the steps of a typical code enforcement
permit process, including code research, plan review and the inspection process. This course will
provide 21 hours of classroom training including a 1.5 hour final exam.
COURSE.-9F_.(Form_erly...Course_ 44)_ PREREQUISITES
Building Code of New York State Courses 9A, 96, 9D, 9E
Course 9F address the construction requirements for a commercial structure using the Building
Code of New York State as the method of compliance. This program will take the students through
a typical plan review process utilizing information from the preceding courses as well as specific
code references pertaining to the detailed drawings used for this purpose. An inspection form
following the course outline is included in the student handout material. The course is designed to
provide 21 hours of classroom training including a 1.5 hour final examination.
