Resolution of Support for Explore NY 400
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February
26th, 2007.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being
called, the following were present:

ABSENT:
The following Resolution was introduced by Councilman Beale and seconded by
Councilwoman McCarthy.
WHEREAS, the New York State Hudson -Fulton -Champlain Quadricentennial
Commission was established under Chapter 590 of the Laws of 2002, to plan, develop and
coordinate the 400th anniversary in 2009 of the voyages of exploration made by Henry Hudson
and Samuel de Champlain as well as the 2001h anniversary of Robert Fulton's steamship voyage
up the Hudson River; and
WHEREAS, these historic voyages of exploration in 1609 would change the world
forever and lead to the European settlement of the New World and the innovation of steam travel
and commerce in 1807, establishing the Hudson River and Lake Champlain as a corridor of
trade, communication, politics and ideas, and that further, this vital north -south corridor of water
created other water links such as the Champlain and Erie Canals, which provided opportunities
inland and encouraged the westward movement through these water routes; and
WHEREAS, the State and the Federal governments recognize the voyages of exploration
and invention to be of historical importance and significance to New York State and the nation
and recognize the tradition to observe these contributions made by Hudson, Fulton and
Champlain by commemorating these events in 2009.
NOW, THEREFORE, BE IT RESOLVED that as an Explore NY 400 Community, the
community may use the Explore NY 400 logo, link to the Explore NY 400 website, and may be
eligible for either state or federal grant money to assist in Quadricentennial planning, events, and
legacy projects; and
BE IT FURTHER RESOLVED that the Town of Wappinger supports the mission of
the Hudson -Fulton -Champlain Commission and requests designation as an Explore NY 400
Community, and will be an active partner by establishing an Explore NY 400 Committee, and
will cooperate to its fullest with the Commission in making the 400th anniversary a successful
historic New York State event.

PARTICIPATING IN THE 400TUI LEAVE A LEGACY FOR THE
FUTURE
The Hudson -Fulton -Champlain commemoration offers the unique opportunity to highlight
New York State's unique role in the American epic, to celebrate the beauty of the many
remaining natural areas that appear today much as the early explorers might have seen
them, and to build on our outstanding network of parks and historic sites. The
commission seeks to stimulate and encourage projects that will both enhance the
celebration in 2009 and leave a lasting legacy for future generations — a legacy of improved
facilities, refurbished historic sites, preserved landscapes and informed citizens. We ask
all our partners to consider how they might help with the following:
1. Restoring and revitalizing our historic waterfronts
2. Conserving natural areas, landscapes, scenic vistas, habitats and stream
corridors
3. Providing enhanced public access to waterways, including new
Waterborne connections, trails and facilities for swimming, boating and
fishing
4. Improving water quality in the Hudson River and Lake Champlain
5. Revitalizing our communities
6. Adopting and using the 400' educational curriculum now being developed
for schools throughout New York State
7. Restoring and repairing existing parks and historic sites, including local,
state and national properties, historic lighthouses, historic vessels and
replicas
8. Developing new and improved public transportation connections for visitors
9. Showcasing lasting projects that illustrate the commemoration themes of
exploration and connection, open space, emerging technology, Native
Americans, history and globalism
10. Enhancing the infrastructure that supports the cultural, historical, recreational,
educational and natural resources that enhance and best tell the story of the
corridor from Canada to New York City

BACKGROUND

When the Hudson -Fulton -Champlain Quadricentennial Act was signed into law in 2002, it created a
commissiori whose task is to plan, promote, and organize the commemoration of three landmark passages
in New York State and American history. The year 2009 will commemorate the 400th anniversary of the
historic voyages made by Henry Hudson and Samuel de Champlain and will also mark the anniversary of
Robert Fulton's 1807 steamship journey up the Hudson River. These events would change the world
forever, and the year 2009 presents a unique opportunity for reflection and appreciation of the events that
established New York State's identity as America's gateway and first frontier.
WHAT TO EXPECT IN 2009
The commemoration will place an international spotlight on the Hudson River Valley, the Lake Champlain
region and New York City. During 2009 there will be a series of commemorations and celebrations
spanning the entire state, neighboring Vermont, and Canada. Signature events and legacy projects specific
to the Quadricentennial are currently in development as well as a wide range of local activities organized by
communities, cultural and civic organizations, schools, museums, libraries, and individuals.

river and lake that bear their names - and the 200th anniversary of Fulton's
successful steamboat voyage and establishment of steam commerce on the
Hudson River. From the Canadian border to New York harbor, a wealth of
exciting events and activities is being planned for you. We invite you to join
this spectacular extravaganza that will draw people from all over the world.
Hudson's and Champlain's voyages laid the groundwork for Dutch settlement of
the Hudson Valley and French settlement of the Champlain Valley and Canada.
Soon this region would become the center of a trade network linking the New
World with the old. New traditions of freedom were forged here. And
countless immigrants first set foot on these shores pursuing the American
dream. Nearly 200 years later, Fulton's journey would strengthen the region's
