I am writing in regards to a change in my title that occurred in Resolution #2013-23 of January 7, 2013
(attached).
In February of 2011, I had received an invitation (attached) from Christopher Colsey to interview for the
part-time Municipal Recreation Secretary position, via Resolution Authorizing the Recruitment of a Part-
Time Secretary within the Recreation Department (2011-3 attached). As I was on the Civil Service list
submitted to Mr. Colsey by Dutchess County Human Resources, I did interview for and accepted the
position of Recreation Secretary that was subsequently offered to me. On March 14, 2011, Resolution
Appointing Part Time Municipal Secretary to the Recreation Department was passed (2011-108
attached).
On June 27 2011, Resolution Authorizing the Increase of Hours of the Municipal Secretary within the
Recreation Department Due to a Voluntary Resignation was passed (2011-238 attached). This Resolution
resulted in my being made full-time Municipal Secretary.
On January 4, 2012, Resolution Establishing Wages for Various Employees of the Town of Wappinger
(2012-19 attached), listed me as Municipal Secretary.
On January 7, 2013, Resolution Establishing the Pay Scale for Certain Employees of the Town of
Wappinger Covered Under Union Contract (2013-23 attached), listed me as Recreation Typist, which is
incorrect.
As I am a Civil Service hire, I have checked with Dutchess County Human Resources about the matter.
was told that I am listed as Municipal Secretary with their agency and that I should be referred to and
paid as such. It was recommended to me that 1 contact that Town Board and request the title be
changed back to Municipal Secretary in the upcoming January resolution.

We received your name from the Dutchess County Personnel Department in respect to an
employment opportunity of Part-time Municipal Secretary within the Recreation Department for
the Town of Wappinger.
The position requires that a candidate be available on a weekly basis for an average of 17.5
hours, with some flexibility during special events. The candidate may be required to serve the
Recreation Committee in an administrative basis one evening per month.
Other duties include, but are not limited to, the transcription of the meeting minutes, filing and
collection of seasonal employee or recreation participant applications, and tracking of event
statuses. The candidate shall serve administratively to the Recreation Director, Recreation
Supervisor and Supervisor of Buildings and Grounds.
Interviews will take place on Monday, February 28, 2011, starting at approximately 7:30 pm at
Wappinger Town Hall. There will be a sheet at the rear of the Town Board meeting room for
applicants to sign in, and interviews will be determined in the order of the sign in sheet.
The interviews will take place in private with the Town Board.
Please review and return the attached canvas document in compliance with the policies of Civil
Service. Regardless of your response, a copy of the completed document shall be provided to
Dutchess County Personnel to support our attempts to solicit your interest in the position.
In addition, if you are interested in interviewing for this opportunity, please also contact my
office at (845) 297-2744 and confirm your attendance. As it is likely that the Town Board may
appoint a candidate following the interviews, an alternate interview schedule cannot be
provided.

NYS Civil Service; and
WHEREAS, the Town Board has determined it beneficial to utilize the "Eligibles List"
for the title municipal secretary from the Dutchess County Personnel Department to aid in the
process of determining a qualified part-time candidate; and
WHEREAS, the Town Board hereby authorizes the Town Supervisor to procure an
"Eligibles List'' for the title municipal secretary, or like respective title, for review by the Town
Board in consideration of filling the aforementioned vacancy.
NOW, THEREFORE, BE IT RESOLVED:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby authorizes the Town Supervisor to procure an "Eligibles

WHEREAS, Eileen Manning, part-time Municipal Secretary to the Recreation
Department, submitted her resignation (retirement) notice effective December 31, 2010; and
WHEREAS, a vacancy exists in the position of part-time Municipal Secretary to the
Recreation Department effective January 1, 2011; and
WHEREAS, the Town Board authorized the recruitment of candidates through
resolution 2011-003 on January 3, 201 l; and
WHEREAS, the Town received a Certification of Eligibles on February 7, 2011 from
which canvas letters were issued to four (4) candidates; and
WHEREAS, the Town Board conducted interviews of candidates on February 28, 2011;
and
WHEREAS, the part-time Municipal Secretary to the Recreation Department is funded
through Budget Line A7020.1 O 1 in the annual amount of $12,911.00; and
WHEREAS, the part-time Municipal Secretary to the Recreation Department may not
exceed an average weekly schedule of 17.5 hours weekly; and
WHEREAS, the position of part-time Municipal Secretary to the Recreation Department
is necessary to administratively support the Recreation Department, Buildings and Grounds, and
the Recreation Committee; and
WHEREAS, the Town Board, after due deliberation, hereby appoints Donna L. Lennart
to the position of part-time Municipal Secretary to the Recreation Department
NOW, THEREFORE, SE IT RESOLVED, the Town Board hereby authorizes the
Town Supervisor to appoint Donna L. Lennart to the position of part-time Municipal Secretary to
the Recreation Department at the annual rate of $12,911.00 as funded through Budget Line
A7020.101 at an average weekly schedule of 17.5 hours, effective immediately upon adoption.

The following Resolution was introduced by Councilwoman Czarniecki and seconded by

WHEREAS, the Town of Wappinger incurred a vacancy in the position of part-time
municipal secretary in the Recreation Department due to a voluntary resignation; and
WHEREAS, the Town Board had determined it beneficial to utilize the Eligibles List for
the title municipal secretary from the Dutchess County Personnel Department to aid in the
process of determining a qualified part-time candidate; and
WHEREAS, the vacancy was filled by Donna Lenhart through Resolution 2011-108;
and
WHEREAS, the Town of Wappinger incurred a vacancy in the position of part-time
typist, effective June 30, 2011, in the Recreation Department, due to the voluntary resignation of
Stephanie Kovalsky; and
WHEREAS, the Town of Wappinger Recreation Director issued a memo, received by
the
Supervisor's office on June 17, 2011, recommending Donna Lenhart to fill the vacancy created
by the voluntary resignation, through an increase in hours not exceeding thirty-five (35) per
week; and
WHEREAS, the Town Board hereby sets the annual compensation at Twenty-Six
Thousand Dollars ($26,000.00); and
WHEREAS, the Town Board hereby authorizes the Town Supervisor to increase the
hours of Donna Lennart to a weekly schedule not exceeding thirty-five (35) hours to fill the
aforementioned vacancy.
NOW, THEREFORE, BE IT RESOLVED:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby authorizes the Town Supervisor to increase the hours of
Donna Lennart to a weekly schedule not exceeding thirty-five (35) hours, to fill
the aforementioned vacancy.
The Town Board hereby authorizes the Town Accountant to issue payroll from
Budget Line A7020.101 and Budget Line A7020.103 to a maximum aggregate
compensation of Twenty-Six Thousand Dollars ($26,000.00).
The foregoing was put to a vote which resulted as follows:

BE IT RESOLVED, that the pay scale for certain Town of Wappinger employees will be in accordance
with the contract between the Town of Wappinger and the International Brotherhood of Teamsters,
Local 445, in effect on January 1, 2011 to December 31, 2013, and are as follows:
