This office, at the .request of the Town of Wappinger, has performed a preliminary
cost estimate far the construction of a pavilion at Martz Field in the Town of
Vllappinger. The pavilion is intended to provide shelter far participants and staff of the
summer day camp operated by the Recreation Department.
This narrative report details the findings, conclusions, opinions and recommendations
of this.office. All supporting documentation is provided in the attached appendices.
The issues and concerns of the Recreation Department which this office has been
asked to address include {but .may not be limited to}:
1) Size .(square footage} of structure required to accommodate current as well as
potential future enrollment. The Recreation [3epartment intends to seat the
children and staff at picnic tables.:
2} Cost of a site butt (i.e. timber.) structure as compared to the :cast of purchasing
a pre-fabricated meta{ structure; for which the Recreation .Department has
received a price quote.
3) Potential to include several `wish list' options such as shades/screens and a
solid wall at one end of the structure to allow the Staff to "show movies on
rainy days".
SIZE OF .STRUCTURE
fn determining the required size of the proposed structure this office considered the
fallowing:
- Occupant Load
Daily average attendance in 2013 was one hundred and thirty three (133)
children with fourteen (14) counselors.
Per the Recreation Master Plan (1990) the camp can accommodate two
hundred (200) children. Based on the current counselor to child ratio, this
office assumes the camp would have twenty (20) counselors when operating
at full capacity.
For .purposes of this report, the occupant load is therefore assumed to be two
hundred and twenty (220) people.

- Accessibility IA.D.A. requirements)
Per the Building Code of New -York State (BCNYS; Table 1108.2.2.1 } and
based on the occupant load above, accommodations and provisions must be
provided for free (5) persons with disabilities.
- Quantity of Tables Required
Section 1004.7 of the BCNYS designates 18" per person for bench type
seating. Commonly available six foot (fi') long picnic tables would therefore
accommodate eight (8} people. Twenty-Eight (28) tables would be required to
accommodate an Occupant Load of two hundred and twenty (220} people.
- Egress
While traditional exits {doors) are not necessary fora pavilion, aisle
accessway and aisle widths between tables must be considered.
For clarification `aisle accessway' is the .distance between benches of tables
when placed closely (back to back). Section 1014.4.3.2 {BCNYS) requires this
distance to be twelve inches {12"). Based on the intended use, where a
counselor may need .to quickly attend to a child, it is the opinion of this office
that a greater dimension be provided. The preliminary sketches developed by
this office provide eighteen inch {18") for aisle accessways.
Aisles for purposes of this report are considered as the primary paths to the
exterior limits of the structure. Section 1025.9.1 (BCNYS) requires aisles to be
forty two inches (42") when there is seating on both sides of an aisle. The
preliminary sketches developed by this office provide forty two inch {42")
aisles.
- Intended Use
It is the Recreation Departments' desire and intention to utilize the structure
during inclement weather to show movies. Therefore, in determining the area
covered by the roof of the proposed pavilion, this office allotted an additional
ten feet (10') of length to the structure so that all seated persons are at a
minimum., comfortable distance from a screen.

Based on the factors noted above, this office estimates the required size of the
structure to be 36'x74' (interior floor .area). This estimate is based on the assumption
that one (1) large screen is available for the display of movies.
Consideration should be given, and a determination made as to whether the use of
several smaller screens, centrally located .and facing apposite directions would be a
mare cost effective andlor preferred option.
COST OF STRUCTUREI COST COMPARISON
In determining estimated costs of the proposed structure, and a comparison of those
casts, this office considered the following:
- Site-Built Timber Structure
Costs of similar site-built timber structures designed. by this office on a "per
square foot" basis.
Based on review of similar {completed) projects :and their associated costs,
this office has determined that the following figures provide a reasonably
accurate 'square foot" cast
Materials {including footings and concrete slab): $12.84 psf
Labor: $20.47 psf
Combined Total: $33.31 psf
- Pre-Fabricated Metal Structure
A price quote was received by the Town Recreation Department and provided
to this office {see appendix).
The price quote noted above (dated 2/1912014) is for apre-fabricated metal
structure which is noted to be thirty feet {30'} by forty feet (40') in size. The
quote does not include labor (installation) or construction of footings and
concrete slab.
As the size of the structure is considerably smaller than would accommodate
the Recreation Department's intended use, calculations were made to
translate this price quote to a "per square foot" cost. These calculations are
provided in the appendix to this report.
The estimated costs of footings, concrete slab and labor utilized above were
then added.

Labor: $18.80 psf
Combined Total: $45.67 psf

It is the conclusion and opinion of this office that asite-built timber structure is the
more cost-effective option, shquld this project move forward. It should be noted;
however, that while the costs far asite-built timber structure are based on several
projects designed and completed by this office, the costs of a pre fabricated metal
structure are based solely on one (1} price quote. It may be prudent to solicit
additional price quotes from other dealers and/or manufacturer's.
It is also the opinion of this office that asite-built timber structure offers significant
advantages in terms of design flexibility and future expansion.
