RESOLUTION DENYING REFUND OF LATE FEES FOR
WATER AND SEWER CHARGES
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the 28th
day of October, 2002, at 7:30 P.M.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Mr. Valdati and seconded by
Mr. Colsey
WHEREAS, Ms. Kathryn Leonard residing at 5 Wildwood Manor, Wappingers Falls,
New York, has requested that the $13.86 (10%) late charge imposed on her unpaid water and
sewer charges for last quarter be waived, in her letter dated October 7, 2002 to Debbie Brown,
Receiver of Taxes of the Town of Wappinger.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.

2. The request of Ms. Kathryn Leonard residing at 5 Wildwood Manor, Wappingers
Falls, New York, for the waiver of the $13.86 (10%) late charge on her unpaid water and sewer
charges for last quarter be waived, is hereby denied.
The foregoing was put to a vote which resulted as follows:

Dear Debbie:

With reference to our telephone conversation Friday, enclosed is my check for payment of
the "past due" water and sewercharges for last quarter. As discussed, i am requesting
that the late charge of $13.86 be waived, as I did not receive a bill for that quarter.
As you said, there is no way to tell if I received a bili or not. This aside, it is
recommended that the Town institute a policy that residents be granted one late charge
per year as a courtesy to the taxpayer. As is, my water and sewer bill is absurdly
overcharged for a small two-bedroom condominium, occupied by only my six-year-old
daughter and myself, it is an insult to impose a 10% late charge, as well.
Please look into this matter and advise me what can be done regarding the above
mentioned issues. Thank you.
