IV. Buildings and Grounds Concerns
1. Carnwath
Steve Frazier explained that the damage at the Frances Reese Cultural Center or the Carnwath
Dormitory caused by the frozen pipes would cost $25,000 in that area. He explained that the
boilers have continually shut down and resulted in the frozen pipes. The boiler was replaced in
2007 per resolution 2006-251. He got a quote from a plumber at $150 per hour to inspect the
pipes. He cited a major leak at the join of the chapel and dormitory. He explained that the
thermostat will not go below 70 degrees and may need repair or replacement. He pointed to a
minor leak in the carriage house. He said a stone retaining wall near the carriage house is
starting to lean. Councilman Beale asked about insurance. Steve Frazier said that we have

insurance with a $1,000 deductible. He explained that porch needs repair. There were questions
about the recent repair and bids. Councilman Beale questioned the amount that would be
covered by insurance and what do we repair. Mr. Frazier had no quotes and suggested the
engineer draw up some specs. Supervisor Gutzler asked the engineer to look at the situation and
draw up some specs. Councilman Beale emphasized usability and suggested putting Steve
Frazier's office at the Admin building which would give the additional advantage of oversight at
the park. He suggested fixing the leaks and getting quotes to do so. He also questioned the
responsibility of Friends of Carnwath, Parkland Trust, or General Funds. Supervisor Gutzler
suggested a better alarm and security system to protect the anticipated work to be done including
cameras. The next step is to go through the building with the engineer. The engineer arrived at
30 minutes into the meeting. Councilman Beale said that in 2007 a significant investment was
made to keep the mansion from collapsing. (Shortcut to the following link:

records on the third floor of the Cultural Center. Town Clerk Paoloni reminded the board that he
had plans to move the records to an outside storage facility across the street from Hollowbrook
which was approved by NY State Archives, but the town board ruled against moving it this past

ormat=Minutes#). Councilman Kuzmicz agreed, however Councilman Beale objected to moving
records outside of town properties and the possibility of fire. Town Clerk Paoloni said the
records are far less secure where they are now where water damage was recently evident and
access to the dormitory is wide open. Supervisor Gutzler said this was the topic of a future
meeting.
2. Aerators at Applesauce Pond
Steve Frazier pointed out that the 300 foot power cable with 6x3 copper wire was stolen.
Supervisor Gutzler asked the purpose of aerators. He pointed out that the town owns half of the
pond. Councilman Ciccarelli asked why the town is paying for a private park for the
surrounding residents. Attorney Roberts said that was the way it was set up in the 70s.
3. Chelsea Docks
The railroad tie retaining walls are deteriorated to the point where half the ties are rotten. The
concrete in the river is also deteriorated. The anchor point for the 2nd dock has pulled out and
there is no way to tie in that dock. Joe Ennesser said that there are wall to wall trailers; he added
that federal monies are involved. Supervisor Gutzler questioned the use of town monies for a
federal dock. Engineer Gray questioned the ownership and survey. The following is an
unofficial view of the ownership in that area from the Dutchess County Parcel Access. The bold
yellow delineates Chelsea Yacht club ownership of that wall; however, as can be seen below it
can be negotiated that many of their boats are on the town property.

However, surveys are available at the assessor's office.
4. Town Hall Shed
Mr. Frazier indicated that the shed is too small for its uses and is starting to come apart. He
added that he would like a building that could house our truck with the snow plows and spreader.
Councilman Ciccarelli reminded the board of the discussion of the new records building.
5. Town Hall Pavement
Engineer Gray suggested paving the town hall parking lot and repair of some curb cuts as the last
time it was paved was 1985. Attorney Roberts said the lifetime of paving is 15 years. Engineer
Gray suggested that paving is about $50,000-$100,000 not including the curbs. It was suggested
to put it in the next budget.
6. Martz Field
The 'replacement' of the gate at Martz field was quoted at $1,500 due to the damage caused by
construction of the pavilion. Mr. Frazier also cited damage to the posts. Councilman Kuzmicz
mentioned the roof at the storage building there and handicap access and security. Mr. Frazier
also mentioned installing privacy walls at the restrooms for about $500 in materials. Steve
Frazier also mentioned damage of the garage doors by vandals. He mentioned installing security
cameras as it would be a very nice park if the vandalism could be controlled. Councilman Beale
mentioned the renting out of the pavilion as is done at Bowdoin Park. He mentioned the barn's
roof is leaking and requires a special paint and the rental of a bucket truck. He also
recommended a new floor at the barn.
7. Schlathaus
Steve Frazier explained the roof on the chicken coup at Schlathaus Park is shot. Councilman
Kuzmicz asked about a report on all the structures at Schlathaus. Engineer Gray cited a report
last year and promised to re -issue it. The stage was reported as a priority especially with the

concerts that are there every Thursday. Councilman Beale pointed out that brand new
beautification signs are $395 double sided. He cited the various signs throughout the town that
need repair. He also asked the'Superior Sign' company to also look at the sign at Schlathaus
Park.
8. Mowing Equipment
Steve pointed out some mowing equipment is in need of replacement. He added that
diversification of the equipment would be necessary to cover all the different types of terrain
throughout the town.
9. Rockingham Gate and Airport Drive Concession Stand
Supervisor Gutzler asked about the locking of the gate at Rockingham. Steve Frazier confirmed
that it is locked. She also asked about the water line along airport drive from the rail trail supply.
Steve reported an estimate from Camo Pollution of about $15,000 to supply water to that
concession stand at Airport drive. Engineer Gray suggested services to the existing businesses
along airport drive. Attorney Roberts mentioned the approval requirements. Councilman Beale
supported providing water to the surrounding commercial. Supervisor Gutzler asked about the
maintenance about the many 'pocket parks' throughout the town. Steve Frazier confirmed that
they are being taken care of.
10. Emergency Service Building
He expressed the need for a future discussion on a new rate structure for the Emergency Service
Building. He suggested the new rate structure to accommodate the needed repairs and
improvements to the building as a means to ensure keeping the tenants to continue to occupy this
building.
11. Town Hall Improvements
Councilman Ciccarelli asked about the status of the town hall improvements for the building
department such as the window for the building department, the door for the recreation
department, the fire doors, and the air conditioning unit for the northeast third of town which
includes the assessor's department, the receiver of taxes and the town clerks areas. Steve Frazier
explained that the structure is complete and the service shelf is being built but is waiting on the
Formica. The recreation door is awaiting a response from the lowest builder, Architectural
Design. Bob Gray explained that the fire door's variance has not been issued by the state. Steve
explained that the quote for the AC unit will be ready at the next meeting.
