She then asked for directions to Arcel Motors and if it is a local business. Supervisor Gutzler said it was outside the town and that sometimes specialty work has to be done by a specialty shop wherever they are. She then asked about the concession stand at Robinson Lane and who operate it. Supervisor Gutzler cited that it is run by little league and was unsure of any revenues as she yielded to Councilman Beale. Councilman Beale said that he hasn't read the contract but it has been operated by them for the last 40 years. She then asked about Coupon Fees. Accountant Awino explained that they are bond payments to bond holders. Councilman Beale suggested that sidewalks be place in the vicinity of Roy C. Ketcham High School. A7140.103 is being increased $650. Councilman Beale asked to go line by line. He cited contingency payroll A7120.198 Accountant Awino explained that it had to do with a union contract and an issue with 5 days. Director Fulton pointed to an $800 increase in A7140.101 for aerobics. She cited an A7140.106 amount of $500 for volleyball. A7140.113 the old Twirling line reallocated to aerobics $800 and $1,000 went to line A7140.114. Line A7140.404 or Advertising is increasing $400 A7140.106 will decrease $2,500 for summer concerts which included bus trips which be put into A7140.414 for actual bus trip. The revenue line for bus trips is A2089.000. Councilman Beale stressed the importance casino trips being self-funded or net zero. Town of Wappinger Page 3 Printed 1012012015 Regular Meeting Minutes October 13, 2015 Line A7550.400 for celebrations was requested to increase from $18,500 to $20,000 or $1,500 in need of reusable banners for events. The board discussed it. Fireworks remain the same at $4,000 Bands come out of concerts A7140.106 is being decreased by $2,500 Councilman Beale said that Thursday is an off peak night and can get them cheaper. B Fund Summer camp revenue increased by $7,000 due to price increase and didn't lose any one. She added that the subsidy was reduced by $8,495 for all of the programs. 73 10. 101 is the camp director who has not had an increase in several years. She is proposing a $700 increase taken out of B7310.102 as a wash. She added that there will be a $3,000 increase in line B7310.103 due to minimum wage going up. She added that there are 13 councilors for the one active camp with enrollment of 130 full timers last year there were 144 with 119 full time slots. She proposed a $1,500 decrease in B7310.409 due to the lack of a need for'porta-pottys' given the nice new bathrooms at any of the camps She put in a $1,000 decrease in line B7310.410 for bus transportation which won't be needed due to the overage from a prior year trip which won't be visited next year. There will be a $250 decrease in the mileage line item B7310.401 because there is no need to be driving all over to different camps. The total camp increase comes only to $1,800 in the whole program. Last year the subsidy was $12,000 and it was brought down to $3,000. Senior Center: Line A7620.100 and A7620.101 are salaries Line A7620.104 and A7620.105 increases are for overages for the exercise programs which ran over with 10-15 participants. She added that there is no waiting list for the senior center and has an optional $35 fee which goes into the senior account revenue line. Supervisor Gutzler was impressed by the art class which has been growing by leaps and bounds. 2. Highway Bonding and Budget Highway Superintendent Bettina handed out a breakdown of equipment needed and his budget. He proposed the purchase of a new Holland tractor for $110,287, a GMC Sierra 350OHD cab an chassis for $33,194, a dump body and plow for $9,900, a roller for $15,162, an international water tank cab and chassis for $84,590, a water tank body for $54,300, 3 international dump trucks cab and chassis for $91,511 each; and, 3 dump bodies and plows for $69,777 each for a grand total of $791,296. He demonstrated that his 'screening of rock' savings of $50,000 per year by bringing the sand back with no overtime just straight time; the use of rented equipment versus buying; and, his purchasing of salt in the off season will easily pay the cost of the bonding for the aforementioned equipment as they will be re -occurring. The bonding costs for all the equipment would be $64,439 per year. He agreed to remove one of the 3 international dump trucks cab and Town of Wappinger Page 4 Printed 1012012015 Regular Meeting Minutes October 13, 2015 chassis; and, one of the three dump body and plows. This would bring the total down to $630,008 a bonding cost of $52,000 which could be financed by the $50,000 'screening of rock' savings alone. The cost of using the screening plant was $3,000. Superintendent Bettina added that the Holland tractor could be shared by recreation. Councilman Beale asked for the annual impact without the Holland tractor as well. Fredrick replied that it would be $43,000 per year on a total of $519,721. Highway Superintendent Bettina asked for a $350 for a printer in line A5010.200, a $50 increase for postage in line A5010.401. He spoke of training and his new safety training program this year for employees and for him. He pointed out his savings on salt. Line A5132.400 of $30,000 was increased due to Central Hudson and things of that nature a $6,600 increase. He proposed an increase of $1,750 for household garbage line item A8160.400 at $35,000. Recycle year round was increased from $130,000 to $136,500. He explained the changes in policy. Councilman Beale pointed out that costs are going up, yet revenues are not. The discussion moved to scanning of permits and data collection. D135110.400 was for repair of mailboxes. The increase in line D135110.401 is for CB Radios that are broken and need repair. He pointed to modest increase in weather service in 2015. Line D135134.101 $20,000 is used for renting a loader. Line D135132.400 is for gas, diesel and natural gas and oil to run garage. Line D135140.400 is for cutting trees Line D135140.400 is for salt and sand. Councilman Beale asked where the $469,700 come from. Accountant Awino pointed to excess salt and sand. The discussion switched to equipment. Councilman Beale suggested a 15 year replacement policy on all equipment. It then switched to the number of mechanics on hand. Recycle for brush increase in line A5140.100 in overtime for snow. Councilman Beale asked about the union contact payroll increase which has yet to be budgeted for. Mr. Bettina said it was still in negotiated. Mr. Bettina asked for a time clock to be put into the highway department and taken out of comptroller's line. A motion was made to spend up to $2,500 to purchase and install a time clock no later than Jan 1 st. Councilman Beale suggested that a policy be put in place. He added that the funds be taken out of a contingency line for 2015 as to not affect the 2016 budget. Highway Superintendent Bettina pointed to misuse of material and discharge of materials. Vendors have asked why they cannot the sand and items that they have gotten in the past. Attorney Horan said there is some question about materials at the deposited recycle center for fill past has been loaded on town trucks and taken to various places and used as fill. Supervisor Gutzler wanted to make this clear. She said, "Town trucks, town employees to deliver what is a on a town facility for private use, didn't somebody get in trouble for that a few years ago in Poughkeepsie?" Attorney Horan interrupted saying that this is something that is not appropriate for an open session. He added that he has had discussions about fill and contaminations. He added that there is a different issue with regard to mulch. Councilman Beale said that he has had conversations about getting rid of materials, but needs more information. He added that we give mulch away. Councilwoman Czarnecki said that residents come and get it not delivered. Councilman Beale wanted to make it clear that anything that was done under a previous highway superintendent, he is giving the benefit of the doubt because he is not going to sit there and criticize past practice and he remembers being part of those conversations and having no objections. Motion To: Spend up to $2,500 for Purchase and Installation of Time Clock For Highway by Jan 1st or Sooner RESULT: ADOPTED [UNANIMOUS] MOVER: William H. Code Enforcement Zoning administrator Roberti came before the board to present the code enforcement budget. .DB3410.500 was discussed regarding the Fire Inspector's request for 2 part time inspectors. Councilman Beale asked what the intent was. Zoning administrator Roberti suggested they confer with the fire inspectors. She said that the department is asking for a part time person in building department. She suggested a year round employee at 17.5 hours per week year round. She added that the building department is looking for a part time building inspector $18,200, 17.5 per hour per line item B3620.106, and a full CEO. She added that $20 per hour better chance to find a certified enforcement officer. Councilwoman Czarnecki confirmed that this person would not be eligible for benefits. Zoning administrator Roberti asked for 4 tablets at $200 each in line item B3620.200 for 2 inspectors, 1 for fire and one for zoning. Zoning B8010.101 will be $6,500 for the stipend for each property visited which brought the cost up. 138015.19913 added $1,000 for comp time. A tablet was added for zoning administrator Roberti which was moved from B3620.200 to B3620.411. She added that B8015.402 for vehicle repairs was reduced to $500 just in case she needed oil changes. Planning A contingency added to 8020.198B. B8020.400 Planner reduced haven't been used $50K to $40K B8020.401 dues for planning board members brought up to $350 from $300. B8020.404B educational experience for planning board members will be $3,000. 5. Buildings and Grounds Steve Frazier pointed out that his department makes all the own repairs but sent out truck once by Hickman and Frazier He added that he hasn't discussed tractor equipment with Superintendent Bettina. A7110.101 shows an increase that is due to the labor contact. A7110.102 shows an increase that is due to the labor contact. A7110.103/4/5/6 were shifted from down below A7110.108/109/110/11 which were incorrectly labeled. A7110.201 was reduced to $750 A7110.203 was increased for the need for a printer for $200. A7110.212 parts and equipment based on what has been spent. He offered a memo on the details Town of Wappinger Page 6 Printed 1012012015 Regular Meeting Minutes October 13, 2015 of what was spent. A7110.404 'Porta John' increased because of price increases and what was not included last year. A7110.408 shows an increase due to the barn deteriorations. A7110.413 was increased due to a second man who is due a clothing allowance of $600 and an additional $300 outfit for seasonal employees A7110.415 shows an increase for tools that are missing. A7110.417 increased from $958 to $1,000 for little league for paint and lime which is under a contract for 1 pallet. A7110.423 has gone considerable over the allotted amount at Martz Field but may have been corrected. A7110.426 was bumped up $500 based on actual cost this year. A7110.454 was changed at the airport park due to fencing and concession stand which was a little under -funded. Supervisor Gutzler commented on solar panels and some difficulties in on freestanding solar units. Zoning Administrator Roberti suggested a moratorium on freestanding solar units. Councilman Beale also expressed concern about difficulties in fighting fires and in the opening up of the roofs to fight those fires. Additionally, he questioned the falling of these panels off the roof and electrical problems that might exist. Discussion concluded. VIII. Resolutions RESOLUTION: 2015-218 Resolution Authorizing Re -Levy Of Unpaid 2015 Water & Sewer Charges WHEREAS, the last day for payments to be made at Town Hall for unpaid water/sewer accounts is November 13, 2015. NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. Susan Randall, Water/Sewer Billing Clerk of the Town of Wappinger is hereby authorized to forward all unpaid water/sewer accounts to the Dutchess County Department of Real Property Tax on or before November 18, 2015, to be re -levied upon the 2016 County Land Tax bills. The plans and design report have been reviewed_ by the New York State Department of Transportation and revised per their comments. The proposed project begins at the intersection with All Angels Hill Road (CR 94) and ends at the intersection with NYS Route 376. The proposed project will improve roadway geometry, reconstruct or rehabilitate pavement, and upgrade drainage .facilities. Roadside safety will be improved as well as signing and pavement markings. Geometric improvements will include sight distance improvements at several horizontal and/or vertical curves and construction of four foot wide paved shoulders.' A left turn lane will be constructed at Myers Corners Road intersection with DeGarmo Hills Road. The County has retained the engineering firm of Maser Consulting P.A. as design engineers and the firm of R. K. Hite & Co. Inc. as property consultants. it is apparent that not all of the proposed work will be able to be completed within the existing County highway boundary and, therefore, it will be necessary to acquire additional rights to properties within the project corridor. This project is being jointly funded by Dutchess County, the State of New York, and the federal government. As such, any property acquisition must be done in strict adherence with existing rules, regulations and laws. In order to comply with these requirements, Dutchess County will be holding a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (EDPL). The purpose of this hearing is to outline the project purpose and location, provide an update on the project status and schedule, and to provide other pertinent information, including maps and descriptions of the properties to be acquired for the project. Attached is a copy of the County's official Notice of Public Hearing pursuant to The Eminent Domain Procedure Law, as it appears in the local newspapers.
