2. Motion To: To add to display
Director Fulton introduced two gentlemen that wanted to introduce a holiday display at the
Schlathaus Park. They asked for permission to display their religious symbol at the park during
the holidav season. The motion and vote followed.

3. Chelsea Fire District Commissioners
Ryan McCloskey from the Chelsea Fire Company appeared to ask the timeline and schedule of
the hydro flow testing of the new water system that is going into the hamlet of Chelsea and the
estimate of completion. Councilman Beale responded that work is in progress and said it could
be anytime now. Engineer Gray said the testing was complete. Councilman Beale said within
30 days it should be done.

VII. Discussions
1. Motion To: Allow Recreation to do an RFP For Community Day Rides
Director Fulton asked for permission to go out for RFP for the rides at community day for 2016.
Councilman Beale asked what it would intail. Director Fulton explained that there would be free
rides. Councilman Beale was not happy with spending any tax payers money on rides. The
board would not commit to any expenditures and the RFP process was approved.

Resolution Approving Preliminary Budget For Fiscal Year 2016 And Directing A Public
Hearing Thereon
WHEREAS, the Town Supervisor, as Budget Officer, pursuant to Section 106 of the
Town Law has presented the Tentative Budget to the Town Board for review, examination and
possible revision; and

WHEREAS, the Tentative Budget for calendar year 2016 has been submitted to the
Town Board in accordance with Town Law § 106; and
WHEREAS, New York State Town Law § 108 requires that the Town Board must hold
a public hearing on the Preliminary Budget on or before the Thursday immediately following the
general election in November; and
WHEREAS, Town Law § 109 requires the adoption of a Final Budget on or before
November 20, 2015; and
WHEREAS, the Town Board has reviewed the Tentative Budget and has made changes
thereto deemed reasonable and appropriate and intends to adopt the Preliminary Budget
herewith.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. Pursuant to and in accordance with the provisions of Section 106 of the Town
Law, and other applicable provisions of law, the annexed detailed statement of estimated
expenditures and revenues is hereby approved and adopted as the Preliminary Budget of the
Town of Wappinger for the fiscal year beginning January 1, 2016.
3. The Preliminary Budget adopted herein shall forthwith be filed in the Office of
the Town Clerk in the Town of Wappinger where it shall be available for public inspection on
weekdays between 8:30 a.m. and 4:00 p.m.
4. The Town Board of the Town of Wappinger shall meet at Town Hall, 20
Middlebush Road, Wappingers Falls, New York on the 4th day of November, 2015 at 7:30 p.m.
and then and there shall hold a Public Hearing upon such Preliminary Budget.
The Town Clerk of the Town of Wappinger shall give Notice of such Public Hearing in the
format attached hereto by publishing Notice thereof in the Southern Dutchess News, the official
newspaper of the Town of Wappinger, and also in the Poughkeepsie Journal, at least five (5)
days prior to the scheduled Public Hearing and the Town Clerk shall cause a copy of said Notice
to be posted on the sign board of the Town no later than five (5) days before the scheduled
Public Hearing.

WHEREAS, a written petition has been duly filed with the Town Board of the Town of
Wappinger, Dutchess County, New York, in relation to the establishment of a proposed Sewer
District extension, to be known as Extension No. 4 to the United Wappinger Sewer District
(hereinafter, the "Extension"), pursuant to Article 12 of the Town Law, which petition, together
with a map, plan and report accompanying the same and addendum thereto, have been filed in the
office of the Town Clerk and are available for public inspection; and
WHEREAS, said map, plan and report include a map showing the boundaries of the
proposed Extension, a general plan to serve said Extension, and a report of the proposed method of
operation thereof, and were prepared by Morris Associates Engineering Consultants, PLLC,
competent engineers duly licensed by the State of New York; and
WHEREAS, the boundaries of said Extension shall be as described in Exhibit A attached
hereto and hereby incorporated herein; and
WHEREAS, the improvements proposed for said Extension consist of the purchase and
installation of sanitary sewer collection pipes, including original equipment, machinery, apparatus,
appurtenances, and incidental improvements and expenses in connection therewith, all as more fully
described in the map, plan and report hereinbefore described; and
WHEREAS, the maximum estimated cost of said improvements is $59,020, and together
with the buy -in fee of $38,400 is $97,420; and
WHEREAS, the cost of said improvements shall be paid by the owner of the properties
therein and no serial bonds of said Town shall be issued therefor; and
WHEREAS, the estimated cost of hook-up fees to the typical property in said District is
$3,000, and also $3,000 to a one or two family home therein, the properties being single family
houses; and
WHEREAS, the estimated cost of said Extension to the typical property therein is $803.79
in the first year in which operation, maintenance, debt service and other charges and expenses are to
be paid and $803.79 to a one or two family house therein, the properties being single family houses;
and
WHEREAS, a detailed explanation of the manner by which were computed said estimated
costs of hook-up fees and first-year costs to the typical property has been filed in the office of the
Town Clerk where the same are available during regular office hours for examination by any person
interested in the subject manner thereof, and
WHEREAS, said capital project for said Extension and the establishment thereof has been
determined to be an Unlisted Action pursuant to the regulations of the New York State Department
of Environmental Conservation promulgated pursuant to the State Environmental Quality Review
Act, the implementation of which as proposed, the Town Board has determined will not result in a
significant environmental effect; and
WHEREAS, it is now desired to call a public hearing upon the question of the establishment
of said Extension, the petition therefor, and the improvements proposed therefor, all pursuant to
Section 193 of the Town Law; NOW, THEREFORE, BE IT
ORDERED, by the Town Board of the Town of Wappinger, Dutchess County, New York,
as follows:
Section 1. A meeting of the Town Board of the Town of Wappinger, Dutchess County,

Dear Board members,
Sikhism is the youngest of the world's major religions. It is the fifth largest organized
world religion. There are half a million Sikhs in the U.S and 23 million Sikhs worldwide. There are more than
200 Sikh families currently living around Wappinger Falls. Sikhism was born in the region of Punjab in south
Asia, which is now India and Pakistan, in the 15th century. Our founder is Guru Nanak Dev A and our holy
scripture is called Guru Granth. Ikk Onkar ( W) is our religious symbol that represents the One
Supreme reality and One Universal Creator, God.
Currently, our society has more than 280 members. We as Mid -Hudson Sikh Cultural Society,
would like to donate our religious symbol (Ikk Onkar (tq ) to the Town of Wappingers. We humbly
request you to install -our religious symbol with the other religion symbols at Sc lathaus Park located -at the
corner of Myers Corner Rd and All Angels Hill Rd in the Town of Wappinger Falls, NY during the coming
holiday season. Mid -Hudson Sikh Culture Society will be responsible for the installation cost and any future
maintenance expenses.

The Dutchess County Real Property Tax Service Agency annually handles approximately
5,000 re -levies for all of the towns within Dutchess County. The most accurate and
efficient posting of these re -levies is done electronically. We ask that any list of more
than 20 re -levies be submitted to our office in electronic format.
The re -levy list must consist of the Swis Code, Tax Id number (grid number), property
location, dollar amount and type of re -levy, being sure not to duplicate grid numbers. It
.can be e-mailed or mailed to our office on a CD in one of the following formats: an excel
spreadsheet or a Tab Delimited text file. I have enclosed an example and instructions of
how your information should be formatted. If you should have technical questions you

Please forward this memo to the appropriate person responsible for preparing the
re -levy list (unpaid water/sewer, garbage bills, etc.). November 13, 2015 is the last
date that re -levies will be accepted.

The undersigned being the owners of all taxable real
property situate in the proposed Extension Area hereinafter
described and proposed to be established in the Town of
Wappinger, Dutchess County, New York (the "Town") and
aggregating one hundred percent of the assessed valuation of
all taxable real property in the proposed Extension Area of
the United Wappingers Sewer District as shown upon the
latest assessment role of said Town, and there being no
resident parcel owners in said proposed Extension Area,
according to the latest completed assessment role, do hereby
Petition the Town Board as follows:
1. Petitioner proposes, pursuant to Article 12 of the
Town Law, that the Town Board of the Town of Wappinger (the
"Town") extend the United Wappingers Sewer District (UWSD)
in the Town of Wappinger to include a parcel of land
described in Exhibit "A" (the "Property"). The Property
described in Exhibit "A" is a portion of Tax Lot 6257-04-
616448.. The Town of Wappinger Planning Board heretofore

granted preliminary and final subdivision plat approval to
divide the Property into eight (8) building lots. The
subdivision plat for the tax parcel shows a ninth lot which
has on it the residence of Petitioner which portion is not a
part of the proposed Extension Area.
2. There is a Map, Plan and Report dated July 2014,
-revised October 23, 2014 prepared by Morris Associates
Engineering Consultants, PLLC containing a map of the
boundaries of the existing sewer district together with the
Extension Area.
3. All construction work for the laying out and
installation of the improvements within the proposed
Extension Area will be paid for by the Petitioner and/or its
successors so that no expenses occasioned by the extension
.of said UWSD shall be levied and collected from the several
lots -and parcels of.land within the District as same
currently exist, by assessment or otherwise, and any all
such work shall be done, undertaken and completed by the
Petitioner and/or its successors in accordance with the Map,
Plan and Report.
4. The proposed Extension Area will provide sewer
service to the eight (8) parcels which received subdivision

said District, following the extension, shall be assessed,

construction and installation of the sewer pipes and

7. Petitioner and its successors intend to construct

own expense and shall record an easement agreement in the

8. The proposed valuation of all taxable real property
situate in the proposed Extension Area as such valuations
appear on the latest completed assessment roll of the Town
of Wappinger is $184,784.00. This sum has been computed by
taking the assessed value for land only for the existing
assessed parcel and allocating the pro rata share (to wit,
8/9), of the assessed value of land only to the Extension
Area.
9. Petitioner is the sole non-resident owner of all
real property situate in the proposed Extension Area.
10. This Petition has also been signed by LMD Property
Holdings LLC which is the contract vendee for the Extension
- Area and is the applicant.which applied for and received
subdivision approval to create eight (8) lots within the
Extension Area.

WATER DISTRICT

The undersigned being the owners of all taxable real
property situate in the proposed Extension Area hereinafter
described and proposed to be established in the Town of
Wappinger, Dutchess County, New York (the "Town") and
aggregating one hundred percent of the assessed valuation of
-all taxable real property in the proposed Extension Area of
the United Wappinger Water District as shown upon the latest
assessment role of said Town, and there being no resident
parcel owners in said proposed Extension Area, according to
the latest completed assessment role, do hereby Petition the
Town Board as follows:
1.- Petitioner proposes, pursuant to Article 12 of the
Town Law, that the Town Board of the Town of Wappinger (the
"Town") extend the United Wappinger Water District (UWWD) in
the Town of Wappinger to include a parcel of land described
in Exhibit "A" (the "Property"). The Property described in
Exhibit "A" is a portion of Tax Lot 6257-04-616448. The
Town of Wappinger Planning Board heretofore granted

preliminary and final subdivision plat approval to divide
the Property into eight (8) building lots. The subdivision
plat for the tax parcel shows a ninth lot which has on it
the residence of Petitioner which portion is not a part of
the proposed Extension Area.
2. There is a Map, Plan and Report dated July 2014,
revised October 23, 2014 prepared by Morris Associates
.Engineering Consultants, PLLC containing a map of the
boundaries of the existing water district together with the
Extension Area.
3. All construction work for the laying out and
installation of the improvements within the proposed
-- Extension. Area will be paid for by the Petitioner and/or its
successors so that no expenses occasioned by the extension
of said UWWD shall be levied and collected from the several
lots and parcels of land within the District as same
currently exist, by assessment or otherwise, and any all
such work shall be done, undertaken and completed by the
Petitioner and/or its successors in accordance with the Map,
Plan and Report.
4. The proposed Extension Area will provide water
service to the eight (8) parcels which received subdivision

approval.
5. The expense of operation and maintenance (0 & M) of
said District, following the extension, shall be assessed,
levied and collected from the several lots and parcels of
- --- land within the District, as extended, in accordance with
the operation and maintenance formula established by the
Town Board for the UWWD.
6. Petitioner acknowledges that upon completion of the
construction and installation of the water pipes and
appurtenances associated with the Extension Area, that the
eight (8) subdivided parcels will be assigned benefit units
for the purpose of levying benefit assessments for the
repayment of existing capital bonded indebtedness previously
incurred by the UWWD. In addition, the eight (8) parcels in
the Extension Area will be charged, quarterly, for O & M
-expenses based on metered water consumed in accordance with
the rates established by the Town Board as the same may be
amended from time to time.
7. Petitioner and its successors intend to construct
all improvements within the Extension Area wholly at their
own -expense and shall record an easement agreement in the
form.required by the Town.

8. The proposed valuation of all taxable real property
situate .in the proposed Extension Area as such valuations
appear on the latest completed assessment roll of the Town
of Wappinger is $184,784.00. This sum has been computed by
taking the assessed value for land only for the existing
assessed: parcel and allocating the pro rata share (to wit,
8/9) of the assessed value of land only to the Extension
Area.
9. -Petitioner is the sole non-resident owner of all
real property situate in the proposed Extension Area.
.10. This Petition has also been signed by LMD Property
Holdings LLC which is the contract vendee for the Extension
- Area and is the applicant which applied for and received
subdivision approval to create eight (8) lots within the
Extension Area.
