1. Recreation Budget
Director Fulton discussed the individual line items in each of the recreation budget line items
which included preliminary estimates in line items in both general funds such as celebrations,
field trips, etc... As the estimates are subject to change, the details are available in the online
video. Recreation Chairman Holt asked about the community day budget. Supervisor Jiava
asked Director Fulton to provide a detailed cost analysis of community day for the November
13th meeting. Councilman Kuzmicz asked to pay Mr. Holt an additional $500 for a total of

2. Buildings and Grounds
Steve Frazier appeared before the board to discuss his budget. He said that the only change he
has is ina"dot 4l9line". He added that he had asked for $12,000 but was reduced to $10,000,
but actual expenses are closer to $14,000 over the last few years. Mr. Frazier provided no
documents to the Town Clerk. Supervisor Jiava suggested transferring $2,000 from the 400 line

item to get him to the $12,000 that he originally asked for.
3. Code Enforcement
Zoning Administrator Roberti appeared to discuss Fire, Building, Zoning, and planning. The
only change was a Deputy Fire Inspector and his vehicle. Supervisor Jiava suggested using the
Impala which is currently being used as a'floating-use' vehicle. With regards to the Building
department, she also spoke of a full time property maintenance person. She asked for a change
in the ZBA stipend from $40 per day to $30 per visit. Councilman Beale asked for a report
outlining the policy. Ms. Roberti promised the report by the end of the current week.
IX. Resolutions
RESOLUTION: 2017-159
Resolution Authorizing Transfer Of Funds
WHEREAS, Superintendent of Highways, Vincent Bettina, has requested a transfer of
funds to cover costs associated with the removal of brush, weeds and trees.

RESOLUTION: 2017-163
Resolution Granting Permission For The Town Of Wappinger To Apply For A Justice
Court Assistance Program (Jcap) Grant
WHEREAS, the Town of Wappinger Justice Court is eligible for a grant from the State of New York
Unified Court System through the Justice Court Assistance Program; and
WHEREAS, Town of Wappinger Justices, Carl S. Wolfson and Heather L. Kitchen, and Justice
Court Chief Clerk, Cheryl Hait, have recommended an application for such grant be made; and

WHEREAS, Town Justices, Carl S. Wolfson and Heather L. Kitchen, and Justice Court Chief
Clerk, Cheryl Hait have prepared an application to the Justice Court Assistance Program Grant in the
form attached hereto; and
WHEREAS, the application is required to be submitted to the New York State Office of Court
Administration by October 12, 2017.
NOW, THEREFORE, BE IT RESOLVED, as follows:
I. The recitations above set forth are incorporated in this Resolution as if fully set forth and
adopted herein.
2. The Town Board hereby authorizes an application to be made on behalf of the Town of
Wappinger Justice Court pursuant to the Justice Court Assistance Program for a Grant as set forth in the
copy of the attached application for said Grant.
The Town Board hereby authorizes said application to be signed by Supervisor Lori A. Jiava as well as
Town Justices Carl S. Wolfson and Heather L. Kitchen, by and on behalf of the Town of Wappinger
Justice Court, and further authorizes Justice Court Chief Clerk Cheryl Hait to submit the application to
the New York State Office of Court Administration to comply with the October 12, 2017 submission
date.

to the United Wappinger Water District; and
WHEREAS, bids were duly solicited and the following bids were received on September

Surveying Consultants, PLLC, a copy of which is affixed hereto, it was determined that the
lowest responsible bidder is Boyce Excavating Company, Inc., with a bid in the amount of
$132,218; and
WHEREAS, the Town Board wishes to award the contract to Boyce Excavating
Company, Inc., 2817 Route 6, P.O. Box 367, Slate Hill, New York 10973, in the proposed
amount of $132,218.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town of Wappinger hereby awards the bid for the Tall Trees Interconnection
to the United Wappinger Water District to Boyce Excavating Company, Inc., 2817 Route 6, P.O.
Box 367, Slate Hill, New York 10973, in the amount of $132,218.
In accordance with the bid specifications, the Town Board hereby authorizes the Supervisor to
execute the contract documents as prepared by Morris Associates Engineering & Surveying
Consultants, PLLC, including the Notice of Award and Notice to Proceed and forward a copy to
Boyce Excavating Company, Inc., after the Attorney to the Town has confirmed that Boyce
Excavating Company, Inc., has duly executed the contract documents, has supplied the necessary
Performance Bond, Payment Bond and insurance certificates all as otherwise specified by the bid
specifications.

C. Electrical Construction Contract - A.G.V. Electrical Contracting, LLC and recommends that
A.G.V. Electrical Contracting, LLC be awarded the Electrical Construction Contract in the
amount of $243,305; and
D. Plumbing Construction Contract - C. McGovern Plumbing Corp. and recommends that C.
McGovern Plumbing Corp. be awarded the Plumbing Construction Contract in the amount of
$69,452,
all as set forth in the aforementioned recommendation letter, a copy of which is affixed hereto.
