Dear Supervisor Jiava & Town Board Members,
On September 2511, 2017 the construction bids were opened by the Town Clerk's office
for the General, HVAC, Electrical, and Plumbing constrUCtion work at the Emergency
Services Building. The bid remelts summaries from 'the Clerk are attached for your
reference,
Our office has reviewed ail of the bids received for the project. The bid documents
appear to be properly prepared by each of the apparent low bidders.

and Add Alternate #3 bid of $52,600 (for gutters and roof drain piping). Our office has
worked with J.C. WlIbank in the recent past on several comparable projects and found
their work satisfactory. Therefor our office believes that J.C. Millbank is capable of
performing the work required by this contract, Our office recommends the General
Construction contract for this project be awarded to J.C. Milbank Construction Co., Inc.
for the base bid plus all three add alternates, -for a total of $563,500.

& Air Conditioning in the recent past on several comparable projects and found their

HVAC Construction contract for this project be awarded to DJ Heating & Air
Conditioning, Inc, -for $779,130.
A.G.V, Electrical Contracting, LLC is the apparent low bidder for the Electrical
Construction work, with a total bid of $243,305. Although our office has not worked with
A.G.V. before, we did call the references provided. Many of the references were from
school renovations for Westchester County School Districts and we only received
positive responses -from the contact made with the references. Based on the
responsibility docunnents reviewed by our office, we believe A.G,V. Electrical
Contracting, LILC. is capable of performing the work required by this contract. Our office
recommends the Electrical Construction contract for this project be awarded to A,G,\/,
Electrical Contracting, LLC. for $243,305.
C. McGovern Plumbing Corp. is the apparent low bidder for the Plumbing Construction
work, with a total bid of $69,45 . Although our office has not worked with C. McGovern
before, we did call the references provided. Many of the references were from
renovations for Westchester County DPW and we orily received positive responses
from the contact made with the references provided. We also interviewed this contractor
to confirm that he has a firm understanding of the project scope, given the significant-
difference in cost between his bid and the next highest bidder. Based on the
responsibility documents reviewed by our office and other information gathered cludng
our interview, we believe C. McGovern Plumbing Corp. is capable of performing the
work required by this cor"itract. The only question that rernains on this contractor is the
determination on his exemption for paying himself prevailing Wages, We have asked the
Town attorney to confirm the legality of the exemption and currently await his
determination. Pending the Town Attorney's input, OUr office, recommends the Plumbing
Construction contract for this project be awarded to C,. McGovern RUmbing Corp. for
$69,452.
If the Town Board votes to award all four consLrUction contracts to the apparent low
bidders, as per our recomrTienclations, the total costs for all four contracts is anticipated
LobelQQ5 . . Our office has reviewed this cost to compare it to the estiM2ted costs
for the project established in December 2016 and found the total to be slightly less than
our construction estirriates. Although some of the work included in that 2016 estimate
has already been completed (like the root: replacement and exterior lighting), additional
scope has been added to work that was bid, based on consultation with the 'Town and
