WHEREAS, pursuant to Section 284 of the Highway Law, the Town Board and the Town
Highway Superintendent are required to enter into a written Agreement stating the places and
manner in which the Highway fund appropriation for repairs and improvements are to be
expended; and
NOW, THEREFORE BE IT RESOLVED, that the Town Highway Superintendent and
the Town Board agree that the monies levied and collected in the Town for repair and
improvement of highways, and received from New York State for State Aid for the repair and
improvement of Highways shall be expended in accordance with the annexed Agreement for the
Expenditure of Highway Moneys; and
BE IT FURTHER RESOLVED, that the Supervisor and the Town Board are hereby
authorized and directed to execute the attached AGREEMENT FOR THE EXPENDITURES OF

AGREEMENT between the Town Superintendent of the Town of Wa ippinger I
—Dutchess County, New York, and the undersigned members of the Town Board.
Pursuant to the provisions of Section 284 of the Highway Law, we agree that moneys levied and
collected in the Town for the repair and improvement of highways, and received from the State for
State Aid for the repair and improvement of Highways, shall be expended as follows:
1. GENERAL REPAIRS. The sum of $ 1,132,704.00 shall be set aside to be expended for primary
work and general repairs upon _10 miles of town highway, including sluices, culverts and
bridges having a span of less than five feet and boardwalks or the renewals thereof.

A Resolution was submitted to The Town Board concerning the schedule of 2018 events. The schedule submitted to
the Town Board contained events that have been run by the department as well as a few additional events that we
would like to add to the line up. Below is attached a brief overview of each event meant to serve as a jump off point
for discussion on the resolution.
Events
Egg Hunt
Budget $2,000
The Easter egg hunt was originally done for many years at Town hall, however the space was
limited and it impeded the growth of the event. In 2016, the event was moved to Martz Field.
The move to a new facility has allowed for the addition of activities, additional parking, a larger
egg hunt area, and generally more space for people to move around. At the 2015 Easter egg hunt
hosted at Town hall, there were about 75 participants. At the 2016 Easter Egg hunt hosted at
Martz Field, there were 150 participants. At the 2017 Easter egg hunt hosted at Martz Field, there
were 325 participants. That number just includes children registered for the event, and does not
include additional family members who often accompanied the children which brought the total
attendance of the event to over an estimated thousand people. The Easter egg hunt in its current
format consists of three game stations where children can participate and win prizes, a
refreshments stand where participants can enjoy juice, water, cookies and popcorn free of charge.
The egg hunts it self takes place in three stages according to age on the baseball field. Of course,
we are joined by the Easter bunny who mingles among the crowd at the start and then moves up
to the pavilion to our bunny photo area. Each child who participates in the event, gets a set of
paper bunny ears, a golden egg containing a raffle ticket for the end of the event, and a slip for
our annual bike raffle. The event concludes, with the raffle portion. Prices are donated by local
sports organizations such as Little League and Wappinger United soccer. Some prizes are
purchased by the recreation department. Finally,we raffle off bikes. Bikes are donated by a
Wappinger resident and are not paid for by the town. All aspects of this event are provided free
of charge.
Purchasing
The items purchased for this event include empty Easter eggs, candy to fill them with, prizes for
the games, supplies to run the games, refreshments, decorations, and paper goods. We attempt to
get as many raffle prizes donated as we can and fill in with additional items purchased by the
Town.
Castle Point Monument Rededication
Budget $200
For many years, the monument honoring a Korean War veteran at Castle a Point Park sat in
disrepair. Over the past two years, two Eagle Scout candidates took on the refurbishment of the
monument and surrounding area. The final project was completed in the Fall. We are proposing
an event to honor both the fallen soldier as well as the two young men who took the time to
ensure that the monument was something the town would be proud of. The event will take place
just prior to Memorial Day. We will be inviting the two Eagle Scouts to attend and will be
honoring them with certificates of appreciation for their work. Then, someone will speak about
Mr. Brown the soldier honored by the monument. A group of Boy Scouts will perform a flag
changing ceremony as the flag at the site is frequently tattered by the high winds at the site. After
the ceremony, light refreshments will be served under the pavilion. In addition to inviting the
community, we will be reaching out to the Castle Point Veteran's Hospital and inviting their
residents.
Purchasing
The purchasing for this event will be minimal. We will be ordering a replacement flag and
supplying coffee, tea, water, and cookies.
Memorial Day
Budget $3,500
Memorial Day is a highly attended event. The event consists of a guest speaker who is drawn
from the military community; either a service member, family member, or someone connected
with veteran's services. There is also a speech by the Town Supervisor and a benediction by a
local religious leader. The Hudson Valley Boy Scout band performs several patriotic and military
numbers. Jennifer Propfe lends us her voice for the National Anthem. We are attended by the
New York State Police Color Guard. The New Hackensack Fire department performs a flag
changing ceremony for which they provide the flag. Three wreaths are laid on the monument
representing two veteran's organizations and the Gold Star Mothers.
Purchasing
The largest expense of this event is the rental of tables and chairs for speakers, attendees, and the
band. The three wreaths laid on the monument are ordered by the Town as well. The Town
purchases mini American flags and water to be handed out to the attendees.
Teen Luau
Budget $1,000
It has been expressed that the town recreation department lacks programming for children
between the ages of 12 and 16. Therefore, a line was added to the 2018 budget to provide for
teen centered events. We are very excited for the pilot year of the program. The first event of the
two teen events will be a Luau. The event will have a DJ and dancing under the pavilion. It is our
hope that one of our local organizations will join us to sell refreshments at a reasonable price. We
will have lawn games set up throughout the park and kickball and basketball ball games running.
The event will run mid afternoon into the evening. We will be requiring parents to sign a
permission slip and set of conduct rules for their children to attend the event. This form will be
reviewed by our attorney prior to it being dispersed.
Purchasing
We will have to cover the cost of hiring a DJ to emcee the event. Supplies for decorating will be
purchased and made by the Recreation Department. Some of the lawn game equipment will be
borrowed from the summer camp program but additional purchases will have to be made. A
request will be submitted to have a sheriff's deputy on site.
Car Show
Budget $750
In 2017, the department hosted a car show Fourth of July weekend and the turnout was small
We are not ready to abandon the idea of hosting a car show however. The date of the event is
being moved further into July and the previous requirement that the cars be American made will
be dropped. The car show will be rebranded as "The People's Choice Car Show". Attendees and
participants will vote for who wins the trophies in particular categories. The voting will be done
by slips handed to people as they arrive and will be deposited in canisters at each vehicle. Food
trucks will be invited to participate in the event and we will hire a band for additional
entertainment.
Purchasing
We have trophies on hand that can be repurposed for this event so the cost for awards should be
minimal. The only additional cost will be the paying entertainment.
Community Day
Budget $18,000
Planning for Community Day is ongoing and done in cooperation with a committee that begins
meeting bimonthly at the beginning of the year. Right now, the most significant matter for
Community Day is the hiring of an amusement company to provide rides for the event. An RFP
has been drawn up by the Recreation Department and has been reviewed by the Attorney's
office. They should be submitting a resolution to the Town Board at the first or second meeting
of the year. A specific community day program proposal will be forthcoming after committee
meetings begin. However, a budget plan was submitted to the Town at the end of 2017 and is
included below.

9/11 Service
Budget $250
The September 11th service held at Mark C. Palmateer Memorial Park is primarily organized by
Councilman Beale. This event is hosted in cooperation with the Hughsonville Fire Department.
The town of Wappinger's involvement in the event is the lending of equipment, providing
manpower for set up and take down, and financially supporting the purchase of some supplies.
Purchasing
Any purchases by the Recreation department made will be done at the request of Councilman
Beale.
Teen Movie Night
Budget $800
Teen movie night will be hosted at Town hall. This will be the second event in the newly formed
teen program. Event will take place after school on Friday night and will be open to children
aged 12 through 16. We will be set up in the main lobby and in the large meeting room. We will
be serving popcorn, and selling refreshments of candy, water, and soda. The refreshments will be
sold at cost. The movie for this event has not yet been selected. We will be waiting until a little
bit closer to the event, hoping to be able to gauge what would be a popular selection. It is my
intention that due to the proximity of the event to Halloween, that it will most likely be a film
that is true to the season. Parents will be required to sign a permission slip similar to but not as
intense as the one signed for the luau. Town Hall is a much smaller area and easier to control
allowing for better supervision.
Purchasing
The largest expense for this event will be paying for the rights to show a film which can range
from $250-$400. The refreshments will be purchased by the recreation department, but hopefully
most will be sold off by the end of the night. Some decorations will be purchased to create a
movie theater feel at Town hall.
Trunk or Treat
Budget $1,500
Trunk or treat is an event that has been growing in popularity over the past few years. Attendance
has tripled in the past four years. The event is held the Saturday before Halloween and is an
event that truly depends on community participation. We put out a call for trunks in the
beginning of September and people sign up to participate. Those who sign up to participate come
to the park early, set up their cars with Halloween decorations, and when the time comes during
the event they hand out candy to the children. When I became the recreation director I added the
golden pumpkin awards to the lineup of the event. There had always been a costume contest, but
the golden pumpkins add a little bit of an event within an event. When participants arrive, they
check in at the front desk and are given a paddle with a number on it for the costume contest.
Once registration is over, we begin the costume parade and judging. Once that has ended, the
trunks are open for children to go around and receive candy. The prize for best trunk is voted on
by the parents. Each parent gets a small green stone at event which they then deposit in a canister
at their favorite trunk. The winner of the best trunk gets a $25 gift card to a automotive related
vendor usually either a car wash or a gas card. While this is been done the judges deliberate on
who will be winning the golden pumpkins. Once a decision has been reached the awards are
given out. Another important aspect of the trunk or treat event is the haunted house. The house
on the park property is transformed into a super spooky haunted house. We just had our third
haunted house as part of the event and every year it gets better and scarier. Refreshments are
served at the event. Donuts are purchased from Meadowbrook farms and apple cider is
purchased from whoever has the best price.
Purchasing
The majority of the budget for this event goes to the haunted house. Every year $400 is
appropriated and given to Donna the recreation secretary. The haunted house from the very
beginning has been a special project of her's. The remainder of the budget goes towards the
purchase of awards and refreshments. A small amount is spent each year to replace aging
decorations for the stage.
Craft Fair
Budget $250
Recreation hosted its first annual craft fair in 2017. The event had to be restricted as it fell on the
same day as Veteran's Day and we were working hard to ensure there was no conflict with the
event. This year we have no such conflict. Vendors are solicited to set up in town hall and sell
their goods. This event is part of the larger village wide craft fair. The village wide craft fair
takes place every year on the second Saturday in November. This year, we will be limiting the
refreshments available to coffee and tea. In 2017, there was a larger variety of refreshments
available for sale. However, they did not sell well. As the event grows over the years we will re-
examine a more broad selection of offerings.
Purchasing
The only cost for this event will be the purchasing of refreshments. Since we will be limited to
coffee and tea, we will not be charging people for these refreshments.
Veteran's Day
Budget $0
Veterans Day is an event that consists solely of a ceremony made up of speakers and
presentations. This event is primarily coordinated by Ralph Holt. The town supervisor speaks at
this event as well as a guest speaker chosen by Mr. Holt. There is a benediction given by a local
religious leader. The Boy Scouts and Girl Scouts recite the pledge of the allegiance, and the color
guard presents the flags.
Purchasing
There is no cost associated with this event.
Tree Lighting
Budget $2,000
The Christmas tree lighting is an event that is very dependent on the weather. We have had years
where the temperatures have dropped into the single digits. Those year's turnout were
disappointing. In other years we have had favorable temperatures and a huge turnout. For
example, in 2016 we handed out approximately 100 bags to children and in 2017 we handed out
approximately 225. We try because of season and the unpredictable weather to keep this event
short, and to the point. People come to this event to see the tree lit, and sit with Santa. The event
begins at 5 o'clock with refreshments of hot chocolate and donuts available. In 2017 we added a
quick and easy craft table and a tent with a game of bobbing for candy canes. If everything is
running on schedule the tree is lit by 5:15 PM. The tree lighting is followed by brief speeches
from council members in attendance as well as the recreation committee chair. Santa then arrives
by fire truck. Santa makes his way to the stage, and each child is given their turn to sit and have
their photo taken with Santa. They are each given a gift bag after their turn. The event ends when
the last child has had a turn with Santa.
Purchasing
Items are purchased for the children's gift bags. Generally, they are purchased online and every
few years we do a hodgepodge of items that are left in the recreation stock. Refreshments are
purchased from Meadowbrook farms and from BJ's wholesale club. Each year decorations are
purchased for the stage to replace aging and worn items. A parallel to the event is the decoration
of the park for the holiday season. Each year we designate approximately $250 to the expansion
of the display in the park as well as to replace items that no longer function.
Cookies with Santa Story Time
Budget $250
This event would be new for 2018. We are proposing an indoor alternative for children to be able
to visit with Santa. This event will take place at Town hall. Cookies and milk would be served for
the children and coffee and tea would be served for the adults. The children would sit for a story
read by Santa. The story will be the classic Twas the night before Christmas. Then the children
would have the opportunity to mingle with Santa and have their photo taken. We would have
multiple short sessions of this event because of the limited space in town hall. Registration in
advance would be required.
Purchasing
The only items required for this event would be the refreshments and paper goods. Decorations
could be repurposed from the Christmas tree lighting.
