Our auditors have found that the Town of Wappinger has not adopted a
formal civil rights policy.
As a recipient of federal funds, the Town is required to have a policy
regarding civil rights and non-discrimination.
The auditors provided us with a sample policy.
We have copied the sample policy gearing it to the Towns needs.

EQUAL EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION
POLICY
POLICY: It is the policy of the Town of Wappinger to provide equal
opportunity to all individuals in its Personnel and Employment practices . In
accordance with Federal Law and Title I of the Americans with Disabilities
Act, the Town prohibits discrimination because of race, color, sex, national
origin, religion, age or handicap in all employment practices, not limited to,
but to include, hiring, firing, promotion, compensation, interviewing,
employee training, transfers, terminations and supplier relations.
GUIDELINES: The Town will seek our minority candidates for all
occupations through personal and written contact with the Dutchess County
Personnel Department.
The Town will ensure that employees are fairly
compensated and given equal consideration for upgrading and promotion.
Employees also have the right to grieve on the basis of
discrimination. (see procedure below)
PROCEDURE: Discrimination Complaint
If you believe you have been discriminated against, the
following procedure is established as your mechanism to report allegations of
discrimination.
*Written notice of alleged discriminatory action to the Town
Supervisor.
*Town Supervisor takes action within twenty (20) days
investigatory period. Consultation with department head or individual
involved, where reasonable.
*Conference within ten (10) days following investigatory
period with complainant, Town Supervisor and such other individuals as are
appropriate.
*Written report of findings and decision shall be mailed to
the complainant no later than forty (40) days after receipt of initial written
notice to the Supervisor.

*The Supervisor's decision may be appealed to the Town
Board within thirty (30) days from the date of mailing of the decision to the
complainant upon the submission of a written notice of appeal to the Town
Clerk. The notice shall be accompanied by a copy of the original complaint,
the Supervisor's findings and decision and a statement of the reasons
supporting the appeal.
*The Town Board shall hear and decide this matter within
seventy (70) days of the submission of the appeal unless it shall extend this
period by resolution adopted at a Town Board meeting.
