As you are aware, this problem has occurred several times in the last five years. In each case, I was under the impression that the system was undersized and not capable of handling the flow. The 90 degree turns in the pipes have been buried for 35 years and not accessible. Supervisor Colsey asked me to look into the problem and give a report to the Board. Using plot plans from the residents of 14 and 16 Blackthorn Loop, I was able to find the covered manholes with our metal detector_ When we dug up the manholes, we found the pipes blocked with debris from the last 35 years. We removed the debris and restored full flow to the pipes. I have ordered risers for both manholes, which will make the manholes accessible without digging them up_ Previously, we had discussed replacing this system at a considerable cost to the Town. Currently, it appears the system does have enough capacity, but will need to be further evaluated when the water goes down completely, because it is a 35 year-old system and was designed to last 25 years. The residents at 14 and 16 Blackthorn Loop have requested top soil to repair their lawns.
