Data: May 11,2001 Rae Wappinger Paris Road Repaving The following schedule has been set for the Wappinger Paris Road Repaving. • Week of June 2e,2001: Merritt Construction will have his subcontractor onsite to start the milling operation. This will take the complete week. The Town of Wappinger Highway Superintendent will supply the necessary trucks. • Week of July 2nd,2001: Town of Wappinger will pave the streets in Wappinger Paris with 3" of binder material. This will take the entire week. T'he final topping of the road with 2"of blacktop will be done as soon thereafter the binder is complete and when Graham Foster feels the road is ready to accept the top. It was originally scheduled for September 2001, but Graham feels he may be able to move that up. If there are any questions on the above schedule, please do not hesitate to contact this office. Smith Reference: Wappinger Park Drainage Dear Supervisor Smith: On Wednesday, April 14, 1993, Michael Tremper, Graham Foster and myself visited Wappinger Park to inspect a storm drain that was being replaced by the Highway Department. The storm drain runs between 5 r 7 Cayuga Drivq and has clogged over the years. The storm pipe was located in an existing Town easement. Upon excavation, Mr. Foster noticed that there was a septic smell in the ditch and immediately alerted our office. Our inspection revealed that there was a strong indication that the runoff from neighboring the fields was getting in the storm drain ditch. To prove this, we put a dye in the septic tank of the homeowner of 5 Cayuga Drive with her permission. At this point in time the dye has not surfaced, however, we will continue to monitor the situation. I also called Dan O'Connor of the Dutchess County Health Department. He advised, and I strongly concur with him, that we do not replace the storm drain and that we backfill the ditch with a very pervious material such as crushed stone. This morning, I advised Mr. Foster to backfill the ditch with crushed stone and spread some topsoil so that the grass could grow. Smith Reference: Wappinger Park Drainage I would think it appropriate that the homeowner of 5 Cayuga Drive be contacted and informed that we cannot replace the storm drain at this time due to the location and functioning of adjacent sewage disposal systems. Also, be advised that this area is located within Phase IIIA of the Wappinger Sewer Transmission/Treatment Improvement Area. I think this is a situation that points the immediate necessity for sewers in this area. If there are any other questions or comments, please do not hesitate to contact this office. Box 324 Wappingers Falls, New York 12590 Reference: Storm Sewer Pipe Cayuga Drive Dear Board Members: As per your request, I have field inspected a storm sewer pipe running between.5 & 7 Cayuga Drive with Graham Foster, Highway Superintendent. As you recall, a complaint arose from a nearby homeowner stating that there was a failure in the pipe that allowed the effluent from his the field to leak in. The purpose of the field inspection was to determine if the pipe line could be abandoned by the Town with no adverse effects to the drainage system. After the field inspection, it would be my opinion that the pipe and catch basin should remain intact as it does drain a very small area to the east and south of the subject parcel. If there is rehabilitative work to be done on the pipe, (ie. if there is a leak in the pipe) then the Highway Superintendent should repair whatever damage has taken place. Prior to repairing this damage, I would recommend that the proper research work be done to determine that the Town does, in fact, have an easement over this pipeline.
