RESOLUTION: 2018-136 Resolution Authorizing Payment For IT Work For ESB Renovations WHEREAS, the renovations in the New York State Police Tenant Space in the Emergency Services Building required the permanent and temporary re-routing of certain telecommunications infrastructure; and WHEREAS, to ensure that the security of the NYSP computer systems were not compromised, the NYSP required its own contractors to perform the require IT work; and WHEREAS, the Town agreed to pay the costs of the NYSP for its contractors to perform the relocation services; and WHEREAS, the NYSP has provided to the Town an invoice from MAC Source Communications, Inc. for the work that was performed and acknowledge that the work was in fact performed; NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes the payment of $5,878.00 to MAC Source Communications, Inc. with respect to the attached invoice, said payment being made from the capital account established for the renovations of the Emergency Services Building. RESOLUTION: 2018-138 Town of Wappinger Page 6 Printed 6/15/2018 Regular Meeting Minutes May 30, 2018 Authorizes bond counsel to prepare resolutions for the issuance of bonds up to $625,000 for Highway Equipment WHEREAS, the Town Superintendent of Highways advised the Town Board in a memo dated May 11, 2018 that three highway department trucks are out of service and two other trucks are in poor condition and need replacement; and WHEREAS, the Town Superintendent of Highways further advises that pickup trucks and other equipment used by the Highway Department needs replacement; and WHEREAS, the Town Superintendent of Highways has obtained various quotes from the NYS Office of General Services for the needed equipment; and WHEREAS, after consultation with the Town Comptroller, the Town Superintendent of Highways recommends the purchase of the below noted equipment using the unallocated fund balance from the DB Fund; and WHEREAS, the Town Superintendent of Highways and the Town Comptroller recommend that serial bonds be issued for the purchase of four larger trucks that are used for snow plowing operations; and NOW, THEREFORE, BE IT RESOLVED: 1. RESOLUTION: 2018-139 Authorizing Transfer Of Funds For 2018 Permanent Paving Work WHEREAS, the Town Superintendent of Highways and the Town Board have agreed that it is appropriate for the Town of Wappinger to repave 7.27 miles of Town Highways in Fiscal Year 2018; and WHEREAS, in a memo dated May 8, 2018, the Town Superintendent of Highways provided an estimate that was prepared with the assistance of the Engineer to the Town which concluded that cost for resurfacing 7.27 miles of Town Highways would cost $ 1,835,702.45; and WHEREAS, the Town Comptroller advised that there is $624,320 currently budgeted for permanent paving work so $1,211,382.45 in additional funding is required to resurface all 7.27 miles of roads; and WHEREAS, the Town Comptroller advised that $500,000 is available in the unallocated B Fund balance which can be transferred for Highway Purposes because the funds have the same taxpayer base; and WHEREAS, the Town Comptroller has advised that the remaining $712,000 should be raised by the issuance of serial bonds; NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The Resolution is hereby duly declared Adopted as RESOLUTION: 2018-140 Authorizing Contract For Environmental Study WHEREAS, the Town of Wappinger Highway Garage is in need of replacement; and WHEREAS, over the decades when the Highway Garage was in use, petroleum and other chemicals were stored on the site; and WHEREAS, prior to commencement of detailed design of a Highway Garage, it is prudent for the Town to conduct and environmental site assessment of the property determine if any contamination is present; and WHEREAS, WCD Group, LLC has the professional knowledge to conduct the environmental site assessment; and WHEREAS, WCD Group, LLC has provided a letter of engagement with a description of services to be performed which meets the needs of the Town of Wappinger; and WHEREAS, the transfer of funds between budgetary appropriation lines is required to pay for the environmental study; Town of Wappinger Page 9 Printed 6/15/2018 Regular Meeting Minutes May 30, 2018 NOW, THEREFORE, BE IT RESOLVED: 1. RESOLUTION: 2018-141 Appointing Full -Time Data Entry Clerk For The Zoning/Code Enforcement Department WHEREAS, the Town of Wappinger has a need for a Data Entry Clerk in the Zoning/Code Enforcement Department; and WHEREAS, the Town Board has canvassed the Dutchess County Human Resources list of Town of Wappinger residents eligible for the title and has determined that Christa Verano appears on said list and is reachable as a Town Resident; and WHEREAS, the Town Board has determined that Christa Verano meets the qualifications and wishes to appoint her to the position of Full -Time Data Entry Clerk for the Zoning/Code Enforcement Department; and WHEREAS, the position of Full -Time Data Entry Clerk is subject to the terms of the Collective Bargaining Agreement between the Town of Wappinger and Teamsters Local 445 ("CBA"); NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The Town Board hereby appoints Christa Verano to the position of Full -Time Data Entry Clerk for the Zoning/Code Enforcement Department effective June 5, 2018. 2. Christa Verano shall be compensated at the hourly rate of $16.48 which shall be paid out of the budget line appropriate for said position in the 2018 Final Budget in weekly installments in accordance with the CBA. RESOLUTION: 2018-142 Authorizing Contract For Payroll Services WHEREAS, the processing of the payroll for the employees of the Town of Wappinger is a detailed and time-consuming undertaking because of the numerous deductions, varying rates of pay, and a multitude of mandatory tax withholdings; and WHEREAS, the Town Comptroller and the Supervisor have investigated the practicality and financial benefits to have an outside company handle the payroll processing for the employees of the Town of Wappinger; and WHEREAS, most private employers and small municipalities engage the services of payroll service firms; and WHEREAS, the use of a payroll service firm will greatly reduce and/or eliminate the liability of the Town for errors in calculating withholding taxes and other liabilities due; and Town of Wappinger Page 12 Printed 6/15/2018 Regular Meeting Minutes May 30, 2018 WHEREAS, the payroll services selected include software that will assist the Town with developing appropriate budgets and determining areas for cost savings; and WHEREAS, payroll services a professional service that is not subject to competitive bidding; and WHEREAS, the Town Board has determined that it is in the best interest of the Town to retain the services of an outside payroll services company. NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes the award of a contract for payroll services to Paychex, Inc. commencing on June , 2018; and BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes the expenditure of $10,500 from Budget Line A1315.405 to pay for the contracted services during fiscal year 2018; and BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes the following budget transfer to effectuate the purpose of this resolution; and Amount From Line To Line $10,500 A 1990.402 Contingency Reserve A1315.405.
