SUBJECT: PAVING DOYLE DRIVE
Currently, there are 104 roads totaling 30.61 miles left on my fifteen-year paving plan.
In order to state when a given road will be done, I will evaluate each road by condition. Roads
will be paved as always in worst first condition. To determine how many years it will take to
complete the plan, I need some idea of how much money will be allocated each year. Rough
numbers are it takes $60,000 to prepare, pave and tie in one mile of highway. From there, the
math is simple:
$300,000 per year divided by $60,000 = 5 miles/year
$400,000 per year divided by $60,000 = 6.7 miles/year
$500,000 per year divided by $60,000 = 8.3 miles/year
Once a commitment is made (ie. $400,000 per year= 6.7 miles), 30.61 divided by 6.7 = 4.6 on
a five-year plan. The roads will be ranked 1-5 based on condition and use. The numbers are
adjusted to average roughly 7.0 miles per year and there has to be a 5-year plan.
Please bare in mind our 5110.4- account is a catch all for many charges. These charges are
roughly $100,000 plus per year. Some of those items are radio's, drainage, signs, clothing,
boots, striping, paper products, lumber, weather service, topsoil, gravel, bank run,blocks,
basins, cement, grates, frames, solvents, cleaners, etc.

Dear Ms Smith,
We have lived on Doyle Drive in Rockingham Farms for almost 30 years.
During recent years we have noticed some of our streets were repaved,
some twice.
Doyle Drive has not been repaved nor have the curbs damaged by plows
been repaired.
We hope you can tell us when we can expect this work to be done.

Dear Mrs. Smith,
I am writing this letter to complain about the actions and/or inactions of Graham Foster of the
Highway Department. Apparently we homeowners in Rockingham are only an afterthought to
Mr. Foster.
In the fall of 1999 he had his men and machines dig out the stream behind the houses at 11,
13, and 15 Doyle Drive and pile the dirt on our properties (without asking.permission). After
they did this they just left leaving these piles of dirt.
This past fall (Nov. or Dec.)they came back, after my neighbor complained, and they spread
rocks in the streambed so that they could drive their trucks in this stream. They then proceeded to
remove the piles of dirt from my property and that of my neighbor at 15 Doyle Drive. They left
the pile of dirt behind 1 I Doyle Drive. After they had left I noticed that they had removed all of
my topsoil in the area where they had the dirt pile. I called Mr. Foster the next day and he dad
respond promptly. We had had a windstorm the night before and as we went down to the stream
we observed that some trees were blown down at the edge of the stream and lay across it. At this
time I thought that the trees went down because the topsoil had been removed. Mr. Foster said
that he would have the topsoil replaced and would have my trees cut up and piled on my property
for my use as firewood.
It is now the end of March and the trees are still lying across the stream, no topsail has been
replaced, and the unsightly dirt pile of 1999 is still behind I I Doyle Drive.
I went down to take pictures for you to view with this letter and at this time I took a closer look
at the area. I noticed that the roots had been cut from the largest tree. The excavator digging the
dirt pile did this. It has been my experience that the operator of this excavator should have
known that he was digging up the roots and may have done this on purpose, unless he was.
inexperienced, in which case he never should have been left without supervision. You will notice
in picture##2 that there are no long roots sticking out of the root ball.
If the roots were cut accidentally there should be several long roots protruding from the root ball.
As you may recall, I complained once before about the cutting of one of my trees along this
stream. At that time I believe that he had you send me a letter concerning trash being dumped in
the stream including a child's wading pool. As I have had an in the ground pool that was

installed in the early 1970's and any-thing in that stream, including grass clippings would not be
from me, I totally disregarded your letter.
You may also recall that I spoke to you concerning the need for a barrier along side of the
construction of the drainage line that was being installed on Old Hopewell Road a few years
back. My concern at that time was that the excavation was deep and that if anybody were to fall
or drive in then the Town could possibly, be sued. You told me at that time that you would take it
up with Mr. Foster. The barrier and fence were put up only after someone drove off the road
there and crashed into a house.
Getting back to the stream, if Mr. Foster wanted to line this stream with stone why wasn't
this done when the excavation was being done? I believe that the Town had to pay the contractor
to take the blasted rock away. That doesn't make sense to me.
It is my opinion that perhaps Mr. Foster's position should be an appointed one rather than an
elected one. In this way he could be held more accountable for his actions or inaction
Please have Mr. Foster direct his workers to cut up my trees,replace them with new trees and
replace all of my topsoil. I don't want to wait until the fall when he seems to get around to us in
Rockingham. Please also advise him that I will not tolerate any more of my trees being cut
without my express written permission. To do otherwise will invite a lawsuit to the town AND
any person responsible.
