Resolution Authorizing Creation Of Park Facilities And Program Director For The Town
Of Wappinger
At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on January
14, 2019.

The following Resolution was introduced by Councilman Kuzmicz and seconded by
Councilwoman Bettina.
WHEREAS, the Town of Wappinger has numerous recreation programs, events and facilities
that need administration, oversight and coordination; and
WHEREAS, the civil service positions that are currently authorized for the Town of Wappinger,
do not allow for effective, centralized control of the various recreation programs, events, sports
leagues and facilities of the Town of Wappinger; and
WHEREAS, it is necessary to create an administrative position that has overall responsibility for
planning, directing and coordinating the activities of the Town's recreation department to
provide optimum and equitable use of the Town's recreation facilities and to ensure that the
recreation department employees are delivering the best services for Town residents; and
WHEREAS, federal, state and county grants are available to advance and enhance the Town's
recreational programs and facilities and the Town should create a position which is responsible
for investigating and applying for those grants; and
WHEREAS, it would be beneficial to task a person to conduct a study of the Town's recreation
needs and establish recreation infrastructure priorities as well as appropriate equipment
purchases and identify available funding sources; and
WHEREAS, a person is needed to deliver appropriate training to recreation employees to insure
the safety of the participants in Town recreation activities and the security and of Town facilities;
and
WHEREAS, coordination between the Recreation Department and the Buildings and Grounds
Department is required to ensure that recreation facilities are properly maintained; and
WHEREAS, the Town Board has made budgetary appropriations for such administrative
position in the 2019 Budget for the Town of Wappinger;
NOW THEREFORE, BE IT RESOLVED,
1. The Town Board hereby establishes the Town Office of Park Facilities and Program
Director for the Town of Wappinger, which position is classified as a competitive
position under the Civil Service Law of the State of New York and the Rules of the
Dutchess County Department of Human Resources.
2. The duties and qualifications of the Park Facilities and Program Director shall be those as
set forth in the Class Specification attached hereto which has been established by
Dutchess County Human Resources.
3. The Town Supervisor, or his designee, is authorized to execute any and all forms required
by the Dutchess County Department of Human Resources that are necessary for creation
of the position for the Town of Wappinger.
4. The Town Supervisor or his designee, is directed to recruit applicants for the position by
advertising in the newspapers, posting on the Town Website and on social media; sending
the job announcement to any job posting services and government agencies as deemed
effective for soliciting qualified candidates;
5. The Town Board shall schedule interviews with prospective candidates at a future
meeting of the Board.
Appointment of a Park Facilities and Program Director shall be made by future resolution of the
Town Board.
