Bettina Briccetti came to the board to question the bid for the demo work indicating the concrete
curb was not scheduled for removal. Supervisor Thurston said that the town engineer will
explain. She asked that a line in the outfield not be placed on a crack in the field and was placed
there to hide a crack.

1. Motion To: Pay the ServePro Outstanding Invoice - Hathorn
Kevin Hathorn addressed the board to discuss the ServePro system that removed the air from
town hall. He said the following:

In, early 7'017, there was a motor imalflunctioln withinthe air handling System,
which gieneirated smoke and sooty residue within the Town Hall ventilation
system. It is reported that the'Town Hlaill walls and floors were, also significantly
affected, but remediation was,,a separate insurance issue. 'This report does not
address this issue.
A Request for Proposal was, drawn up on March, 117, 2017, and revised March 24,
2017. Only one company replied, according to our records,. The IRFP Ilteim 3,
referring to, "'Scope of Work", requiried all duct work to be cleaned, A confirmation
was offered by ServPro of Western lDutchess County on 4/2/2017 by Liz Jenks,
ServPro Office Manager. Details of work Proposed are also provided, entitled,
"The Cleaning Process", showing the first page of the Process.
Work was done, according the Depit. of Labor timesheets, covering four days, Iby 4
men, also showing their SSANs.
An undated "Original Invoice" was subirnitteid sometime in 2017, in hand written
form, listiling all the litems worked on,.
Earlier this year,, at our request, Liz Jenks of SlervPiro re -submitted a typed Town
Voucher, detailing the work completed. The voucher was dated 3/20/201,9, and
requests $19,500 for work completed on Air Handllers 1-51.
Upoin our investigation, it was learned that an, insurainice check was)issued) on
12/1,8/2018 in the amount of $7,8001 to the Town of'Wappingeir, by New York
Municipal Insurance Reciprocal, This money sits in our Insurance Recoveries
account. We attempted to determine the nature of the Town"s 2.017 claim, but no
evidence has been found). The original matter applears, to have slipped through the
cracks.
The invioiciei from Servpro is for duct cleaning services iniv,610ng air Ihandlkers 1-5, $11%500.
The environ mental report prkously submitted inoted,tracle amounts of combustion blyproduct's
in the ductwork for air handlers. 3 & 4. Thus, I do, not see aH 5 unis being part of this loss.
We wifl con§idieir �a prorated share for 2 of the 5 units,, or $7,8100.
We will issue payment to the Town as they will have to address the Manice of the 4-rvoice with
Serwro.
My relcommendation is, 1) that we review further with our own in5lu ra nce agent
a nid 2) make payment to ServPro iin the amount of $19,5010 for work completed
but never paid. According to IFrederick, the mioinies would be paha from line
4A1620.452,, HVAC Maintenance. The Fund Balanceat line A0917 will augment
the HVAC Maintenance Account, and the fulll a�rnount will be (paid f I rorn that line.
The insurance found that only two needed two be cleaned for $7,800. He recommended to pay
ServePro $19,500.

Motion To: Proceed with a Farmers Market Proposal at Town Hall for 22 Sundays from June
through October
Mr. Cavaccini explained that the farmers market be moved into the Town Hall. Looking at 22
Sundays from June through October with more than 15 vendors. The charge would be $10 per
spot. They would need restroom access and Sheriff Patrol. A maintenance person will be
needed.
Councilman Beale asked to organize and coordinate with the village with regard to the village's
desires on organizing the event. He proposed talking with those that previously organized this
with the village. He suggested 'porta johns', if necessary; and, having a maintenance person
available.

Earth Day Update - Cavaccini
Mr. Cavaccini discussed Earth day activities for Saturday, April 27 at 10:00 AM from Town
Hall. Streets that he included are Cedar Hill Road, Spook Hill Road, and Old Post Road. He
welcomed other suggestions. He said that volunteers are needed with focus on roads.
Coordination is needed with the Highway Superintendent.
Motion To: Authorize the Engineer to go out to bid on HVAC System Renovations at Town
Hall
Engineer Gray explained the system designed for town hall with separate controls for each
office. The system will provide heat to the hallways. He asked for authorization to Ro to bid.

Update on Wildwood/wood hill Green - Thurston

Engineer Gray explained that the connection between Wildwood sewer and Woodhill Green is a
$6.2 million project. A $2.8MM was awarded. The town will re -apply for another grant to
defray the cost with a deadline for agreement between the town and EFC is in May of 2020. All
information is needed by January of 2020. Currently there is an intent to bond; however, the
town will need to take this to the next step to keep the grant alive.
6. Motion To: Waive a Potential Conflict of Interest Between Attorney Represtation of Both the
Town and Village.
Attorney Horan asked to waive a potential conflict of interest between the Town's Attorney -to -
the -Town, Jim Horan; and, representation of both the town and village represented by Lisa Cobb
of the same firm of as Jim Horan, Wallace and Wallace. Documentation was to be submitted to
the town clerk, but not yet received at the time of publishing these minutes.

7. Motion To: Authorize the Town Engineer to Prepare a Map Plan and Report before bond
work can begin on the Wildwood Sewer Improvements
Attorney Horan ask the town board for authorization for the Town Engineer to prepare a Map
Plan and Report before bond work can begin on the Wildwood sewer project. There are issues
with Woodhill Green with regard to the extension of the district which will require some
investigation. The issue has to deal with condominiums as one user as a condominium
association or with separate ownership of each condominium. One party as the owner or
multiple owners. There is nothing in district extension law that deals with condominiums. An
opinion is needed by the Attornev General on how to proceed.

8. Eagle Scout Project
Liam Byrne explained his Eagle Scout project. He will be working on a circular garden in front
of the Manor at Carnwath Farms, fixing the flag pole, install benches along the path to the
chapel and two flower pots on the road leading up to the chapel. He needs approval to move
forward. He will look to the community for financial assistance.

The war memorial brick program has had strong interest for a discussion at the next meeting.
VI. Resolutions
RESOLUTION: 2019-91
Resolution Accepting A Performance Agreement Secured By Surety Bond For The
Maloney Heights Subdivision
WHEREAS, Sustainable Ridgeline Corp. ("Owner") is the owner of 9 lots and the road shown
on a certain Subdivision Plat entitled Maloney Heights Subdivision filed in the office of the
Dutchess County Clerk on April 10, 2008 as Filed Map Number 12149; and
WHEREAS, on February 25, 2008, the Town Board adopted Resolution 2008-68 which accepted
a performance agreement to complete certain public improvements for the Maloney Heights
subdivision which was secured by a Surety Bond issued by INSCO INSURANCE SERVICES,
INC. bearing number 775180S in favor of the Town of Wappinger in the amount of $384,000;
and
WHEREAS, revisions in Stormwater regulations required the owner of the property to make
certain changes to the Stormwater facilities that serviced the subdivision and an application for
amended subdivision plat approval was submitted to the Town of Wappinger Planning Board;
and
WHEREAS, on March 4, 2019, the Town of Wappinger Planning Board issued a resolution of
Amended Final Subdivision Plat Approval which requires the Owner to post a performance
guarantee in the amount of $621,480.00 to insure the construction of the public improvements
required for the subdivision; and
WHEREAS, Town Law §277 requires a developer of a proposed subdivision to guarantee the
construction, installation, and dedication of the improvements required by the Resolution of
Subdivision Approval, prior to issuance of any building permits; and
WHEREAS, the Owner executed a Performance Agreement which requires it to complete the
require public improvements for the Subdivision; and
WHEREAS, the owner has tendered to the Town of Wappinger a Surety Bond dated
issued by , bearing number and
issued in favor of the Town of Wappinger in the sum of $621,480.00 securing the obligations set
forth in the Performance Agreement; and
WHEREAS, the Attorney to the Town, has reviewed, examined and approved the
aforementioned Performance Agreement and Surety Bond;
NOW THEREFOR BE IT RESOLVED AS FOLLOWS:

1. The Town Board hereby accepts the Performance Agreement executed on March ,
2019 by Sustainable Ridgeline Corp., with an address of 2603 Route 52, Hopewell
Junction, New York 12533 to guarantee the construction and dedication of the public
improvements shown on the Maloney Heights Amended Final Subdivision Plat as
required by the Town of Planning Board Resolution of Approval dated March 4, 2019.
2. The Town Board hereby accepts the Surety Bond issued by bearing
number that is issued in favor of the Town of Wappinger, dated March
, 2019 in the sum of $621,480.00, as security for the Performance Agreement to
construct the public improvements pursuant to Town Law §277.
3. The Town Clerk is hereby directed to file the original Performance Agreement executed
on March , 2019, and the original Surety Bond dated March 2019 for Maloney
Heights in his files.
The Town Board hereby releases the Surety Bond issued by INSCO INSURANCE SERVICES,
INC. bearing number 775180S in favor of the Town of Wappinger in the amount of $384,000
that was accepted by Resolution 2008-68.

RESOLUTION: 2019-92
In the Matter of The Increase and Improvement of the Facilities of the United Wappinger
Water District in the Town of Wappinger, Dutchess County, New York
WHEREAS, the Town Board of the Town of Wappinger, Dutchess County, New York, directed
the Engineers to the Town to prepare a a map, plan and report, including an estimate of cost,
pursuant to Section 202-b of the Town Law, relating to the increase and improvement of the
facilities of the United Wappinger Water District, in the Town of Wappinger, Dutchess County,
New York (the "Water District"), being the replacement and rehabilitation of wells at the Hilltop
Water Treatment Facility and the purchase and installation of treatment improvements at the
Meadowwood Water Treatment Facility, including incidental improvements and expenses in
connection therewith, at a maximum estimated cost of $1,545,000; and
WHEREAS, the Town Board has received and reviewed the map, plan and report prepared by CPL
which was last revised April 2, 2019 and the Town Board finds it to comply with the requirements
of Article 12 of the Town Law; and
WHEREAS, the Town Board determines that the capital project is a Type II Action pursuant to 6
NYCRR � 617.5(c)(2) as it is the replacement, rehabilitation or reconstruction of facility, in kind, on

the same site and as such is not subject to review under the State Environmental Quality Review Act
("SEQRA"); and
WHEREAS, it is now desired to call a public hearing on the question of the increase and
improvement of the facilities of said Water District, in the matter described above, and to hear all
persons interested in the subject thereof, concerning the same, in accordance with the provisions of
Section 202-b of the Town Law; NOW, THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Wappinger, Dutchess County, New York, as
follows:
1. The Town Board hereby determines that the capital project is a Type II Action pursuant to 6
NYCRR � 617.5(c)(2) as it is the replacement, rehabilitation or reconstruction of facility, in
kind, on the same site and as such is not subject to review under the State Environmental
Quality Review Act ("SEQRA").
2. A public hearing will be held in the Town Hall, 20 Middlebush Road, in Wappingers Falls,
New York, in said Town, on May 13, 2019, at 7:30 o'clock P.M., Prevailing Time, on the
question of the increase and improvement of the facilities of United Wappinger Water
District in the Town of Wappinger, Dutchess County, New York, in the manner described
in the preambles hereof, and to hear all persons interested in the subject thereof, concerning
the same, and to take such action thereon as is required or authorized by law.
3. The Town Clerk is hereby authorized and directed to cause a copy of the Notice of Public
Hearing hereinafter provided to be published once in the official newspaper, and also to
cause a copy thereof to be posted on the sign board of the Town, such publication and
posting to be made not less than ten, nor more than twenty, days before the date designated
for the hearing.
The notice of public hearing shall be in substantially the form attached hereto as Exhibit A and
hereby made a part hereof.

Resolution Authorizing Engineers To The Town To Investigate Grant Opportunities For
Led Lighting At Robinson Lane
WHEREAS, LED lighting technology can reduce the electricity expenses for lighting the fields
at the Robinson Lane Recreational Complex; and
WHEREAS, the Town Board wishes that the Engineers to the Town investigate what grants and
subsidized loan programs may be available to make the replacement of the lights economically
viable;
NOW THEREFOR BE IT RESOLVED THAT the Engineers to the Town, CPL, are directed to
prepare a preliminary conceptual plan for the replacement of the lighting at the Robinson Lane
Recreational Complex with more economically efficient lighting and determine what grants or
subsidized loans may be available for the project and make a report of their findings to the Town
Board upon completion.

RESOLUTION: 2019-95
Resolution Authorizing Repairs To Field Surface At Inspiration Field
WHEREAS, cracks have developed in and below the surface of Inspiration Field and need to be
repair to insure the safety of the players and other using the field; and
WHEREAS, the Supervisor of Buildings and Grounds and the Engineers to the Town have
obtained a quote to make the needed repairs to the field which are described in the attached quote from
Copeland Coating & Sport Surfaces; and
WHEREAS, Supervisor of Buildings and Grounds advises that the appropriations made in the
adopted 2019 Budget are insufficient to pay for the needed work and recommends that a budget transfer
be made to perform the work;
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The Town Board hereby accepts the quote from Copeland Coating & Sport Surfaces to
make the necessary repairs to the field in the amount of $15,000.00.
2. The Town Board accepts the contract offer to repaint all the existing field markings at a
cost of $2,500.00.
3. The Town Board hereby authorizes the following budget line transfers for the needed
work:

Resolution Authorizing Scout Liam Byrne To Undertake An Eagle Scout Service Project
At Carnwath Farms
WHEREAS, service to others is an important part of the Scout Oath and each year tens of
thousands of Scouts strive to achieve the coveted Eagle Scout rank by applying character,
citizenship, and Scouting values in their daily lives; and

WHEREAS, one of the rank requirements is to plan, develop, and give leadership to others in a
service project helpful to any religious institution, school, or community. Through this
requirement, Scouts practice what they have learned and gain valuable project management and
leadership experience; and
WHEREAS, Liam Byrne wishes to undertake his Eagle Scout Service Project at Carnwath Farms
to benefit the Town of Wappinger; and
WHEREAS, as the beneficiary of the Eagle Scout Service Project, the Town is not under any
obligation to expend any funds for the project;
NOW THEREFOR BE IT RESOLVED THAT the Town Board hereby commends Liam Byrne
for his dedication to the community and authorizes the Town Supervisor to sign any necessary
documents needed to undertake Mr. Byrne's Eagle Scout Service Project and
BE IT FURTHER RESOLVED THAT the Director of Buildings and Grounds is authorized to
provide any necessary information and cooperation that will be needed for the project.
BE IT FURTHER RESOLVED THAT the Town board authorized UP TO $500 for the funding
of this project out of 'A -Fund' town board contingency A1010.405.

L SUMMARY
1.1 Summary
This report has been prepared for the United Wappinger Water District (UWWD) for
the proposed improvements to the wells at the Hilltop Water Treatment Facility and
for the cartridge filtration and related treatment improvements at the Meadowwood
Water Treatment Facility. This Map, Plan and Report was prepared in accordance
with the provisions of Town Law §202-b for Increase or Improvement of Existing
Facilities. A resolution authorizing preparation of this Map, Plan and Report is
included in Appendix A of this report.
The proposed improvements include the replacement of two (2) existing supply wells
and the repair of a third (3rd) well at the Hilltop Water Treatment Facility. The
proposed improvements also include the installation of a new cartridge filtration
system at the Meadowwood Water Treatment Facility, along with associated
turbidimeters, piping, valves, controls, alarms, and electrical wiring improvements.
The breakdown of capital costs for the proposed improvements are shown in
Appendix B of this report. These costs include all the legal, engineering and other
such administrative costs as well as the Hilltop Wells and Meadowwood Facility
Upgrade and related costs that would be required for construction of the
improvements. The total estimated capital costs for all of the proposed
improvements would be approximately $1,545,000.
The United Wappinger Water District (UWWD) currently has a sufficient fund
balance available to pay for the total project capital costs without the need for any
borrowing. As a result of this available fund balance, there will be no increase in the
annual capital payments as a result of this project. There will also be no change to
the estimated annual Operation and maintenance (O&M) costs associated with
completion of the proposed improvements.
1.2 Recommendations
It is recommended that the Town Board review and accept the findings in this Map,
Plan and Report for improvements in the District as set forth in Town Law §202-b.

II. INTRODUCTION
2.1 Background
The original Map, Plan and Report for the United Wappinger Water District
(UWWD) and subsequent extensions are on file with the office of the Town Clerk.
The United Wappinger Water District (UWWD) is a Town Water District that
currently serves approximately 14,000 customers (people) in the Town of Wappinger.
There are three (3) separate water treatment facilities that supply the UWWD. The
Atlas site includes a total of 6 wells, the Hilltop site includes a total of 4 wells, and
the Meadowwood site includes a total of 2 wells.
An evaluation was completed at the Hilltop Water Treatment Facility by CAMO
Pollution Control on the four (4) existing wells currently in use. The evaluation
noted issues with 3 of the 4 wells in service. For Wells 42 and 43, these wells were
installed in the 1960's and each well appears to be near the end of its useful service
life. Each of the well vaults are reported to be in poor condition and are limited in
size, making it difficult and expensive for consideration of any repairs to these wells.
Based upon the age and condition of these wells and vaults, it was recommended to
replace Wells 42 and 43 with new wells, installed adjacent to the existing wells. For
Well 41, this well was installed in the 1970's and it was noted by the Dutchess
County Department of Health that the well cannot be used in its current configuration
as the top of the well casing is below the 100 year flood plain. The vault is reported
to be in good condition and is adequately sized to allow for well repairs to be
completed. Based upon the condition of Well 41, it was recommended to extend the
well casing above the 100 year flood elevation and perform piping and vault
improvements in order to repair this well and allow it to be placed back into
operation. For Well 45, this well was installed in the 1980's and was reported to be
in good operating condition.
Recent upgrades to the Atlas and Hilltop water treatment facilities included the
installation of cartridge filtration systems to address the issue of the wells being
under the influence of surface water. The Meadowwood water treatment facility also
has an older cartridge filter system present, due to concerns with these wells being
under the influence of surface water. An inspection of these facilities by
representatives of CAMO Pollution Control and Morris Associates noted that the
older type of cartridge filter housing present cannot support the current LT21-micron
absolute filters that provide the highest level of water supply protection, which are
currently in place at the Atlas and Hilltop facilities. The current configuration at
Meadowwood consists of four (4) very small units in parallel, which will be more
maintenance intensive and costly to operate than if two (2) conventionally sized units
in parallel were present, based upon the cost for purchase of replacement filters. The

turbidimeter, control and alarm systems present do not meet the current requirements
for cartridge filter systems and would need to be upgraded to match the control
systems present at Atlas and Hilltop, allowing for automatic and reliable operation
and monitoring of the facility. Based upon the inspection results, replacement of the
existing cartridge filtration system and upgrades to the piping, valves, turbidimeters,
alarms, controls and electrical wiring were recommended for the Meadowwood
facility.
2.2 Purpose and Scope
The purpose of this Map, Plan and Report is to describe the proposed improvements
for the Hilltop Wells and Meadowwood Water Treatment Facility, along with an
analysis of the estimated capital costs associated with the completion of these
improvements.
In order to develop the above information, this report shall evaluate the proposed
improvements, including an analysis of the estimated total capital costs for these
improvements.

3.1 Service Area Boundary
The existing United Wappinger Water District service area is shown on the District
Map included in the back of this report. There will be no modifications to the service
area as a result of the proposed improvements.
3.2 Water System Capacity Analysis
The proposed replacement wells at Hilltop will be sized to be at least equal to the
current capacity of the existing wells to be replaced, with the proposed combined
well capacity matching the current NYSDEC water withdrawal permitted capacity of
800 GPM for Wells 42 and 43. Each new well installation will require the
completion of pump tests and water quality analysis, as part of the approval process.
The proposed improvements at Meadowwood will be designed to allow for a
treatment capacity of 300 GPM, matching the current NYSDEC water withdrawal
permitted capacity.
3.3 Recommended Improvements
The proposed improvements will consist of well improvements at the Hilltop Water
Treatment Facility and cartridge filtration treatment and related improvements at the
Meadowwood Water Treatment Facility.
For the Hilltop Water Treatment Facility, it is proposed to replace existing Wells 42
and 43 with wells having a total capacity of at least the current NYSDEC water
withdrawal permitted capacity of 800 GPM. This will include the drilling and
development of new wells adjacent to the existing wells, with well casings extended
to at least 3' above the 100 year flood elevation, and a vault containing piping,
valves, and new flow meters for each well. The wells will need to have a 72 hour
pump test performed, along with samples collected and tested for all New York State
Part 5 water quality parameters. A modification to the existing Water Withdrawal
Permit will be required for the installation and connection of the new wells, and this
will be subject to review and approval of both the New York State Department of
Environmental Conservation (NYSDEC) and New York State Department of Health.
After successful installation, testing and connection of the new wells, the existing
wells will be permanently disconnected and sealed. For Well 41, it is proposed to
extend the existing casing to an elevation of at least 3' above the 100 year flood
elevation, along with piping, new meter and access improvements to the vault, in
order to match the other existing well vaults at the facility.

The proposed treatment upgrades at the Meadowwood Water Treatment Facility will
consist of the replacement of the existing cartridge filtration system with a Harmsco
filtration unit utilizing the same filter cartridges as present at the Atlas and Hilltop
facilities. The same filter cartridges will therefore be usable at all of the treatment
facilities. This upgrade will also include the installation of turbidimeters and
pressure gauges/switches between the filter units along with upgrades to the existing
controls matching the systems at Atlas and Hilltop, so that the critical operational
data will be recorded and stored, as required by the current NYS Part 5 Water Quality
regulations. The chlorine residual monitoring and facility alarm systems will also be
upgraded to provide alarm conditions for critical operating parameters, matching the
alarm settings used at the Atlas and Hilltop facilities. The upgrades will also require
piping, valve and electrical wiring upgrades. This work will be subject to review
and approval by the New York State Department of Health.
Separate detailed plans and specifications will be prepared for each of the proposed
improvements at the Hilltop and Meadowwood Water Treatment Facilities.

down with the Highway Superintendent and iron out the issues and get a handle on this. Daniel
Barry said that at the last ice storm, the guys wanted to stay, but were told to go home by the
Highway Superintendent. Councilman Beale re -iterated that the town board has no jurisdiction
over the Highway Superintendent. He added that the board needs to have a conversation and
come to a happy medium. Supervisor Jiava said that maybe he's being fiscally conservative but
she was going to try to have a productive conversation.
Motion To: Prepare Specs and Go Out to Bid for Maintence on Water Sources
COMMENTS - Current Meeting:
Bob Gray handed out correspondence to the board, but did not give a report to the Town Clerk.
Supervisor Jiava addressed the sources of water. Mike Tremper explained the 3 significant water
sources, the newest or Atlas which is fresh and operational, Hilltop built in the 60's and 70's
which have 3 of the 4 wells needing attention, and the 2 wells at Meadowood which needs
filtration. The two wells that are out of service at Hilltop can produce up to 430 gallons per
minute. The two wells that at Meadowood can produce up to 300 gallons per minute for a total
of 720 gallons per minute. There is $2 million in fund balance in the UWWD which was
recommended to be used. Mike Tremper recommended getting the meters accurate to be able to
change the billing system to encourage water savings.

B. Alternate financing is expected through the New York State Water Pollution control
revolving fund (SRF). The Town has been advised, through its Engineers, that it qualifies for
funding through this program and has been included on the Long Range Intended Use Plan (IUP),
as prepared by the New York State Department of Health, which administers the RF for this type of
project. The Town's Engineers have been advised that the Town is eligible for a 331/3% interest
. subsidy for any loans made pursuant to this program. A copy of a letter dated October 10, 2000
from Paggi, Martin & DclBene (Charles DelBene) to the Town Board confirming that the Town is
eligible for this funding, with an attached copy of the IUP showing that the Town has been included
therein is attached hereto marked and designated Exhibit "E".
7. An estimate of the cost of operating and maintaining the proposed improvements,
including the basis and source of such estimate is detailed on pages 5 and 7 in the Engineer's
Amended Map, Plan and Report dated September 15, 2000 (Exhibit "C").
8. The assessments for the proposed Improvement will be made on a benefit basis

($1,000,000,000), comprised of Seven Hundred Million Dollars ($700,000,000) in Residential
assessments and Three Hundred Million Dollars (3300,000,000) in Industrial, Institutional or
Commercial assessments, then the ratio is 3/10; therefore, 30% of the capital costs for that year
would be paid by the Industrial, Institutional or Commercial parcels located within the
Improvement Area.)
(2) Once the percentage/ratio is determined, then the number of Benefit Units
allocated to the Industrial, Institutional or Commercial class is calculated by interpolating from the
known number of Residential Benefit Units, calculated pursuant to subparagraph "C" above, as
follows (assume the known number of Residential Benefit Units equals 1,000):
Residential units = 1,000, or 70% of total (Divide percentage ratio (70%) into
known number of residential units (1000):
70 1000 = 1000 X = Total
100 x 1428 Benefit Units
The resulting number (1428) is the total number of Benefit Units throughout the
entire benefited area.
Subtract the known Residential units from total (1428 - 1000 = 428 Industrial,
Institutional or Commercial Benefit Units).
(3) The total number of Benefit Units assigned to the Industrial, Institutional
and Commercial class would then be prorated among the various parcels within that category based
on their respective assessed valuations.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Wappinger, Dutchess
County, New York, will meet in the Town Hall, in Wappingers Falls, New York, in said Town, on
May 13, 2019 at 7:30 o'clock P.M., Prevailing Time, for the purpose of conducting a public hearing
upon a certain map, plan and report, including an estimate of cost, in relation to the proposed
increase and improvement of the facilities of United Wappinger Water District, in said Town, being
the replacement and rehabilitation of wells at the Hilltop Water Treatment Facility and the purchase
and installation of treatment improvements at the Meadowwood Water Treatment Facility, including
incidental improvements and expenses in connection therewith, at a maximum estimated cost of
$1,545,000. A copy of the map, plan and report for the project is available for inspection at the
Office of the Town Clerk where they may be inspected during normal business hours.
The Town Board determined that the capital project is a Type II Action pursuant to 6 NYCRR
617.5(c)(2) as it is the replacement, rehabilitation or reconstruction of facility, in kind, on the same
site and as such is not subject to review under the State Environmental Quality Review Act
("SEQRA")
At said public hearing said Town Board will hear all persons interested in the subject matter thereof.

SYNTHETIC POLYURETHANE SURFACE REPAIRS to the RESILIENT BASEBALL FIELD SURFACE AT ROBINSON FIELD in Wappingers, New
York. Procedure as follows:
1 DEMO WORK (to Resilient Surface in Outfield area) - Create two saw cuts (through the 1/2" resilient surface only) One cut will be made
approximately 1.5" to the outside of an existing crack that has appeared in the rubber surface. The other cut will be made approximately 4"
from the first cut (to the field side of the first cut) and parallel to it. Remove the resilient surface (to expose the asphalt/concrete subbsurface
below) from between the two saw cuts.Thoroughly clean the exposed aspalt/concrete substructure with forced air.
2 JOINT REPAIR - Fill exposed joint between the existing concrete containment curb and the asphalt slab with compatible urethane liquid.
3 RESILIENT SURFACE INSTALLATION - Furnish and install the BEYNON BSS (50) SYNTHETIC TRACK SURFACING SYSTEM (full depth
colored - green) to the 4" cut out. The price is based on approximately 175 - 200 lineal feet of installation
4 LINE MARKING - Utilizing 100% polyurethane line marking paint, restripe the boundary line across the entire outfield edge (approximately
175-200 I/ft.
5 CLEAN UP - Clean up general work area.
6 OPTIONAL STRIPING PRICE (TO BE ADDED TO BASE PRICE BELOW) - Repaint all existing field markings wih polyurethane line marking
paint ADD $ 2,500.00 TO BASE PRICE
7 WARRANTY - (1) year warranty is included.
