Gentlemen., Re: Orchard Homes Development
on or about November 1, 1962, there was called to my atten-
tion the fact the then proposed zoning map as prepared by
your Planning Board failed to include in R-15 all of the
above development located easterly of Park bane and north-
erly of Hopewell -New HamburgTurnpike. Part of the devel-
opment has been completed and contains approximately sixty
homes. It was the purpose of the developers to develop all
of the property which they own, which includes approximately
eighty additional acres immediately contiguous to that which
has presently been developed, The sixty homes, as you know,
is serviced by a central water system but have their own
individual sewage disposal system of septic tanks.
It was the intention of the developers, so far as the initial
eighty acres was concerned, to install a central sewage dis-
posal system to serve not only those eighty acres, but also
available for all or any of the present sixty homes should
the owners thereof desire to utilize the facility.
Upon learhi:ng of the same and under date of November 10 1962,
I, on behalf of the developers, wrote to your Planning Board
requesting that the zoning map be changed so as to include
the additional eighty acres in the category of R-15 rather
than in R-40 as the map then suggested.
Apparently this request came before your Planning Board at
a meeting on November 59 1962, at which time a resolution was
proposed, seconded and passed, changing the eighty acre parcel
mentioned above so that the carne would be in an R--15 area.
I now understand that your Board has seen fit to rescind the
action of your Planning Board and have reclassified this
eighty acre parcel into an R-40 area. This may not be accur-
ate but that is the information which I have.
Should my information be accurrate, it seems to me that as a
practical problem, the action of the Planning Board was a
proper one and, therefore request is made that such action of

the Planning Board on November 5, 1962, be reinstated so
that this eighty acre parcel remains an R-15 area.
The reason for this is that the developers feel that an
R-40 or an R-20 area would not be advantageous to them for
the purpose of completing the development which they have
already started, and I am told that they may be required
kt
to abandon to someone else the eighty acre parcel. if 1
remains in the R-40 category. This may mean that the Hand
which they have will stay as is and undeveloped for a con-
siderable period of time, thereby removing possible assess
valuation from the assessment rolls of the Town.
Another practical problem involved is the installation of a
central sewage disposal: system to accommodate the houses to
be built on the eighty acre parcel, and should such system
be completed, and I understand that as a health matter the
same is required, then some of the difficulty experienced
at the present time by a few of the existing houses could
be cured by attaching onto the said central system.
I am writing this letter asking yourconsi.deration at your
meeting of January 29th so as to declare this eighty acre
parcel to be R-1.5.

Councilman Ifill moves# seeondeded by councilman Robinson, that it is
the intention of the Town Bpard to aecept 600 feet entension of Eck
Road, at such time as Pyr. !is Eck completes the said extension to
Town Specifications and provides the town with a full covenant and
warranty deed for such 600 foot extension, including a turn around
having a radius of 50 feet and further that orchard Hames Inc,* shall
simi.l.iarly complete and furnish a deed to a 200 foot extension of
orchard Drive and Robert G. Menger and wife shall supply
tothe
town
around
a suitable ;easement for turning Highway anis Firemanio Equipment
in the driveway. Motion ,carried.
