RE: Rockingham Farms —Section 1 &11 Dear Supervisor Colsey and Town Board Members: The existing concrete curb in the Rockingham Farms Subdivision was installed by the original developer approximately 30 years ago. In many areas, the curb has deteriorated and in some areas has been worn down or broken off to be flush with the pavement. It is these areas where the curb has deteriorated to be even with the pavement that have been determined to be the most in need of replacement. This report is to present our recommendation for a scope of work as to curb replacement in the Rockingham Farms Subdivision. The chart in this report provides a street by street inventory of curbing noted to be most in need of replacement and the amount of curb recommended for replacement. Maps are also provided to show the areas of replacement. Mr. Graham Foster, Superintendent` of Highways; has been consulted in"preparing this recommendation and agrees with the proposal. This proposal is to repiace.the existing concrete curb with new cast-in-place or. "slip formed" concrete curb. In most areas, the curb will be installed with a 4" curb reveal rather thar a conventional 6" reveal to keep disturbance to yards at a-minimum and to more closely match the existing curb reveal. In discussions with the Highway Superintendent, it was decided that future paving on these roads would involve milling of 4" of pavement prior to a 2" layer of new pavement resulting in a 6" curb reveal. The replacement of the curb will be accomplished by the following steps: • Saw cutting the existing pavement approximately 24" out from the face of the existing curb. • Removal of the existing pavement material to a depth sufficient (Approximately 12" — 18") to remove the existing concrete curb. Town of Wappinger Page 2 Supervisor Christopher Colsey April 29, 2009 RE' Rockingham Farms • Disposal of all existing excavated material, pavement, subbase and concrete curb to a location to be determined by the contractor. Installation of new poured-in-place or slipped formed concrete curbs meeting New York State Department of Transportation specifications. The poured-in-place concrete curb installation would .be used in areas where short sections of curb replacement are.proposed. Restoration of the road subbase and pavement meeting Town of Wappinger Highway Specifications in the areas of the newly installed curb. • Restoration of the backside of the curbs with topsoil, seed and mulch and. driveways as necessary. Four contractors in the area were solicited for an estimate for this type of curb replacemerit to verify current bid prices for this work. Prices received.ranged.from $46, to $65 per lineal foot. This range of pricing verifies that $59.65 per lineal foot estimated.. by Morris Associates on March 9, 2009 is a suitable cost for budgeting purposes: Actual costs will be determined when the project is let out for bid. Bid prices will fluctuate due to market conditions. It has not been determined how much work in the market place will be generated by the government's economic stimulus package. The total length of curb recommended for replacement is 2,605 feet at a cost estimated to be $155,388.25. As has been customary in town projects in the past, a 25% factor for contingencies, legal, engineering and inspection/contract administration results in a project cost of $194,235.25 It should be noted that legal, engineering and inspection/contract administration would be billed hourly. The water service connections in Rockingham are deteriorating and are replaced by CAMO Pollution Control, Town Water and Sewer Operator, when leaks develop. As mentioned, the above Table A shows the areas of curb replacement. .You will note in the chart, that length of curb to be replaced is in most cases larger than the length of curb missing. In general, where a short area of curb is..missing, .it was determined to replace all curbing between adjoining driveways on bath skies of the deteriorated curb. In two other areas, the cul-de-sac end of Carroll Drive and James Place, longer runs of curb replacement. are recommended to avoid smaller repairs. in several places. Hon, Christopher Colsey, Supervisor '7'n1AJr%J ('1 PRK RE: Rockingham Farms — Section I & 11 Dear Mr. Colsey and Town Board Members: The letter is provided as an update with respect to the Rockingham Farms Infrastructure and the costs associated with the proposed curb replacement. The scope for this project can be addressed in two ways; first is the esthetic aspect, how the curbing presently appears and how new curb will look. Secondly, is how the present curb functions, does it direct storm runoff to the stormwater collection system in an acceptable manner. The following will offer further information with respect to each of these scopes of work. First, this office inspected the existing curbing with Mr. Graham Foster, Highway Superintendent of which there is approximately 50,000 lineal feet of curb. From an esthetic aspect, the entire existing concrete curb would be replaced using new curb. At the Town Board meeting held on February 23, 2009, it was determined that granite curb should be used since the cost of granite curb was $3.00 per lineal foot less than the cost of poured in place concrete curb, $22.00 vs. $25.00 per foot. We have enclosed pictures that show the condition of the existing curbing within the developments. Also, at the February 23rd Town Board meeting, this office was directed to prepared a more detailed estimate of the cost to install new curb. We have enclosed a picture of granite curb and cast in place concrete curb, for comparison. The work involved in installing granite curb requires the contractor to saw cut the roadway and excavate to remove and dispose the existing curbing, prepare the area to install the new curb, topsoil, seed and mulch behind the curb and finally install asphalt to patch the disturbed roadway. The following is a breakdown of costs to complete the scope of work to replace the entire development with granite curb: Town of Wappinger Page 2 Hon Christopher Colsey March 9, 2009 RE: Rockingham Farms TABLE OF CONSTRUCTION COSTS: ITEM QUANTITY COST/UNIT COST TOTAL COST Curbing 50,000 If Spade/saw cut exist $3.00/ft $150,000.00 road surface Excavation (removeldispose $10.601ft $530,000.00 existing curb Furnish & Install $22.00/lf $1,100,000.00 Granite Curb Concrete for backing $5.30/ft $265,000.00 Install topsoil, seed $8.35/ft $417,500.00 & Mulch Patch roadway $7.40/ft $370,000.00 include material Total $56.651ft $2,832,500.00 Therefore, the cost to replace the entire curb would require an estimated construction budget of $2,832,500.00. This estimated cost does not include the costs for engineering, surveying, inspection, contingencies and legal, which would be calculated by percentage of the total budgeted construction costs but would add 25% to the above costs. The total amount that would be required for this project is approximately $3,540,062.00. On March 9, 2009, 1 met with Mr. Graham Foster to conduct a second site evaluation. Unfortunately, there was a delay in conducting this site visit due to a recent snowfall event which covered the existing curbing. But after a warm couple of days and a substantial rain event we visited the site which revealed that the existing curb for the most part functioned adequately. Therefore, after the existing curb was found to function in an acceptable manner, another option is to replace only the most deteriorated curbing and areas where the curbing is missing. This replacement would not be with the granite curb but with poured in place concrete curb to match the existing concrete curb. As a result of this evaluation, it was determined that approximately 1,400 lineal feet of the existing concrete curb would require replacement at this time. A breakdown by road is included within this letter. This would result in a cost, as shown below, of $59.65 per lineal foot or $83,510.00 for a reduced scope of work. Again, this estimated cost does not include the.casts for engineering, surveying, inspection, contingencies and legal, which would be calculated by percentage of the total budgeted construction costs but would add 25% to the above costs. The total amount that would be required for this scope of work is approximately $104,387.50. Christopher Colsey, Supervisor RE: Project Status Dear Mr. Colsey and Town Board Members: The letter is provided as an update with respect to the Rockingham Farms Infrastructure, Wappinger Park Water System Demolition, Cider Mill Water Storage Tank Rehabilitation, Town Hall Boiler Replacement, Town Highway Complex HVAC and Firewall Bids and Granger Place and Smithtown Road Drainage Rehabilitation projects. ROCKINGHAM FARMS INFRASTRUCTURE REHABILITATION: This office has conducted several site visits to determine the scope of this project. The initial scope of the project was to inspect the existing curbing of which, there is 50,000 lineal feet, to determine the condition and the amount that was deemed to need replacement. The result was that all of the existing curbing is in need of replacement. There are several different types of curbing available, they include: poured-in-place concrete, pre-cast concrete units, granite curb, concrete stick-on curb, asphalt country curb. Pictures of the different types of curbing are attached. In the process of determining the condition of the existing curb, it became apparent that the existing stormwater management system was in need of replacement and upgrade, this includes new pipe, catch basins and clearing and regrading open ditches or swales. Also involved is the excavation and replacement of all existing water service lines from the water main to the water shut-off valves. According to CRMO Pollution Control, Town Operators, this has been an ongoing repair problem as the flared end and corporation are wearing and the frost heaves are separating the connections and leaking. To a great extent the service lines deteriorated from the corrosive water that was produced by the Rockingham wells prior to the wells being disconnected and the system integrated with the United Wappinger Water System. It is proposed to replace these copper service line connections with PVC, The existing water distribution mains and sanitary sewer collection systems are in satisfactory condition and therefore are not Town of Wappinger Page 2 Hon Christopher Colsey February 20, 2009 RE: Project Status in need of replacement. Upon completion of the water service and stormwater work, the roads will be repaved and new curbing placed. We recommend that the existing road width remain. Therefore, the total amount that would be required for this project is approximately $7,389,375.00 to $8,451,875.00 depending on the type of curb selected. TOWN HIGHWAY COMPLEX HVAC: This project is in the final stages of completion, as of the date of this letter final revisions being completed to the plans and bid document. It is anticipated that these documents will be submitted to the Attorney to the Town for his review no later than the end of the week of February 23rd TOWN HIGHWAY COMPLEX FIREWALL RENOVATION: The plans and bid document have been completed by this office and were forwarded to the Attorney to the town for review and comment. GRANGER PLACE: This office has continued investigation into the replacement of the existing twin 48" diameter corrugated metal pipes (CMP) which cross under Granger Place and proceeds though an existing easement in a westerly direction for approximately 130' to an existing stream. It has been noted in previous correspondence that the condition of the twin pipes has deteriorated over time and is in need of repair. We have prepared some preliminary calculations to approximate the construction and engineering costs for the repair of these pipes. Last week, on February 9, 2009, we met at the site with Mr. Larry Dyer of Snap —Tite to discuss the procedure for replacement of the drainage structures and pipe. Then sever the existing pipes and install a 6' x 12' pre-cast concrete vault structure. When this structure is installed it will allow inspection of the westerly end of the pipe as it crosses under Granger Place to determine the exact size and its condition, however, it was determined that the easterly end of these pipes were not round but arched. It is still proposed to slip line these two pipes under Granger Place but the size will need to be finalized when both ends are exposed. The balance of the project would then be to replace the existing 120 lineal feet of twin 48" pipe in a conventional manner in the easement over lands of N/F Joseph T. Swantek by excavating the existing pipe and replacing with twin 48" HDPE pipe. There is a point of intersection of the northerly 48" pipe with a 60" drainage pipe from the north. At this intersection, we are proposing to install a new 8' x 12' precast concrete structure, which would tie the existing 60" pipe into the twin 48" HDPE pipes. It was noted 60" pipe is joined into only one of the 48" culverts. This proposal will connect the 60" to both 48" pipes. The estimated costs for engineering, surveying, legal and inspections for the above work is approximately $225,000. SMITHTOWN ROAD: With respect to the Smithtown Road drainage issue we are proposing two alternatives. Alternative #1 would be to install 4 precast concrete catch basins, one at the drainage ditch on the southerly side of Smithtown Road and B & B Auto Body, then two catch basins on either side of Smithtown at the low point of Smithtown Road, then a manhole at the northeast intersection of Smithtown and Route 9, and finally a new catch basin at the point of the existing culvert running westerly under Route 9 in front of the building at 1136 Route 9. These structures would be connected with approximately 530 lineal feet of pipe. We have performed preliminary survey on the slope and it is marginal, which would require maintenance yearly to maintain the positive flow toward the Route 9 culvert. The estimated cost for Alternate #1 is $225,000. Alternative #2 would be to locate the existing pipe running through lands of Dr. Jalai and cleanout this pipe. An additional length of pipe to the area of the overgrown pond would be installed. The Town would then cleanout and re-establish this pond thereby returning it to a stormwater management area. This pond would discharge to an existing 24" outfall pipe. Both of these alternatives are contingent on a survey to establish the existing elevations to assess whether an acceptable slope can be provided and obtaining an easement from Dr. Jalai. The cost for Alternate #2 is estimated to be $65,000. First, I have attached the original letter dated June 30th, 1966 which seems to me to define our basic responsibility. The key paragraph is: "The developer shall , prior to completion of the subdivision, restore the recreation area to its original elevation, or; in cooperation with the Recreation Commission and the Town Board, on available recreation lands , develop suitable recreation facilities consisting of a ball field, pond, play and parking areas , and access drives as may be feasible and as desired by the Recreation Commission and the Town Board. It is understood that, with regard to the second alternative, the developer's respon- sibility shall be limited to excavation and/or grading. " Our in- terpretation is that we have complied with the above paragraph in that we have restored the recreation area to its original elevation and that we have performed the reasonable excavation and grading incidental to the proper preparation of the recreation area for the above described uses. Verbally, and in the spirit of cooperation with the Town, we agreed that the grading should have the additional criteria of shedding water. In the spirit of cooperation, we will still honor our verbal commitment to perform such additional regrading as is necessary to eliminate the major ponding. Minor puddling is to be expected when our final grading is complete since these puddles will only be eliminated by a combination of hand raking and establishing a stand of grass . I am sure you will agree that none of us ever expected Schoonmaker to hand rake the area.
