Supervisor's Report on Town COVID19 summary of various town actions and initiatives to date in response to the Covid19 pandemic. 2. Comptroller's Financial Review & Projections for 2020 Fredrick provided an estimated 2019 year-end financial update and spoke of future revenue streams. The Comptroller read from a document detailing the fund balances for all the funds. The general fund balances are: Un-assigned General Fund A fund balance has $1,412,038 of Total A-Fund Balance of $2,905,423 Un-assigned General Fund B fund balance has $4,437,193 of Total B-Fund Balance of $5,044,902 Un-assigned General Fund Highway fund balance has $1,473,850 of Total B-Fund Balance of $2,203,205 Town of Wappinger Un-assigned Fund balances including all special districts such as water, sewer, etc is $12,362,157 of a Total Town-wide Fund balance of $15,302,374 Town of Wappinger Page 2 Printed 4/23/2020 Revenues from Mortgage re-financing and sales tax will be down. CHIPs money, i.e. money from the State directed for paving; seems pretty secure, but no decision has been made . 3. Recreation Review of Summer Camp, Community Day, and other Programs Jessica provided an update on closures and postponed programs and plans going forward. She has been doing a lot of work in this area. They discussed some planned initiatives for Seniors. 4. Motion To: Hire 2 Seasonal Hires for Buildings and Grounds Steve has an immediate need to maintain our grounds most especially grass cutting. He needs to make seasonal hires. I would like to be ready to start getting back to somewhat normal as soon as the go-ahead is given, most likely an incremental increase beginning in June. Since our parks, especially Carnwath, are being actively used, he needs to maintain them from a health and safety perspective. Maintenance of fields and parks is deemed essential and therefore public works programs can continue but social distancing must be observed. The board approved the hires; however, nothing was given to the board or the Town Clerk for filing in these minutes. RESULT: ADOPTED \[UNANIMOUS\] MOVER: William H. RESOLUTION: 2020-87 Town of Wappinger Page 3 Printed 4/23/2020 Resolution Declaring Equipment Surplus And Authorizing Its Sale WHEREAS, the Town of Wappinger currently owns old, worn out and obsolete equipment that cannot be repaired, or is too costly to repair, but may have some value; and WHEREAS, by email dated February 21, 2020, Supervisor of Buildings & Grounds Steve Frazier determined that the below listed equipment is no longer useful for Town purposes and he recommended that the surplus equipment be sold and the proceeds used for new improvements to the buildings and grounds; NOW, THEREFORE, BE IT RESOLVED: 1. The Town Board hereby authorizes the Supervisor of Buildings & Grounds to sell the surplus equipment listed below in as-is condition: a) 14 Dock Floats b) John Deere Mower c) BadBoy Mower d) 2002 Chevy Utility Truck e) Playground Slide f) Surveillance Camera System 2. The Town Board hereby authorizes the Supervisor of Buildings & Grounds to sell the surplus equipment in a manner that will obtain the best price possible which includes public auction, trade in or a private sale for value. 3. The Supervisor of Buildings & Grounds is authorized, but is not required, to set minimum bids for each surplus equipment item to be sold at public auction. 4. Proceeds from the sale of the surplus equipment shall be first used to pay any debt service that is outstanding for the items; and any balance that remains shall be paid into the General Fund. Establishing a Victory Garden at Carnwath Supervisor Thurston explained the garden at Carnwath to provided organic crops on the acre of land that was plowed a year ago. He explained that Camo has donated the water system to plug into the pump house out there and take care of some other elements of it. Town of Wappinger Page 4 Printed 4/23/2020 VI.Resolutions RESOLUTION: 2020-88 Resolution Acknowledging Appointment Of Deputy Receiver Of Taxes To The Town Of Wappinger WHEREAS, Town Law provides that the Receiver of Taxes is authorized to appoint a Deputy Receiver of Taxes, and WHEREAS, the Town of Wappinger Town Board did establish said position on February 10, 2020, and WHEREAS, Lee Anne Freno, Receiver of Taxes for the Town of Wappinger has elected to appoint Maura Leonetti as Deputy Receiver of Taxes. NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board acknowledges the appointment of Maura Leonetti as Deputy Receiver of Taxes by Lee Anne Freno, Receiver of Taxes for the Town of Wappinger. 3. The Town Board hereby establishes the salary of the Deputy Receiver of Taxes as set forth in the adopted 2020 budget effective March 16, 2020 to be paid in 52 weekly installments, pro-rated for the remainder of calendar year 2020 as determined by the Town Comptroller. 4. RESOLUTION: 2020-94 Resolution Auhtorizing Waiver Of Penalty For Late Water And Sewer Payments Due To Covid-19 Emergency WHEREAS, the worldwide COVID-19 pandemic poses a threat to health and welfare of the residents and visitors of the State of New York, County of Dutchess and Town of Wappinger; and WHEREAS, on March 7, 2020, the Governor issued an Executive Order and declaring a State of Emergency for the entire State of New York which has been extended; and WHEREAS, the COVID-19 pandemic has caused economic upheaval which has made it difficult for residents and businesses in the Town of Wappinger to pay its financial obligations including water and sewer bills; and WHEREAS, §236-3 of the Town of Wappinger Code assesses a late penalty of 10% on all water and sewer charges that have been in arrears for more than 30 days; NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby suspends the late penalty assessment imposed by §236-3 during the pending Statewide State of Emergency for the COVID-19 outbreak and for a period of 30 days thereafter; and be it further RESOLVED, that a notice of this relief shall be provided to customers in the next water sites and posted on the sign board maintained by the Town Clerk. RESOLUTION: 2020-95 Resolution Authorizing Supervisor And Town Comptroller To Create a Fema Grant Account And Submit An Application For A Covid-19 Grant WHEREAS, the FEMA Public Assistance (PA) program has been made available to reimburse eligible expenses incurred by state and local governments related to the COVID-19 outbreak; and WHEREAS, the nature and scale of this national Covid-19 emergency is beyond anything the emergency management community has seen, FEMA is allowing applicants to apply for assistance in the PA Grants Portal; and WHEREAS, the Town of Wappinger desires to create a FEMA Grant Account and submit an application for a COVID-19 Grant. NOW, THEREFORE, BE IT RESOLVED; 1. The Town Supervisor and the Town Comptroller are hereby authorized to create a FEMA Grant Account and submit an application for a Covid-19 Grant on behalf of the Town of Wappinger. 2. The Town Supervisor and the Town Comptroller are further authorized to accept any grant funds that are received, if the application is approved, and apply the grant funds received to the appropriate funds in accordance with the generally accepted governmental accounting principles and the guidelines of the Office of the State Comptroller. 3. All Department heads are directed to cooperate with the Town Comptroller to determine the eligible expenses of the Town. COVID19 Matters - Helping Residents and Business Impacted placeholder for any discussion on possible COVID19 initiatives that are not covered by the resolutions. 2. Public WiFi - To Keep Open to Any User Some people have raised concerns that because public buildings are closed then WIFI may be stopped. Some people are discontinuing their home internet services to reduce costs and therefore The Supervisor wanted to ensure that the town continue this service and make it known to our residents. 3. Ask Bill Beale to Revise Town Emergency Preparadness Plan Ask Bill Beale to revise the outdated emergency preparedness plan and to retain consultants as needed. Jim Horan said he would circulate a provision in executive law that should be in an emergency plan. 4. Hiring of Tree Servivce to Cut Dead Trees at Carnwath The Supervisor addressed the removal of dead trees, since we have more people using the Carnwath grounds and as we are entering a windy period during the next couple of months, there needs to be a removal of some of the larger dead trees along the trails, roadways and near the buildings. Parcel Database Update Feature stem is pre-loaded with all of your property parcels on the day it is delivered. We accomplish this by obtaining a master property file from the tax assessor and then loading the parcel database from that. SCA will link directly to many publicly available layers such as CT ECO, Bing, Google, ESRI and FEMA. A full list of available layers will be provided upon request. Training - Training will be conducted at your offices. SCA will continue to provide unlimited startup assistance via telephone, Internet and on-site visits until the system is fully operational and all users are proficient in its use. Annual Service and Support - The annual service and support contract provides your installation with software service and support for 12 months. This includes advice for procedural questions, regular software updates (2 to 4 times per year), fixes for problems encountered and support for restoring the system to a production state after hardware failures or power outages.
