Dear Pete:
I am in review of your annual inspection reports for the
Town systems dated November 7 , 1988 . I have reviewed the
same and as per our conversation of November 14, 1988 ,
please be advised that we are seeking extension of time
until November 21, 1988 for submission of plans for the
Chlorine Detention Facilities of the Hilltop, Rockingham,
and Tall Trees Water System.
Also, please be advised that I feel it inappropriate to
schedule a meeting with Supervisor Paino at this time until
these plans are submitted and reviewed.
By copy of this letter, I am notifying Supervisor Paino and
the Town Board Meeting that I would like to have a workshop
with them as soon as possible after plan submission to
discuss setting a time schedule for completion of this work.
The matter must be explained to the Town Board in order that
they may arrive at a workable schedule to fit within each
District'.s budget. I will notify you when that workshop
meeting is in order that you may attend if so desired.
If you have any questions or comments , please do not
hesitate to contact me in this matter.

Dear Mr. Marlow:
This letter is in response to your letters regarding the inspection of
the Town. Water Systems. I have consulted the Operators of the Town Water
System, CAMO Pollution Control, Inc. , and have directed the following action:
FLEETWOOD MANOR WATER DISTRICT
1. As was noted in your letter, we intend to install a lead lag alternation
system for the facilities pneumatic pumps. Incorporated within this
is a low water cut-off for the pumps and a low level alarm. Monies
have been allocated for these improvements in the 1986 0 & M Budget.
Wank on this system will begin as soon as possible.
2. On January 15, 1986, CAMO Pollution Control, Inc. personnel collected
a water sample from the Fleetwood System and had it analyzed for sodium.
The results of this analysis are to be found on the enclosed data sheet.
3. The addition of Sodium Hexametaphosphate has been approved and the
Town has authorized CAMO Pollution Control, Inc. to install these systems.
CAMO Pollution Control, Inc. hopes to have these systems in full operation
by March 1, 1986.
TAIL TREES WATER DISTRICT
1. CAMO Pollution Control, Inc. personnel have collected samples to be
analyzed for inorganics and the results of this analysis should be
in your possession by February 1, 1986.
2. On January 15, 1986,. CAMO Pollution Control, Inc. personnel collected
a water sample from the Tall Trees Water System and had it analyzed for
sodium. The results of this analysis are to be found on the attached
date sheet.

3. Since maintaining a chlorine residual at all locations throughout the
system is nearly impossible without the proper detention time for chlorine
mixing, CAMO Pollution Control, Inc. maintains this situation in the
following ways:
1) Maintain a 0.3 to 0.5 ppm residual at the pump house.
2) Maintaining a 0.2 to 0.4 residual at the first hydrant on the system.
3) Monitoring the results of coliform samples taken at random areas in'
the system along with monitoring the residuals at these random areas.
As of this date, no problem with the coliform results has occurred and
we feel the disinfection process is being carried out effectively.
OAKWOOD KNOLLS WATER DISTRICT
1. CAMO Pollution Control, Inc. personnel have collected samples to be
analyzed for inorganics and the results of this analysis should be in
your possession by February 1, 1986.
CENTRAL WAPPINGERS WATER IMPROVEMENT AREA - ROCKINGHAM FARMS WATER DISTRICT
1. Due to the age and poor condition of this facilities control building,
monies have been allotted in the 1986 Budget for major improvements
to this facilities internal piping and deteriorating exteriors. Work
on these problems will begin as soon as possible.
2. Since it is nearly impossible to maintain chlorine residual throughout
the system without the proper chlorine detention tank, CAMO Pollution
Control, Inc. monitors the system in the following ways to assure proper
water quality:
1) Maintaining a 0.3 to 0.5 ppm residual at the control building.
2) Maintaining a 0.2 to 0.4 ppm residual at the first hydrant
on the chlorine residual at these random areas.
3) Monitoring the results of random coliform samples also monitoring
the chlorine residual at these random areas.
3. The addition of Sodium Hexametaphosphate has been approved and the
Town has authorized CAMO Pollution Control, Inc. to install these'
systems. CAMO Pollution Control, Inc. hopes to have these systems in
full operation by February 1, 1986.

CENTRAL WAPPINGERS WATER IMPROVEMENT AREA - HILLTOP WATER TREATMENT PLANT
1. To allow access to Hilltop well field by the Town Patrol, CAMO Pollution
Control, Inc. has not installed any sort of barrier at the entrance to
to the plant. It is our belief that the Town Patrol should have free
access to all grounds at the Hilltop site.
2. Since the Ross valve mentioned in your letter is still used as a high
pressure blow-off, it is advisable that this not be removed from the
system to allow for a safeguard for overpressurization.
3. CAMO Pollution Control, Inc. monitors the chlorine residual at the well
house, the first hydrant .on the system and at the random sampling points
where colidorms are taken. We believe "that until such time as a chlorine
contact tank can be installed, the disinfection process is being adequately
maintained. No problem exists at the present time with failures of our
coliform samples.
4. The Town has authorized CAMO Pollution Control, Inc. to install the
Sodium Hexametaphosphate system. CAMO Pollution Control, Inc. hopes
to have this system in full operation by February 1, 1986.

status of the Towns Water Treatment Facilities. If you have any questions,
