I've enclosed a Location map, a plan depicting road and trail access opportunities, a tax snap section, and a draft report. The Town is interestedin creating a direct trail link from the estate to Chelsea that crosses Central Hudson Gas and Electric, PASNY, and DEP lands. The trail' would be paved or compacted stone dust, 8-10 feet wide, to safely serve hikers, bicyclists and, possibly, cross- country skiers. Gates prohibiting vehicular access would be included in the design. This project is in the early stages of planning and realization of all its objectives is a number of years in the future. The structure and its finishes are currently exposed to rodent and bird infestation, and repeated soaking by rains resulting in localized loss of primary interior finishes. The building is also without an operating heating system. Left unremedied, this condition will lead to further degradation of the structural system of the roofs walls and floors, as well as the historic interior finishes of the building. Therefore,on an emergency basis the Town of Wappinger will be conducting remedial repairs to stop further deterioration of the structure and to stabilize the remaining components. The anticipated hfie of such(temporary)repairs is anticipated to be no more than 3 years. With this in mind,it is the intent of the Town to install temporary roof coverings,to sheath existing windows openings, and to provide either adequate interior ventilation or minimal heat via the re-conunissiorning of the existing ting heating system. SCOPE OF WORK GENERAL Removal of all debris from the structure. This includes fallen interior finishes(plaster) and othef-' debris which has accumulated in the building over tirne. ROOFS Tarp the prkrwy(upper) and secondary(porch)roof surfaces with a reinforced polyethylene material which is W resistant and will withstand repeated exposure to wind and weather for a period of up to 3 years. It is anticipated that this cover will run continuous over the roof and related fascias and soffits, and will be secured to the wall at the juncture of the wall and soffit. All seams-must be water tight at their juncture with wall surfaces, as well as with adjacent sheets of polyethylene(assuming multiple sheets are utilized). Care must be taken to avoid damage to existing historic fascia and soffit details, and wall surfaces. WmOWS Screw h " CDX plywood panels over all windows and doors.
