1. Zoning and Land Use Discussion - Barbara Roberti
Zoning Administrator Roberti addressed Osborne Square and its potential medical marijuana
sales. She also addressed Tractor Supply just north of Fowlerhouse road which will consist of a
19,000 square foot building. There will be a 30 day window for all involved agencies to
comment. Tractor Supply came in last week to take down all the trees before March 31st but
they will not do this. There will be an in-depth environmental review. They will not be able to
start anything until final approval. Councilman Beale said that there is a dis-connect between the
town board and the planning board. Zoning Administrator Roberti promised to send the Town
Board notices of such public hearings. Attorney Horan noted that the parcel may NOT be in the
water district. He added that the applicant's attorney would prepare a petition to be included into
the district if needed. Councilman Beale said that this will be the first Medical Marijuana
dispenser in Dutchess County. Attached is the Zoning Administrator's report:

2. Summer Camp fee Discussion - Jessica Fulton
Director Fulton proposed a creating a sliding scale and a cap for multiple children of a $50
reduction for the second and third child. She pointed out that there a few such cases in prior
years. Councilman Beale said it is costing $508 per child to run the program. Director Fulton
said that the increased rates are closing the gap between the revenues and costs. Councilman
Beale commented that $10,000 per week on salaries over 7 weeks seems exorbitant. Fulton
explained that these are the highest possible numbers rather than a mean. Staffing cost includes
a minimum wage increase, training, professional development, and the possibility of extended

hours. Actual numbers in 2018 were $56,000. This year's estimate is $72,000. She estimated
that the actual cost would come in somewhere in the middle between $56,000 and $72,000.
Fulton additional professional development has been worked in. Councilman Phillips pointed
out that last year there was only a $7,000 subsidy. Supervisor Thurston recommended to go back
and look at a cost reduction program and come back to board at next meeting. The deadline to
set rates is the next meeting. Director Fulton summarized that when she took over the program
there was a town subsidy of $11,000 on the summer camp program and got it down to $1,500
being very conservative.
3. Motion To: Replace Existing Greenway Signs for Rockingham, Kendell, Fieldstone, Royal
Ridge, Wildwood Forest, and Spring Terrace
COMMENTS - Current Meeting:
Historian Joseph Cavaccini explained the additional gateway signs and neighborhood signs for
phase three and four. Attached is the details and images: Councilman Beale suggested acting
only the replacement signs of Rockingham, Kendell, Fieldstone, Royal Ridge, Wildwood Forest,
and Spring Terrace

4. Replace Town Hall Floor - Steve Frazier
Steve Frazier proposed a new Pentak Vinyl Chip Flooring Process. Steve Apak from Apak
flooring explained the details of the product. He said that is different than traditional epoxy. A
flexible coating is applied. Then a Poly Aspartic coat is applied which is non-porous and
flexible. Steve Frazier proposed doing the common hall just under the $35K threshold for
bidding. The total building would be $95K and warranted for 5 years. Cure time is 24 hours.
Councilman Beale questioned the partial work as appearing to circumvent the bidding process.
Attorney Horan said he would look into it.
5. Replace furnace at Montfort Rd Shop - Steve Frazier
Mr. Frazier pointed out the furnace at his shop has a cracked heat chamber. He suggested with a
propane furnace with the intention of switching to natural gas once available. The anticipated
cost is $5,000.
6. Video Room Equipment
Attorney Horan updated the board on the PEG grant money that would help finance the attached
expenditures. A budget amendment will be in place at the next meeting. Attached is the

RESOLUTION ESTABLISHING CHARTER FOR TOWN OF WAPPINGER ARTS AND
CULTURAL DEVELOPMENT ADVISORY COMMITTEE
WHEREAS, New York Town Law §64 (17-b) authorizes a Town Board to promote the
cultural development of the residents of the community and expend funds for promotion of
literary, graphic, dramatic and performing arts by way of demonstrations, performances and
exhibits of art and art forms; and
WHEREAS, the Town of Wappinger and the surrounding Hudson Valley has a rich
cultural heritage which includes the visual arts, the literary arts, the performing arts and other
significant artistic achievements; and
WHEREAS, the exhibition, development and promotion of cultural activities fosters a
sense of community and civic pride and enhances the quality of life for the residents of the
Town; and
WHEREAS, promotion of the arts and cultural affairs in the Town of Wappinger will
increase tourism which is an important economic engine in the Hudson Valley; and
WHEREAS, the Town Board wishes to create the Town of Wappinger Arts and
Cultural Development Advisory Committee which will provide advice from experienced
members of the art world to the Town Board to best utilize the cultural assets of the Town;
NOW, THEREFORE, BE IT RESOLVED

RESOLUTION: 2019-59
Resolution Establishing Mission Statement For Department Of Parks, Facilities And
Programs
WHEREAS, the Town Board wishes to reorganize the method by which it provides
recreational programs to the residents of the Town and to better utilize its existing recreational
facilities and parks; and
WHEREAS, to achieve that goal the Town Board wishes to establish a Department of
Park, Facilities and Programs which consolidates the recreational services of the Town under
common administration and oversight; and
WHEREAS, with the creation of a new Department it is imperative that the Town Board
set forth a clearly written Mission Statement to establish the Town’s priorities;
NOW, THEREFORE, BE IT RESOLVED
1. The Town Board hereby adopts the Mission Statement for the Department of Parks,
Facilities and Programs dated February 11, 2019 which is annexed hereto and shall be made a
part of the minutes of this Meeting.
2. The Town Clerk is directed to file a certified copy of this resolution together with the
annexed Mission Statement in the Records of the Town.
Further amendments to the Mission Statement may be made by future resolution of the Town
Board.

Resolution Appointing Board Of Assessment Review Member
WHEREAS, the term of office of a member of the Town of Wappinger Board of
Assessment Review expired on October 1, 2018 and has not been filled; and
WHEREAS, Lisa Molitoris
has expressed an interest in being appointed to the Town of Wappinger Board of
Assessment Review;
WHEREAS, Lisa Molitoris has a knowledge of property values in the Town of
Wappinger and meets the other statutory qualifications of a member of the BAR;
NOW, THEREFORE, BE IT RESOLVED:
1. The Town Board hereby appoints Lisa Molitoris as a Board of Assessment Review
Member for a five-year term, which term is retroactive to October 1, 2018 and will
expire on September 30, 2023.
2. Lisa Molitoris is directed to undergo the necessary training pursuant to Real Property
Tax Law § 523 and to file all necessary disclosure forms in accordance with Real
Property Tax Law § 523.
The Town Clerk is directed to notify the Commissioner of the NYS Department of Taxation and
Finance the Dutchess County Director of Real Property Tax Services of the appointment as
required by Real Property Tax Law § 523.

WHEREAS, the Town Board is considering the adoption of four (4) Local Laws which would amend
Chapter 240, Zoning, Chapter 217, Subdivision of Land, Chapter 122, Fees and Fines, and
Chapter 85, Building Construction: Administration of Administrative Code, of the Town Code with
respect to a variety of matters; and
WHEREAS, the Town Board has determined that the Proposed Action is a Type I action
pursuant to Article 8 of the Environmental Conservation Law, Part 617 NYCRR (commonly known as
"SEQRA"); and
WHEREAS, the Town Board has determined that the proposed Local Laws are an action for
which there are no other Involved Agencies and that the Town Board is therefore, by default, the Lead
Agency for this action; and
WHEREAS, Frederick P. Clark Associates, Inc., the Town’s Planning Consultant has prepared
a Full Environmental Assessment Form (FEAF) regarding the proposed Local Laws, which FEAF
analyzes the potential environmental impacts regarding said Local Laws.
NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS:
1. The Town Board hereby adopts and incorporates the recitations and statements set forth
above as if fully set forth and resolved herein.
2. The Town Board of the Town of Wappinger hereby adopts the attached Negative Declaration,
for the reasons stated therein, thereby finding that the proposed Local Laws will have no
significant adverse impact upon the environment, and thereby ending the SEQRA process
with respect to said Local Laws.

of Land, Chapter 122, Fees and Fines, and Chapter 85, Building Construction: Administration of
Administrative Code, of the Town Code with respect to a variety of matters; and
WHEREAS, the Town Board has determined that the Proposed Action is an action for which
there are no other Involved Agencies and that the Town Board is therefore, by default, the Lead
Agency for this action; and
WHEREAS, on March 11, 2019 and pursuant to the State Environmental Quality Review Act
regulations, the Town Board adopted a Negative Declaration, thereby finding that the Proposed

Planning and Development (DCDPD) for its advisory opinion; and
WHEREAS, in response to said referral the DCDPD responded and stated that it is exempt
from 239 review; and
WHEREAS, the Town Board has given due consideration to the comments of the Town
Planning Board and the DCDPD; and
WHEREAS, said Local Law has been on the desks of the members of the Town Board of
the Town of Wappinger for at least seven (7) days, exclusive of Sunday, prior to the adoption of
this resolution.
NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS:
1. The Town Board hereby adopts and incorporates the recitations and statements set forth
above as if fully set forth and resolved herein.
2. The Town Board, after due deliberation, finds that it is in the best interest of the Town to
adopt said Local Law, and the Town Board hereby adopts Local Law No. 1 of 2019, a copy of
which is attached hereto and made a part of this Resolution; except as specifically modified
by the amendments contained therein, the Town Code, as originally adopted and amended
from time to time thereafter, is to remain in full force and effect.
3. The Town Clerk is directed to enter said Local Law in the minutes of this meeting into the
Local Law book for the Town of Wappinger and to give due notice of the adoption of said
Local Law to the Secretary of State of New York.

Resolution Adopting Local Law No. 4 Of 2019 Which Would Amend Chapter 217,
Subdivision Of Land, Of The Town Code With Respect To A Variety Of Matters
WHEREAS, the Town Board is considering the adoption of Local Law No. 4 of 2019 which
would amend Chapter 217, Subdivision of Land, of the Town Code with respect to a variety of
matters; and
WHEREAS, a Public Hearing on the proposed Local Law was duly advertised in the
Southern Dutchess News and the Poughkeepsie Journal as required by law; and
WHEREAS, a Public Hearing was held on March 11, 2019 and all parties in attendance
were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law or
any part thereof; and
WHEREAS, for the purposes of the New York State Environmental Quality Review Act
(SEQRA), the Proposed Action is the amendment of Chapter 240, Zoning, Chapter 217, Subdivision
of Land, Chapter 122, Fees and Fines, and Chapter 85, Building Construction: Administration of
Administrative Code, of the Town Code with respect to a variety of matters; and
WHEREAS, the Town Board has determined that the Proposed Action is an action for which
there are no other Involved Agencies and that the Town Board is therefore, by default, the Lead
Agency for this action; and
WHEREAS, on March 11, 2019 and pursuant to the State Environmental Quality Review Act
regulations, the Town Board adopted a Negative Declaration, thereby finding that the Proposed
Action will not result in any significant adverse environmental impacts, that a Draft Environmental
Impact Statement will not be required, and that the SEQRA process is complete; and
WHEREAS, the Town Board referred the proposed Local Law to the Town Planning Board
for its advisory opinion; and
WHEREAS, as in accordance with Section 239 of the New York State General Municipal
Law, the Town Board referred the proposed Local Law to the Dutchess County Department of
Planning and Development (DCDPD) for its advisory opinion; and
WHEREAS, in response to said referral the DCDPD responded and stated it is a matter of
local concern; and
WHEREAS, the Town Board has given due consideration to the comments of the Town
Planning Board and the DCDPD; and
WHEREAS, said Local Law has been on the desks of the members of the Town Board of
the Town of Wappinger for at least seven (7) days, exclusive of Sunday, prior to the adoption of
this resolution.

RESOLUTION: 2019-79
Parkinson’s Awareness Month Proclamation
WHEREAS, Parkinson’s disease is a progressive neurological movement disorder of
the central nervous system, which has a unique impact on each patient; and
WHEREAS, according to the Parkinson’s Action Network, the Parkinson’s Disease
Foundation, the American Parkinson’s Disease Association and the National Institutes
of Health, there are over one million Americans diagnosed with Parkinson’s disease;
and
WHEREAS, symptoms include slowness, tremor, difficulty with balance and speaking,
rigidity, cognitive and memory problems; and
WHEREAS, although new medicines and therapies may enhance life for some time for
people with Parkinson’s, more work is needed for a cure; and
WHEREAS, increased education and research are needed to help find more effective
treatments with fewer side effects and ultimately a cure for Parkinson’s disease; and
WHEREAS, a multidisciplinary approach to Parkinson’s disease care includes local
wellness, support, and caregiver groups; and
WHEREAS, April has been proclaimed as World Wide Parkinson’s Awareness Month
for all to recognize the need for more research and help in dealing with the devastating
effects of Parkinson’s disease.
