Dear Supervisor Smith:
As previously instructed, this office has started the design of the soccer
field complex on Airport Drive. As you recall, this land was given to the
Town in 1990 for development of recreational facilities.
The soccer field layout was coordinated with the current members of
the Wappingers United Soccer Club and meets current design standards.
The layout includes the construction of four '(4) fields; three (3)
regulation size, one (1 ) junior size, and approximately 180 parking
spaces. Access would be off Airport Drive and preclude parking along
that street.
The work would include, but not be limited to: stripping the existing
topsoil, filling in the field to the appropriate level to facilitate proper
runoff, fine grading the facilities, re -spreading the topsoil, seeding the
fields, preparing walkways between the fields, concrete curbs at the
entry ways to the park, paving the entry ways and main roads into the
park, gravel in the parking lots, and providing precast concrete bumpers
to delineate parking spaces.
It, is estimated that the construction value of the above work is
approximately $360,000.00 - $380,000.00.
At first glance this number seemed high. However, I reviewed the file
and saw that preliminary cost estimates back in early 1994 showed a
construction cost of approximately $85,000.00 just for the westerly
field and westerly parking area.

Obviously, this work could be done in phases, however, that would
need to be coordinated with the soccer club.
would recommend that this plan be presented to the Town Board at a
Workshop in order to further discuss this matter.

Pursuant to the request of the Town Board on February 22, 2010 Morris Associates has
performed a preliminary study to determine the scope and expense of the restoration of the
drainage swale at the Airport Drive Soccer Fields.
Background Information:
We inspected the existing drainage at the Airport Drive Soccer Field. Based on
observations made at the site and review of existing mapping of the site, the following is offered:
There is an existing storm drain crossing under Airport Drive that discharges stormwater
from the south side of the road to the north into a swale on the soccer field property. The end
section of the pipe, which is enclosed by fencing, gets blocked with debris and silt.
The existing drainage swale which receives the drainage flow is a shallow swale that
runs south to north through the site with a minimum slope conveying stormwater to a New York
State Department of Environmental Conservation designated wetland at the rear of the property.
From the mapping, the swale is approximately 420 feet long and slopes from an estimated
elevation of 158.5 to elevation 156.9 for a total fall of 1.6 feet or approximately 0.38%. This is a
very minimal slope and as such requires very careful mowing and maintenance to prevent any
blockage. Some areas of blockage from overgrown grass, foot bridges and sunken areas were
noted during: our site visit. The minimal grade does not permit piping the drainage swale.

The proposal is to clean out and regrade the existing swale. The Swale will be
reconstructed to a cross-section dimension of:

The northern portion of the existing swale (approximately 100') is located within the New
York State Department of Environmental Conservation wetland adjacent area. Any work that
would be proposed within the adjacent area will require a wetlands permit. It is estimated that
the engineering cost for submission of permit application and related documentation would be
$1,500.00.
The time frame for the proposed work is estimated to take about 2 weeks and will
encompass the following scope of work items along with estimated costs (costs are based on
prevailing wage rates):

expense to obtain a New York State Department of Environmental Conservation wetlands

Pursuant to the request of the Town Board on February 22, 2010, Morris
Associates has performed a preliminary study for the purpose of determining the scope
and expense of providing permanent bathroom facilities at the Airport Drive Soccer
Fields,
In telephone conversations with the Dutchess Count Health Department (DCHD),
a holding tank type system, which would require pump outs on a periodic schedule,
would be entertained by the DCHD only if a typical subsurface sewage disposal system
is not viable. In order to determine the viability of a typical system, deep tests and
percolation tests would be required. These soil tests would be used to determine the
depths to groundwater and/or rock, if encountered. If favorable soil results for a
subsurface sewage disposal system are obtained, then a holding tank system would not
be entertained for approval by the DCHD.
The design and construction of a new building, location to Ibe determined by the
results of soil tests, to house the bathroom facilities would be required and wound also
include an ADA accessible facility.
It should be noted that if a subsurface sewage disposal system is installed, then
a State Pollutant Discharge Elimination System Permit may be required based on the
anticipated design flows used for the system.
The following table lists the engineering and construction phases of the project
with estimated costs.

*Note: This estimate is for a typical inground gravity system, if a fill system is
necessary, additional fill and an additional duplex pump chamber would be necessary
increasing the cost an additional $25,000.00 to $30,000.00. This cost would be
finalized after soil tests are performed.
** Note: This estimated cost would be finalized based on the Dutchess County
Health department requirements for size and alarms.
Therefore, based on the above estimated costs the project it could be anticipated
that the construction of a permanent bathroom facility at the Soccer Park would run
approximately $54,450.00 to $57,475.00 depending on whether a subsurface sewage
disposal system or a holding tank system was to be installed.
It should be noted, the installation of a permanent. bathroom facility, of either
design, will require an area in the parking area or portion of a soccer field to be
dedicated to this use.
Presently, there is an existing drilled well on the property. However, according
Camo Pollution Control, Inc., this well is not in use. As an adjunct to the installation of
the permanent bathroom facilities it will be required to provide a water supply. This
would require design and approval of the DCHD for a non -community public water
supply system. An estimated cost for the engineering and construction of this system
would be approximately $25,000.00.

Attached is a letter which was received in July from Mark Laman, President of the
Wappingers United Soccer Club requesting permission to make improvements at the storage

The Recreation Committee at their meeting in August had no problem with their
installation of a phone and noted that they would be responsible for that monthly bill. We
also agreed with the installation of the electric as long as all the proper inspections and codes were
met.
We, hereby, request that the Town Board approve the request for for these
improvements to be made at the above site.

provide for handicap access to certain portions of the fields. We have also
included the necessary fees for design and construction inspection for the project.
Because of the magnitude of the project, it must be put our to public bid.

Maintenance of FieldTurf
The cost of maintaining FieldTurf is minimal. The primary maintenance item is removing leaves
and other debris which may stray onto the field. Removal is accomplished by a tractor -pulled
vacuum system. These tractors do not remove the fill material. FieldTurf also recommends
brushing the field (every 4-6 weeks depending on use) to redistribute infili material that may
have migrated.

Field Utility
There are two limiting factors affecting field utility that must be addressed in comparing the
different types of field surfaces. For natural grass fields, the limiting factor is the wear of the
grass surface. Natural grass must be "rested" to allow the grass to repair itself. FieldTurf is vastly
more durable than natural grass and therefore the limiting factor is the demand for the facility.
Since children and youths are the primary players, peak use is during after school hours. The
second limiting factor that must be considered in determining the overall cost is the longevity of

NFL Players Choose FieldTurf
Over 20 Natural Grass Fields
The National Football League Players Association released their bi-annual ranking of NFL stadium fields. A
total of 1280 active NFL players from all 32 teams completed survey forms between September and
November 2002.

have prepared cost estimates for reconstruction of the soccer fields at the Airport
Drive site.
We have obtained our wetland permit through the New York State Department of
Environmental Conservation for the State Wetland as required and prepared sketch
plans. The Sketch Plans were used to determine the construction and engineering
costs that will be required to rebuild the fields. We have also given the alternative
of construction a "field turf" on Field B, the full size field on the southwest corner
of the site.
The work that we have included in our calculations for each field, includes striping
the existing topsoil, placing the appropriate type and amount of fill to raise the
field to a proper elevation, installing an under field drainage system, re -spreading
the topsoil, and seeding or sodding the fields. In the "Field Turf" field the seeding
and sodding has been replaced by the installation of the synthetic surface.
Other areas of work that have been included for each field is the installation and,
maintenance of the necessary soil erosion control measures, watering of the fields
for a certain period of time after construction, installation of the split rail fence
that denotes the wetlands as per our New York State Department of
Environmental Conservation permit, installation of gravel walkways around the
field for pedestrian access, and installation of paved walkways around the field to
provide for handicap access to certain portions of the fields. We have also
included the necessary fees for design and construction inspection for the project.
Because of the magnitude of the project, it must be put our to public bid.

NOTIFICATION OF OTHER PERMITTEE OBLIGATIONS
NATURAL RESOURCE PERMIT CONDITIONS - Apply to the Following
Permits: FRESHWATER WETLANDS
1. Conformance With Plans All activities authorized by this permit must be in strict conformance
with the approved plans submitted by the applicant or his agent as part of the permit application. Such
approved plans were prepared by Paggi, Martin, & Del Bene, LLP; last revised October 7, 2005.
2. Post Permit Sign The permit sign enclosed with this permit shall be posted in a conspicuous
location on the worksite and adequately protected from the weather.
3. Notice of Intent to Commence Work The permittee shall submit the Notification of Intent to
Commence Work, enclosed with the permit, to Heather Gierloff at least 48 hours in advance of the time
of commencement.
4. Prior Approval of Changes If the Permittee desires to make any changes in construction
techniques, species to be planted, the site plan, any mitigation plan, scheduling or staging of
construction, or any other aspect of this project, the Permittee shall submit a written request to the
Regional Permit Administrator to make such proposed changes and shall not make such changes unless
authorized in writing by the Department.
5. Fill Pile Removal The existing fill pile in the northeast corner of the property shall be removed prior
to any filling activities. Removal shall occur in one continuous operation and upon completion the area
must immediately be seeded with appropriate perennial grass seed and mulched with straw. If seeding is
impracticable due to the time of year, a temporary mulch shall be applied and final seeding shall be
performed at the earliest opportunity when weather conditions favor germination and growth but not
more than six months after project completion.
6. Install Erosion Controls Before any soil is disturbed on the subject site, the permittee shall install
erosion and sedimentation controls which are adequate to prevent erosion and sedimentation off-site.
Such controls shall be maintained until the unpaved portions of subject site, if any, are stabilized by a
self-sustaining cover of vegetation that is adequate to prevent erosion and sedimentation on and off such
site. Before such controls are removed, the permittee shall remove all sediment that has accumulated at
such controls.
7. Clean Fill Only All fill shall consist of clean soil, sand and/or gravel that is free of the following
substances: asphalt, slag, flyash, broken concrete, demolition debris, garbage, household refuse, tires,
woody materials including tree or landscape debris, and metal objects. The introduction of materials
toxic to aquatic life is expressly prohibited. Applicability this condition shall include the re -use of the
existing fill pile.

s. Seed, Mulch Disturbed Soils All areas of soil disturbance resulting from this project (above the
mean high water line) shall be seeded with an appropriate perennial grass seed and mulched with straw
within one week of final grading.
9. Temporary Mulch, Final Seeding If seeding is impracticable due to the time of year, a temporary
mulch shall be applied and final seeding shall be performed at the earliest opportunity when weather
conditions favor germination and growth but not more than six months after project completion.
1o. Precautions Against Contamination of Waters All necessary precautions shall be taken to
preclude contamination of any wetland or waterway by suspended solids, sediments, fuels, solvents,
lubricants, epoxy coatings, paints, concrete, leachate or any other environmentally deleterious materials
associated with the project.
1.1. State May Require Site Restoration If upon the expiration or revocation of this permit, the
project hereby authorized has not been completed, the applicant shall, without expense to the State, and
to such extent and in such time and manner as the Department of Environmental Conservation may
require, remove all or any portion of the uncompleted structure or fill and restore the site to its former
condition. No claim shall be made against the State of New York on account of any such removal or
alteration.
12. State May Order Removal or Alteration of Work If future operations by the State of New York
require an alteration in the position of the structure or work herein authorized, or if, in the opinion of the
Department of Environmental Conservation it shall cause unreasonable obstruction to the free navigation
of said waters or flood flows or endanger the health, safety or welfare of the people of the State, or cause
loss or destruction of the natural resources of the State, the owner may be ordered by the Department to
remove or alter the structural work, obstructions, or hazards caused thereby without expense to the State,
and if, upon the expiration or revocation of this permit, the structure, fill, excavation, or other
modification of the watercourse hereby authorized shall not be completed, the owners, shall, without
expense to the State, and to such extent and in such time and manner as the Department of
Environmental Conservation may require, remove all or any portion of the uncompleted structure or fill
and restore to its former condition the navigable and flood capacity of the watercourse. No claim shall
be made against the State of New York on account of any such removal or alteration.
13. State Not Liable for Damage The State of New York shall in no case be liable for any damage or
injury to the structure or work herein authorized which may be caused by or result from future operations
undertaken by the State for the conservation or improvement of navigation, or for other purposes, and no
claim or right to compensation shall accrue from any such damage.
14. No Interference With Navigation There shall be no unreasonable interference with navigation by
the work herein authorized.
GENERAL CONDITIONS - Apply to ALL Authorized Permits:
1. Facility Inspection by The Department The permitted site or facility, including relevant records, is
subject to inspection at reasonable hours and intervals by an authorized representative of the Department
of Environmental Conservation (the Department) to determine whether the permittee is complying with
this permit and the ECL. Such representative may order the work suspended pursuant to ECL 71- 0301

and SAPA 401(3).
The permittee shall provide a person to accompany the Department's representative during an inspection
to the permit area when requested by the Department.
A copy of this permit, including all referenced maps, drawings and special conditions, must be available
for inspection by the Department at all times at the project site or facility. Failure to produce a copy of
the permit upon request by a Department representative is a violation of this permit.
2. Relationship of this Permit to Other Department Orders and Determinations Unless expressly
provided for by the Department, issuance of this permit does not modify, supersede or rescind any order
or determination previously issued by the Department or any of the terms, conditions or requirements
contained in such order or determination.
3. Applications For Permit Renewals, Modifications or Transfers The permittee must submit a
separate written application to the Department for permit renewal, modification or transfer of this
permit. Such application must include any forms or supplemental information the Department requires.
Any renewal, modification or transfer granted by the Department must be in writing. Submission of
applications for permit renewal, modification or transfer are to be submitted to:

4. Submission of Renewal Application The permittee must submit a renewal application at least 30
days before permit expiration for the following permit authorizations: Freshwater Wetlands.
5. Permit Modifications, Suspensions and Revocations by the Department The Department
reserves the right to modify, suspend or revoke this permit. The grounds for modification, suspension or
revocation include:
a. materially false or inaccurate statements in the permit application or supporting papers;
b. failure by the permittee to comply with any terms or conditions of the permit;
c. exceeding the scope of the project as described in the permit application;
d. newly discovered material information or a material change in environmental conditions, relevant
technology or applicable law or regulations since the issuance of the existing permit;
e. noncompliance with previously issued permit conditions, orders of the commissioner, any
provisions of the Environmental Conservation Law or regulations of the Department related to
the permitted activity.
6. Permit Transfer Permits are transferrable unless specifically prohibited by statute, regulation or
another permit condition. Applications for permit transfer should be submitted prior to actual transfer of
ownership.

NOTIFICATION OF OTHER PERMITTEE OBLIGATIONS
Item A: Permittee Accepts Legal Responsibility and Agrees to Indemnification
The permittee, excepting state or federal agencies, expressly agrees to indemnify and hold harmless the
Department of Environmental Conservation of the State of New York, its representatives, employees,
and agents ("DEC") for all claims, suits, actions, and damages, to the extent attributable to the
permittee's acts or omissions 'in connection with the permittee's undertaking of activities in connection
with, or operation and maintenance of, the facility or facilities authorized by the permit whether in
compliance or not in compliance with the terms and conditions of the permit.. This indemnification does
not extend to any claims, suits, actions, or damages to the extent attributable to DEC's own negligent or
intentional acts or omissions, or to any claims, suits, or actions naming the DEC and arising under
Article 78 of the New York Civil Practice Laws and Rules or any citizen suit or civil rights provision
under federal or state laws.
Item B: Permittee's Contractors to Comply with Permit
The permittee is responsible for informing its independent contractors, employees, agents and assigns of
their responsibility to comply with this permit, including all special conditions while acting as the
permittee's agent with respect to the permitted activities, and such persons shall be subject to the same
sanctions for violations of the Environmental Conservation Law as those prescribed for the permittee.
Item. C: Permittee Responsible for Obtaining Other Required Permits
The permittee is responsible for obtaining any other permits, approvals, lands, easements and rights-of-
way that may be required to carry out the activities that are authorized by this permit.
Item D: No Right to Trespass or Interfere with Riparian Rights
This permit does not convey to the permittee any right to trespass upon the lands or interfere with the
riparian rights of others in order to perform the permitted work nor does it authorize the impairment of
any rights, title, or interest in real or personal property held or vested in a person not a party to the
permit.
Item E: SEQR Unlisted Action, No Lead Agency, No Significant Impact Under the State
Environmental Quality Review Act (SEAR), the project associated with this permit is classified as an
Unlisted Action and the Department of Environmental Conservation has determined that it will not have
a significant effect on the environment. Other involved agencies may reach an independent
determination of environmental significance for this project.

Attached please find a copy of the proposed grading plan for the recrowning of the
above referenced soccer fields.
The proposal consists of stripping the existing topsoil, import required fill, respread
topsoil and seed. To crown the fields, we'll start with approximately 1' of fill at edge
of the field, slope up I% to about 2' of fill at the center of the fields, and back down
to 1' at the opposite edge. We have estimated approximately 13,500 cubic yards of
material will have to be installed.
Also, with the proposed grading as shown, we have kept the drainage patterns similar
to existing conditions.

Over the past year, we have had ongoing discussions with Anthony Laman
regarding the building of a pavilion shelter at Airport Park, Anthony is a boy scout and is looking
at this project as the main thrust to gain his Eagle Scout badge. He has completed all the
preliminary work and has completed the specifications needed to have the go ahead to construct
this addition to the site. He has the assistance of Mauri Associates Architects P. C. and is seeking
a building permit to get the job done. He will be using volunteer help( soccer people) to do the
actual construction . It is hoped that our Town's insurance policy can be used to cover the
building effort and that we can provide a building permit so that the work can be accomplished
during the month of August.

Enclosed please find a copy of the bid results for the above project.
As you can see from the results, the lowest bidder Is approximately
$30,000.00 over the pre-bid construction estimate. This overage is due
to several factors, including the Inclusion of a performance specification
on the final seed (60 days worth of watering/mowing/maintenance,
etc.), specifying screened topsoil instead of native topsoil, and inclusion
of walkways to facilitate a viewing of the soccer games.
As you can also see from the bid results, the bids range from a low'df
&140,000.00 to a high of well over 5200,000.00. Because of the bid
results, we would recommend that the Town Board reject any and all
bids as per Sections NTB-2; ITB -3.
After further review and consideration, it would appear that the
construction of the soccer field to the quality originally enti.cipa' ted
would be like "trying to put a square peg' In a round hole". We might
recommend, however, that the Board consider the construction of the
entire access and parking area as shown on the enclosed sketch and
allow the Soccer Club to utilize the fields AS IS for the Fall 1995

that orlglnally anticipated amount (close to $400000.00), and would
probably be a more cost efficient use of the property.
In order to have the parking areas ready for the fall season, work wound

reaching a decision, I would schedule a Workshop as soon as poesible
to further discuss this so that direction could be given.

The Wappinger United Soccer Club is getting ready to start the Spring 1996 season. As part of our
preparations, it is our understanding that the Town Board has approved the necessary work to be done at
the Airport complex.
After a thorough inspection of the fields at the Airport complex, it has been determined that the easterly
fields are not currently playable and will not be so for a few weeks. As a result, our club requests the
Boards permission to move the age groups that play on those three fields back to Rockingham Park for
the Spring season. With the Board's approval, we will start the season at Rockinham on Saturday, April
20 and will end it on Saturday June, 23. The start of the season at Rockingham will be a week later than
the rest of the program which will start at Airport on Saturday, April 13.
By not using the easterly fields at Airport the Town will be able to get the work started earlier and have it
completed in time to ensure that those fields will be finished and in good shape for the Fall season in
September. The Age groups that we will need to move to Rockingham represent approximately 40% of the
program, but it is important to keep in mind that participation during the Spring season is lighter than in
the Fall due to other activities available so that traffic at Rokingham will not be at the same level. Also,
there will not be any heavily attended activities, such as an "Opening Day" ceremony, which would create
heavy traffic.
In addition, our club requests the Board's permission to move the remaining portion of the program back
to Rockingham after the Memorial Day holiday to finish the final four weeks of play. This is necessary so
that the Town may complete the work required on the westerly fields at Airport, again ensuring that all
fields will be finished and in shape for the Fall season when the program's move to Airport can be
permanent.

Dear Board Members,
Prior to the start of the spring soccer season, I would like to voice my concern regarding the
soccer facility located on Airport Drive in the Town of Wappinger, It has come to my attention
that the parking arrangements and the proximity of the parking lot to the road have created a
potential hazard to the children playing on and around the field.
During the fall of 1995, cars were parked on the shoulder of Airport Drive in the East and
Westbound lanes, leaving little room for the commercial traffic traveling through the area, it
appears that there is insufficient parking for the level of activity at the field resulting in the
overflow parking in the roadway. In addition, the parking lot being located within only a few feet
of the roadway would leave the operator of a motor vehicle insufficient time to react should a
child run out fi-orn behind a car while chasing a ball. My concern is that this congestion will create
a dangerous, situation that could lead to the unnecessary injury of one of our children.
In order to rectify the problems listed above, I offer the following suggestions:
+ Limit parking on Airport Drive to the designated parking lots only.
Construct a chain link fence on the south side of the parking lot separating it from the
road.
* Post signs warning parents of the commercial traffic using Airport Drive.

The Wappinger United Soccer Club is looking forward to the opening of the Fall season, our first one at
the Airport Complex. As you are aware, the preparation of the fields is progressing well and all our plans
are set to play our first games there on Saturday, September 9.
As a result of the time we have spent at the complex over the past several weeks, we have come up with a
short list of items which we feel should be completed in order to make the best use of the fields. Attached,
you will find a list of these items along with a brief description as well as the cstimated cost for each.
Our club, with the Board's approval, proposes to assume full responsibility for the cost of building a
permanent structure to be used for storage and concession stand. At the same time, we request that the
Board approve the additional funds for the remaining items.

September 34.

members, the Recreation Department and everyone else involved in making the Airport Complex a

Thank you and the other board members for taking the
time on Saturday June 4, 1994 to meet with myself and Tim
Rabbitt to discuss the future of the new fields. As you saw,
the grass is growing but a great deal of work needs to be
completed prior to these fields being put into service.
As discussed, the best approach to the situation is to
breakdown the total project into sub -projects which are
prioritized by need. The following is a breakdown of the
requirements needed so that play can commence in the fall of
1994. This list is in addition to the agreements already
made with the Town for the fencing, the filling and proper
grading of lowspots that exist on the fields, and the grading
and seeding of the area between Field #2 and #3. The
estimated costs for each item are based upon the Club's
May 21, 1994 drawing a copy of which is attached.
1) Drainage for Parking Areas $ 25300
2) Parking Surface (4" Item 4 over geotextile $ 35000

3) Underdrain and Swales to Handle Rain Water $ 31000
Runoff from the Fields

Fill Material, all necessary grading, and

The Club believes that if we can complete the items
listed above we can begin play this Fall utilizing a portion
of Field #1 while the reworking of the remaining portion of
Field #1 takes place at a later date.
The Recreation Department has initiated contact with the
Dutchess County Soil and Water Conservation Department.
Their services are at no cost and their expertise in handling
drainage conditions on this type of land will prove essential
to the completion of the project.
Tim Rabbitt has been handling coordination with butchess
County Soil and Water Department. Their recommendations will
be utilized in the final plans for the Fields. The plans
will then be forwarded to the Town Engineer ,for any further
recommendations.
In closing, we appreciate the time and the interest you
have taken in the Soccer Club. With over 1100 children
signed up for the Fall 1994 - Spring 1995 season the time for
larger more accessible facilities has come. We would
appreciate any and all assistance that the Town can offer to
get the fields off to a good start. if you have any

The Recreation Commission requests permission to obtain a P.O.
in the amount of $4,885.00 to A-1 Fence Company to install a fence at Airport
Park. Thee fence will try to deter motorcycles etc. from riding over the newly
seeded fields. The Wappinger Soccer league is willing to contribute $3,000.
toward this project leaving $1,885.00 as an expense to the Town. The Town
portion of the expense will come from A-7110.2.

RE: AIRPORT PARK
Since the Town received the 10 acre piece of property now known to us
as Airport Park, we have cleared 80% of the site. We have also plowed this two
times. At present we harrow the site at least once a month to keep the weeds
and other growth from re -appearing.
This facility is much needed and if we are to have any chance of using
this in 1994, we should proceed to complete all the work that would make it
available.
We need to power rake the entire field and then have some volunteer
help assist in clearings the stone. The next step would be to grade the site.
We would then require an estimated $2,500. for seed and finally it would all
have to be rolled.
Our estimated cost would be around $7,000. We don't have this in our
1993 budget but would propose we use Parkland funds and try and get the job
done.
All of the above depends an the weather. If we stay in the drought
type condition, we of course would have to hold back.
