RE: PAYMENT TO RGH CONSTRUCTION FOR WORK AT CASTLE POINT
During the early part of Summer, the landfill area at Castle Point was still being
worked on and the area set aside for the playground equipment required extensive construction
effort. Time now became a very important factor in having the Castle Point Park ready for the
opening of our Summer Programs, We were able to acquire the services of RGH Construction
and they agreed to conic in and perform the needed work and complete this effort in time for the
opening of the park. The work was completed and Castle Point playground opened on schedule
and we had a successful season. It is now time to pay the bill which is $2,783,74, This exceeds
the amount of dollars we can contract for work without having three (3) estimates, We do feel
however, that this was an emergency and we had to get the work completed. We request we be
able to pay the vendor. The money to pay RGH Construction is covered in our budget A-7110.4.

As per our pre -construction conference of Tuesday, June 17, 1997,
please be advised that I have contacted the necessary people to
coordinate the installation of the electric and telephone service to the
Castlepoint Recreation site.
have contacted Roger Hummeston of RGH Construction, Tom Eastwood
of Central Hudson Gas & Electric, Roger Yensen of NYNEX, and Graham
Foster, Town of Wappinger Highway Superintendent. They all indicated
their willingness and immediate availability to do the work.
With that in mind, I will ask Roger Hummeston and/or Graham Foster to
contact Bob Ray of Central Hudson Gas & Electric at 897-6137 and
Roger Yensen at 454-7713 48 hours prior to the date that they wish to
start the work.
Central Hudson and NYNEX will furnish the necessary cable and conduit
at no cost to the Town, and will make themselves available to do their
necessary work.
am also asking Roger Hummeston to contact Dave Buckley of your
Department at 486-3600 so that the appropriate inspections can be
made. As requested, Dave would like to be on site the first or second
day the project is going on.
We also will make a final inspection of the project and write the
necessary letters to your Department as soon as it is completed.

It has come to my attention that the landfill closing will be taking place during
June, July and August. This time frame coincides with the Summer Playground program which
this year runs from June 25th to August 12th. In light of the fact that there will be 45 trucks a day
going into the park and the bulldozers working leveling the fill, we feel that for the children's
safety that the park should be closed until the job is completed. If we do have to close the park,
we will have to suggest to the parents that the children be registered for another park and as soon
as it is safe we could move the children back to Castle Point,
There should be no effect on the evening sessions of softball scheduled during that
time frame.
Please advise as soon as possible as the registration for the playgrounds is
scheduled to take place starting May l2th.

Dear Board Members:
On March 13, 1997, 1 attended a meeting at the Castlepoint Recreation
Site regarding the construction of the electric service on the site.
In attendance at the meeting were Graham Foster, Albert P. Roberts,
Esq., Ralph Holt and Steve of the Recreation Commission, Joe Hetsle.r
and Tom Eastwood of Central Hudson, and myself.
After much deliberation, it was decided to provide service to the
recreation parcel underground from an existing pole approximately 1,100
feet north of the site.
The trench would be dug adjacent to the existing roadway approximately
24" off the edge of pavement. The ditch would be dug and backfilled by
Graham Foster's crew, and the cable would be provided and laid by
Central Hudson.
Central Hudson will then place the transformer at the north side of the
entry read to the park and from there the Town electricians could do their
work.
Mr. Foster and Central Hudson will be coordinating this work with the
anticipation it will be done this Spring.
With the certainty of the .electric service evident at this point in time, this
/office will proceed with the design of the building.

As you know, the Town received a grant to provide electric power to the Castle
Point recreation area. This grant was received in 1994 and we still have not been able to use this
grant. Several letters have been sent to the D. C. Planning Board for extensions.
We were told all clearances have not been obtained for Central Hudson to install
additional poles along River Road and into the Castle Point Park. It seems we have been in this
position for some time. Could we please obtain an official Town position on the hold up? Is there
anything we can do to help? We hope that the Town will be able to use the grant and we could
move forward with our plans for this park.
As you also know, we have received approval from another grant to construct rest
room facilities at this park. Obviously we don't want to lose that.
Please provide us with some direction.

The sewer and water facility installation was publicly bid and awarded
to the low bidder, Blacktop Maintenance Corp. The water system
equipment was informally bid and awarded to N & S Supply of Fishkill,
Inc. (see enclosed award letter dated October 25, 1995). The well
development and testing was informally bid and awarded to Boyd
Artesian Well Co., Inc (see enclosed award letter dated October 25,
1995). The extension of electric service to the site can only be
performed by Central Hudson Gas & Electric Corp., the local public
utility (see enclosed letter dated October 25, 1995).

The status of the above items is as follows:
1. Sewer and water facilities were completed by Blacktop
Maintenance Corp., the low bidder, on June 12, 1995.
All work was approved by this office, and approved
vouchers were forwarded to the Town Comptroller for
payment.
2. The water system equipment was delivered to the
Town by N & S Supply, Inc., the low bidder. All work
was approved by this office and approved vouchers
were forwarded to the Town Comptroller for payment
(see enclosed letter dated November 29, 1995).
3. The well development was perform by Boyd Artesian
Well Co., Inc. on November 29, 1995. All work was
approved by this office and approved vouchers were
forwarded to the Town Comptroller for payment (see
enclosed letter dated November 29, 1995).
4. The extension of electric service to the site has not
been completed as of this date. The Town has a
propposal from Central Hudson Gas & Electric, and has
notified them to proceed with the work (see enclosed
letter dated October 25, 1995).
A -representative of Central Hudson Gas & Electric is in
the process of finalizing construction plans and will
provide the Town with a schedule in the near future.
Since. the Town is diligently pursuing the completion of
this item, we would ask that the applicable Block
Grant monies be held by the County until the work can
be accomplished. We will continue to keep you
apprised of the status of this item.

for their review and approval were:

WORKSHOP DISCUSSION
• RECREATION
Ralph Holt Re: Castle Point, As a result of the study of Castle Point Park by
Conrad Geoscience Corp. the following recommendation have been made to
the Town.
1. Move the children's play area from the southwest corner to the northwest
corner providing additional distance from the landfill exhaust pipe.
2. Fence in the entire landfill area with a suitable fence that portrays the
message, "stay out of the fenced area".
The findings of the gas leakage coming as late as it has, gives us an
immediate problem. Our summer program is underway and we have 51
children signed up at the camp site daily.
Recreation would recommend we do the following:
1. Make ready the playground site in the northwest section of the park.
This would require some bulldozer work to level a section of the ground 35' by

120' so the playground equipment can be installed (slide, swings, monkeybars
and basketball hoop). RGH Construction is providing an estimate for this
piece of work. The bulldozer effort performed will provide an 8" to 10" in
depth area. After the equipment is secured, we will need 100 ton of pea
gravel to fill the bulldozed trench. (This is to meet safety requirements).
Estimate: $4,200.00
2. Installation of the equipment will be accomplished by Miracle Recreation
and our own maintenance people.
Estimate: -0-
3. The next step would be to put in place a single basketball hoop and a
sufficient area for the children to shoot baskets. This will require some
item 4 and on top of this some blacktop.
Estimate: $1,000.00
4. To finish the playground area we feel a fence from the front gate to a point
past the pavilion should be put in place, keeping the children from
wandering onto the road. We estimate 300'.
Estimate: $1,800.00
The total cost estimate is $7,000.00. Mr. Holt feels that the work can be
accomplished with little or no effect on the summer program. It can also be
completed in one (1) week time which would provide a new safe and upgraded
playground area. We have $2,000.00 in our plan for Castle Point work. We
would need an additional $5,000.00. Discussion followed.

moving the children's play area, installing a basketball hoop and installation
of fencing.

from which obnoxious odors, in.dustri.al waste or excessive noise might
eminate or for any purposes which will, in the judgment of the Ad-
ministrator of Veterans Affairs or hire designate interfere with the
care and treatment of patients in the Castle Point, New York Veterans
Administration Hospital,
b) The Veterans Administration retains property rights in and easements for
talli.ty lines trRver^sing the excess area, together with access thereto

This property is surplus property available for disposal purstian.t to the provisions
of the Federal. Property and Administrative Services Act of 1949 (40 U.S.C. 471 et
seq.) and applicable regulations. The applicable regulations provide that public
agencies (non -Federal) shall be allowed a reasonable period of time to develop a
comprehensive and coordinated plan of use and procurement Noir w rplus areal, property
in which they may be interested. disposal of this paroperty, or portions thereof,
may be mane to public agencies for the public uses stated below whenever the Govern-
ment has determined that the property is available for such users and that disppcal
