Ms. Khan contacted me to say that a clarification was needed from our office
conceming her operation. I called your office, but just missed you, so thought
this would be quicker.
According to the brochure and information supplied by Ms. Khan, they will be
operating only half -days, less than three hours. Our Code only applies to those
facilities operating three or more hours per day, so the facility will not need to
obtain a permit from this Department. The fact that they have a separate
religion education class later in the day, which may be attended by some of the
same children that attend the nursery school, does not change their status with
our regulations. Religious education classes do not fall under the classification of
"childcare" and we do not view these separate classes as a continuation of the
morning session.

be refunded ONLY if Bidder has submitted a bonafide bid and Drawings and Project Manuals are returned, in
good condition, within thity (30) days after the BID DATE. Drawings and Project Manuals remain the property

We would like to begin by thardiing the Town for considering our firm in the redevelopment of the
Martz Field recreation building. Based upon your RFP and discussions with Mr. Ralph Holt, it is
our understanding that you wish to create an accessible restroom facility at the above referenced
site. Further, the project will be partially funded through the use of a County CD grant.
Based upon our discussions with Park's personnel, we have confirmed that it is not the intent of the
Parks Department to increase existing rest room fixture counts, but only provide for accessibility:
In discussions with the Town's Building Department there appears to be no Budding Code
implication of this renovation which would require an increase in fixture count. Although the
request for proposal indicates an "expansion" to the building it is our belief, following our field tour
and meeting with Ralph, that the Town's needs are able to be accommodated within the existing
structure through reconfiguration of interior walls and storage areas. Additionally, the RFP states
that we are to connect to the municipal water service with an "appropriately sized tap", and
examine and evaluate the septic tank and tile field to determine the necessityfor expansion. In
response to this requirement both Ralph and Steve stated that with the addition of the pressure
tank municipal water flows are acceptable, and that the septic system has recently been cleaned and
"routed" and is fully operational with no reported problems. Therefore our proposal shall exclude
any building addition, study of or modifications to the septic system or water service, or expansion
of fixture counts as we feel these are unwarranted based upon conversations with Town
representatives. Should these core assumptions be found to be incorrect, a proposal for additional
work would be prepared and our contract adjusted accordingly.
Regarding our qualifications for performance of this commission, you are aware that we have served
as Architects to the Town on several projects. Most directly related to this work is our accessibility
project completed three years ago at Schlathaus Park and accessibility upgrades completed two
years ago at the Grinnell Library in the Village of Wappingers Falls. Both projects were CD
funded. On these and numerous other projects we have worked extensively with and for Roger
Akeley and Beth Doyle at County Planning. Through these efforts we have become extremely well
versed in the workings of the Dutchess County Planning Department, the CD Grants program, and

I am pleased to announce that the Honorable Assemblyperson Joel Miller sponsored the 2000101
Budget Initiative for the Town of Wappinger. The appropriation is in the amount of �5_QQQ_ The
Department of Transportation (NYSDOT) will administer this Legislative item. Certain procedures
are required which includes an agreement for establishment and "voucher' style forms for
reimbursement of expenses. In order for to prepare the agreement the following pre -agreement
information. is required:
1. A description of the project.
2. A project schedule which shows estimated completion date and a breakdown
of estimated costs.
3. A Statement that the grantee (Town of Wappinger) Is a non-sectarian
organization. _I
4. A resolution by the board of directors or committee in charge of the program
that provides for an agreement to enter into a contract with NYSDOT. The
resolution must contain language that authorizes the. Town of Wappinger to enter
into an agreement with NYSDOT and must authorize a person (by title only) to
executive this agreement and to sign all related documents.

We have one estimate of around $75,000, to complete the addition and rest room
and one approved grant for $25,000, from the 2000 Community Development Grant. If possible
we should try to acquire an additional grant to reduce this cost to the Town.

Enclosed is the 2001 program year application for the
Community Development Block Grant Program.
The Town of Wappinger is comprised of census tracts 1901,
1902,1903 and 1904. An area is eligible if the low -to -
moderate income percentage is greater than or equal to
37.8% of the block group population. Unfortunately, the
town does not have block groups that automatically meet
this criteria according to the 1990 census data.
This does not mean that the town cannot apply for
infrastructure funds. It means that the town has the
option of qualifying the project by conducting an income
survey or applying for a handicapped improvement project
as this population is automatically considered low -to -
moderate income.

County Community Development Consortium for Fiscal year 2001, and
WHEREAS, input from citizens and groups has been received and
considered, and
WHEREAS, an application has been prepared which addresses our
community concerns.
NOW THEREFOR BE IT RESOLVED, that the Dutchess County
Community Development Consortium Fiscal Year 2001 application for the
Town of Wappinger, including the certifications included therein be and
hereby is approved.
BE IT FURTHER RESOLVED, that the submission of said application

As per the Town Board's Authorization of September 27th, 1999, and as per our
field inspection of September 28th, 1999, enclosed please find a copy of the
Community Development Project Budget for inclusion in your application to the
Dutchess County Planning Department.for the Martz Field ADA Accessible
Restroorns.
We have estimated the cost based on the understanding that the existing
restrooms are not space adaptable for ADA Code Compliance. We will need to
construct an addition to the existing building on the north end of the existing
structure the appropriate size to accommodate the dimensional requirements. It is
also anticipated that the existing restrooms will be demolished and will be able to
be utilized these rooms for office/storage/etc.
