MA #W21014.000 JUNE, 2010 PREPARED BY: TOWN OF WAPPINGER TOWN HALL 20 MIDDLEBUSH ROAD WAPPINGERS FALLS, NY 12590 JUN 17 2010 TOWN OF WAPPINGER - TOW N CLERK REQUEST FOR PROPOSALS FOR ENIGNEERING SERVICES FOR THE CHALLENGER LITTLE LEAGUE FIELD AT ROBINSON LANE RECREATION COMPLEX Project Description: The Town of Wappinger applied for and received a grant from the Community Development Block Grant program in the amount of $100,000.00 to design and construct a Challenger Little League Field. This field will be located in the Town of Wappinger's Robinson Lane Recreation Complex. Scope of Project: The Town of Wappinger is requesting proposals from qualified engineering companies to: Design a field that meets the specifications for a Challenger Little League Field. The field will have a manmade surface over a sub base of 6" of run -of -bank gravel and 4" of asphalt, fencing (backstop, outfield, dugouts and gates), concrete curbing along the field boundary and all other amenities that will be required for a Challenger Little League Field. 2. The Engineering firm will work closely with the Town of Wappinger Recreation Committee during the design phase of the Challenger Little League field. This will be required as the Town will be soliciting donations of construction materials. These quantities will be taken into account during the design and bidding process. 3. The engineering firm will prepare design/construction plans and a complete bid document including specifications for construction. 4. The engineering firm will provide contract administration and inspection services. Schedule: It is anticipated that the Town Board will award the design project at the July 26, 2010 Town Board meeting. Completion of the design and bid documents with the project out to bid must be no later than September 13, 2010. 2 Proposal Requirements: All quotations are due by July 12, 2010 at noon and must be submitted in writing to John C. Masterson, Town Clerk; Town of Wappinger; 20 Middlebush Rd.; Wappingers Falls, New York 12590 and include all information listed below. The bids will be opened at noon on July 12, 2010. Evaluations of the bids and interviews by the Town Recreation Committee will be performed prior to the Town awarding the contract. The required information is organized into the following areas: Firm Experience: Corporate Experience: Describe the experience of the firm in providing design services and specifications for Little League, Challenger or Miracle League fields 2. Identify the key personnel and their specific project roles. Include specific experience and qualifications for these individuals as well as availability and commitment of these personnel consistent with the anticipated project scope. 3. Provide resumes of key staff. Resumes may include indirect experience to demonstrate the abilities of the proposed staff. 4. References: Provide references for projects where you have been the design firm for the design of recreational facilities. Include the name of the organization and contact persons name and telephone number, and the budget for the project. Technical Questions: Technical questions will be accepted up to Wednesday, July 5, 2010 and should be directed to the Town of Wappinger Supervisor, Christopher Colsey or a designated representative, tel: 845-297-2744. Proposal Evaluation: Firms will provide all the minimum information required above. Additional information can be provided for the Town to evaluate the proposal. Representatives of the Town's Community Development Block Grant Committee will interview respondents to this RFP as part of the evaluation process. The Town will select a firm based on experience and cost of services. The Town reserves the right to select a firm that provides the most complete proposal that meets the proposal requirements. 3 Contract: The successful firm will be required to execute a contract with the Town of Wappinger. Insurance: Simultaneously with the execution of the contract, the Contractor shall provide at his own expense, proof of the following insurance to the Town, in the form of a Certificate of Insurance: (a) Statutory Worker's Compensation coverage, in compliance with the Compensation Law of the State of New York. (b) General Liability Insurance coverage in the comprehensive general liability form including blanket contractual coverage for the operation of the program under the Agreement in the amount of $2,000,000 combined single limit for bodily injury and property damage, including XCU coverage. The Town must be listed as additional insured. (c) Automobile liability insurance coverage for all owned, leased, or non - owned vehicles in the amount of $2,000,000 per occurrence. The insurance shall include coverage for bodily injury and property damage. The Town must be listed as additional insured. (d) Excess liability coverage in the amount of $2,000,000.00. 4
