Resolution Authorizing the Purchase of an Automated External Defibrillator (AED) for
Robinson Lane Park
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the
3127/2006.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilwoman McCarthy and seconded by
Councilman Valdati.
WHEREAS, Joseph Kovalsky, Emergency Services Coordinator for the Town of
Wappinger, has recommended in his letter of March 12, 2006, a copy of which is attached
hereto, that the Town of Wappinger purchase an Automated External Defibrillator (AED) for
Robinson Lane Park, and
WHEREAS, Cardiac Science, Incorporated has an Automated External Defibrillator
with a protective case, ready kit, pediatric pads for a child, and extra set of adult pads for the cost
of One Thousand Four Hundred Fifty dollars and 00/100 ($1450.00), and
NOW, THEREFORE, BE IT RESOLVED, as follows:
The recitations above set forth are incorporated in this Resolution as if fully set forth
and adopted herein.
2. Payment is approved in the amount of One Thousand Four Hundred Fifty dollars and
001100 ($1450.00) to Cardiac Science, Incorporated 3303 Monte Villa Parkway

This report will cover TransCare's activity for the month of Febuary. TransCare
responded to 116 calls for assistance during the month of Febuary. Three of those calls
went over 9 mininutes. There average response time to arrive on the scene was 5:01. This
is still well below nine minutes. There were five calls for mutual aid, this is not really
excesive and I countine to monitor this. There were no request for mutual aide to
respond into the Town.
On 2125106 at 00:50 hours TransCarc and New Hackensack were dispatched for
an auto accident on All Angles Hill rd. This involved a vehicle that rolled over several
times before snapping a telephone pole and droping high voltage wires across the road.
The passenger had serious facial and head injuries. The ambulance arrived on the scene in
less than four miniutes. The crew quickly called for a helicopter and a second unit. They
were unable to get the patient to the ambulance because of the wires. As crews were
dealing with two patients and a landing zone for the helicopter they were dispatched for a
house fire off of Old Hopewell rd.Thankfuly it turned out to be unfouded' but the calls
were covered because TransCare back filled the town.
Earlier this month TransCare responded to two calls were quick response
times and life saving actions resulted in saving someones life. The first occurred at
Wappingers JR High. I do not have all the facts yet to report. I do know that the person is
recovering in the hospital. From what I have been told Mrs McCarthy started the chaff of
survival by starting CPR.1 look forward to getting all the facts and reporting on this next
month. The second call happened in the New Hackensack fire district. Apparently a
patient was having trouble breathing and had to be intibated.
One last item. Again I would like to mention the AED for robinson lane. As the
Town Board goes through it's process to approve or disapprove this item, I would like to
add my two cents. This piece of equipment will make the diffrence between life and
death. We have already seen a big increase in survival and positive outcomes in calls
because of decreased response times. Thanks to you our system works, it is the best in the
County. This will be an added tool, and I think only one other muncipalty has this. I think
we should try to countine to set the stadard. If you need any further information on this I
will be more than happy to answer any questions.

There were three mutual aide calls for the month- One was to LaGrange to assist at an
auto accident, one to the village and one to the city of Poughkeepsie. TransCare had to
calls that resulted in lfe saving actions. Those two calls will be further documented in
next weeks report.
