Discussions 1. Senior Garden Club COMMENTS - Current Meeting: Grace Martin and Nancy addressed the board with regards to the Senior Garden Club. The presentation is attached below. 2. Tax Assessment Slides COMMENTS - Current Meeting: Assessor Harkins appeared before the board to explain the town's assessment process. He explained the increasing value in selling prices of homes. He displayed a chart showing the average selling price over a 16 year period. He pointed out that the town is within the allowable band of 95% to 105%. We are approaching the 95% level overall with a mix of rates. 3. Earth Day Planning Joe Cavacinni informed the board on Earth day activities on Saturday at April 23rd at 10AM. Motion To: Pricing for the Rockingham Park Project COMMENTS - Current Meeting: Steve Frazier explained the cost to be $16,000 for the work at Rockingham Park. The board a moved to spend $20,000 of the $750,000 bond approved last year for the work at that park. No other documents were given to the Town Clerk for filing is these minutes. The board moved to Pave the Road described by Steve Frazier for not more than $160,000 out of the B Fund balance. No documents were given to the Town Clerk for filing is these minutes. Solar Panels - Myers Corners Road COMMENTS - Current Meeting: Ian Ward and Sam Bailey from Lightstar Solar introduced the board to Agrivoltaics. They plan to put up solar panels and a farm on 169 Myers Corners Road, right beside the Laerdahl location on Myers Corners Road. Sean Thompson introduced himself as the owner. He explained they would have 95% to 100% crop. VI. Resolutions RESOLUTION: 2022-64 Resolution Establishing Receiver Of Taxes And Assessments As Head Of Water And Sewer Department WHEREAS, New York Town Law §37(1) designates the receiver of taxes and assessments to receive and collect all state, county, town and school taxes, and all assessments that may be levied or assessed in the town, and all fees thereon prescribed by law, including all other moneys provided by law to be paid to the town tax collector or school district collectors; and WHEREAS, pursuant to Town Law §20(4), the Town Board may assign additional duties to the Receiver of Taxes and Assessments by resolution; and WHEREAS, in the Town of Wappinger, the Receiver of Taxes and Assessments is appointed for a term of four years and is an exempt civil service position under the Rules of Dutchess County Human Resources; and WHEREAS, as the Receiver of Taxes and Assessments receives water and sewer bills as part of her statutory duties, the Town Board believes that it is in the best interest of the Town to also assign the duties of the head of the Water & Sewer Department to the Receiver of Taxes and Assessments; and WHEREAS, the Town Board has determined that the salary for the Receiver of Taxes and Assessments shall be increased to reflect the additional duties; NOW, THEREFORE, BE IT RESOLVED, that: 1. The Town Board hereby directs the Receiver of Taxes and Assessments to serve as head of the Water & Sewer Department and to exercise the following additional duties of that position: a. Establishes policies and procedures for the operation of the water and sewer department in consultation with the Town Board. Advises the Town Board on budgetary requirements and monitors revenues and expenses for water and sewer systems. d. Makes recommendations on water & sewer rates to the Town Board in e. Administers billing and record keeping procedures; f. Establishes procedures for the assignment of personnel and the maintenance of personnel records including time sheets and payrolls; g. Assists with administration of meter replacement programs. h. Establishes and maintains procedures for accurate inventory records; i. Performs other supervisory and administrative duties normally associated with department heads; 2. The employees in the Water & Sewer Department shall report to, be managed by, and be supervised by the Receiver of Taxes; 3. The salary of the Receiver of Taxes for fiscal year 2022 shall be increased by $3,000 per annum, prorated to 42 weeks of 2022 which is $2,423.08; 4. Such increase being paid from the Unallocated Fund Balance of the United Wappinger Water District and the Unallocated Fund Balance United Wappinger Sewer District in proportion to total revenues derived from each district and the Comptroller is directed to establish new budget lines for these expenditures; 5. This resolution shall take effect immediately and shall remain in effect until further resolution of the Town Board. RESOLUTION: 2022-69 Resolution Authorizing Water Tenancy Agreement For 341 All Angels Hill Road WHEREAS, 341 All Angels Hill Road is supplied with water from a well that has contaminants and is not potable; and WHEREAS, the Owners have requested to enter into a tenancy agreement for the supply of water Hill Road until such time as the United Wappinger Water District is extended to include their property; and WHEREAS, the connection of the Property to the UWWD water main located in a Town Easement a Type II action under the State Environmental Quality Review Act (SEQRA) pursuant to 6 NYCRR 617.5(c)(11); and WHEREAS, the Attorneys to the Town drafted a Water Tenancy Agreement to supply water to the property; NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby finds and determines that: 1) The Project is a Type II action under the State Environmental Quality Review Act (SEQRA) pursuant to 6 NYCRR 617.5(c)(11). The Town Board hereby appoints Donna Lenhart to the full-time civil service title Recreation Assistant, effective March ___, 2022. 2. The appointment is subject to the approval of the Dutchess County Department of Human Resources and is further subject to Civil Service Law and the Rules of New York State and the Dutchess County Department of Human Resources. 3. Resolutions RESOLUTION: 2022-64 Resolution Establishing Receiver Of Taxes And Assessments As Head Of Water And Sewer Department WHEREAS, New York Town Law §37(1) designates the receiver of taxes and assessments to receive and collect all state, county, town and school taxes, and all assessments that may be levied or assessed in the town, and all fees thereon prescribed by law, including all other moneys provided by law to be paid to the town tax collector or school district collectors; and WHEREAS, pursuant to Town Law §20(4), the Town Board may assign additional duties to the Receiver of Taxes and Assessments by resolution; and WHEREAS, in the Town of Wappinger, the Receiver of Taxes and Assessments is appointed for a term of four years and is an exempt civil service position under the Rules of Dutchess County Human Resources; and WHEREAS, as the Receiver of Taxes and Assessments receives water and sewer bills as part of her statutory duties, the Town Board believes that it is in the best interest of the Town to also assign the duties of the head of the Water & Sewer Department to the Receiver of Taxes and Assessments; and WHEREAS, the Town Board has determined that the salary for the Receiver of Taxes and Assessments shall be increased to reflect the additional duties; NOW, THEREFORE, BE IT RESOLVED, that: 1. The Town Board hereby directs the Receiver of Taxes and Assessments to serve as head of the Water & Sewer Department and to exercise the following additional duties of that position: a. Establishes policies and procedures for the operation of the water and sewer department in consultation with the Town Board. Establishes and maintains procedures for accurate inventory records; i. Performs other supervisory and administrative duties normally associated with department heads; 2. The employees in the Water & Sewer Department shall report to, be managed by, and be supervised by the Receiver of Taxes; 3. The salary of the Receiver of Taxes for fiscal year 2022 shall be increased by $3,000 per annum, prorated to 42 weeks of 2022 which is $2,423.08; 4. Such increase being paid from the Unallocated Fund Balance of the United Wappinger Water District and the Unallocated Fund Balance United Wappinger Sewer District in proportion to total revenues derived from each district and the Comptroller is directed to establish new budget lines for these expenditures; 5. The Town Board hereby directs the Receiver of Taxes and Assessments to serve as head of the Water & Sewer Department and to exercise the following additional duties of that position: a. Establishes policies and procedures for the operation of the water and sewer department in consultation with the Town Board. b. Regularly reports to the Town Board on water and sewer issues. c. Advises the Town Board on budgetary requirements and monitors revenues and expenses for water and sewer systems. d. Makes recommendations on water& sewer rates to the Town Board in conjunction with the Town's Water System Operator and Comptroller. e. Administers billing and record keeping procedures; f. Establishes procedures for the assignment of personnel and the maintenance of personnel records including time sheets and payrolls; g. Assists with administration of meter replacement programs. h. Establishes and maintains procedures for accurate inventory records; i. Performs other supervisory and administrative duties normally associated with department heads; 2. The employees in the Water & Sewer Department shall report to, be managed by, and be supervised by the Receiver of Taxes; 3.
