Dutchess County Housing Study-Anne Saylor Anne Saylor from Dutchess County Housing appeared to present the recent Housing Study. Her presentation is attached to the back pages of these minutes. 4. Q&A Councilman Casella asked what type of housing would constitute the 10 units per year that the Town of Wappinger Page I Printed 7/1/2022 Regular Meeting Minutes June 27, 2022 study recommended for Wappinger. Ms. Saylor replied that it would be for those where vouchers are issued. Councilman Beale asked if there is a definition for affordable. Ms. Saylor identified it as those people who can only afford up to 30% of their income for housing. Councilman Bettina pointed out that she has seen many apartment complexes that started out nice but went downhill. Councilman Casella pointed out that not all of the rental complexes were included in the study. Ms. Saylor responded that only those that answered a survey without researching the actual housing that the town has. 5. Habitat for Humanity-Maureen Maureen presented to the town to redefine affordable housing. She explained the cascading effect of home ownership and the need for all levels of housing. She explained the concept of restore where her organization helps individuals to restore their houses and groups that build neighborhoods. She invited the town board to visit her operation at 1822 South Road or the Nine Mall. They have repair programs and help for seniors who cannot work on their property anymore or those in need of a ramp. Her presentation is attached to the back of these minutes. 6. Q&A Councilman Casella asked about how the process for donations of property works. Habitat International will come to the town attorney to come up with a process. She explained how her organization visits transfer stations and picks up items that are still usable. IV. Public Hearings Resolution Introducing Local Law Of 2022 Which Would Amend Chapter 240, Zoning, Of The Town Code With Respect To The Shopping Center District And Large-Scale Mixed- Use The Public Hearing was opened by Councilman Beale and Seconded by Councilwoman Bettina. Council member Bettina asked that the currently allowed upscale apartments and questioned the need for excessive Large Scale housing. Councilman Phillips suggested a workshop. Supervisor Thurston said, "I'm not sure if timing allows. They have some urgency in getting this addressed." Councilman Casella said that he would like to see exactly what they are going to do on the six different lots with specifics not just a blank check to allow residents to come in and have their say. Supervisor Thurston said they have been very clear that the Large Scale apartments are necessary to attract undefined qualified occupants and it is necessary "to save a parking lot that could go under any day." He asked for the names of the potential occupants to come into the vacant stores that Mr. Alexander said, at the prior meeting, were not disclosed to the town board because they would be undesirable. Supervisor Thurston said they don't want to put the 'Box' store type that had already been there. Planner Malcolm Simpson estimated the rent to be $2,000 per month and would not be low-income housing. Councilman Phipps said that every meeting the story has changes. He added the Easdale concept village originally suggested is no longer on the table. He asked for a commitment not a wish list. Planner Simpson said that there would be small retails stores at the existing building. Councilman Beale had concerns about a potential secondary access point to Hopewell Road. Mr. Alexander disclosed that Diamond bought the property at foreclosure. Councilwoman Bettina said she needed to know what they are going to put in there. Neil Alexander appeared to say that he is running out of time due to the increasing rising financing interest rates. Councilman Casella repeated that what are the uses that they have turned away. Mr. Alexander replied tattoo parlors and homeless shelters. A general discussion continued which can be viewed on the town's website video. Marcy Wagman appeared asking questions about the effects on the other two shopping centers, i.e. De Garmo Hills Plaza and the Hannafords Shopping center. She also asked about the division of financing. Resolutions RESOLUTION: 2022-103 Resolution Approving Contract For Repairs For Town Hall Generator WHEREAS, the Supervisor of Buildings has advised that the Generator at Town Hall requires repair; and WHEREAS, the Supervisor of Buildings and Grounds has obtained a quote from Power Generator to make the necessary repairs from R Costa Electric Inc; and WHEREAS,in sufficient funds are in budget line A.1620.453 HVAC Maintenance and a budget transfer is required for the necessary repair; WHEREAS, the Supervisor of Buildings and Grounds has reviewed the contract and agrees that it is appropriate for the Town to enter into a contract as outlined in the quote; NOW,THEREFORE, BE IT RESOLVED, that: 1. Joseph Cavaccini was present as a L representative of the Town and guided us on our walkthrough. We were .0 advised that continued concerns have been raised regarding the structural integrity of the building in its current state. The building has been unoccupiable for some time primarily due to a Y significant water infiltration issue at the roof.We were advised that there were some areas of collapsed wood floors. We were also informed that some temporary shoring measures had been performed at the upper level of the building to support the roof framing. A short-term roof covering has been installed on the building to limit water intrusion into the roof structure. j o We performed a walkthrough of the structure, beginning in the basement and continued up to the third-floor level.The building is comprised of multi-wythe 'a brick exterior bearing walls, and there are several masonry walls in the E basement for believed support of the interior bearing walls of the structure. o The elevated floors and roof structure are wood framed with sawn dimensional lumber. The roof and floor sheathing observed appeared to be tongue and groove joined boards. There was an area of foundation wall on the west side of the building where the foundation wall hasartiall collapsed into the basement. The area p Y p immediately outside this wall appeared to have been the location of an Packet,Pg.40 '11,3 Carnwath Manor Structural Walkthrough exterior porch.There is a depressed grade area adjacent to the outside of this foundation wall that appears to be allowing water to collect next to the wall. The repeated freezing-thawing of the grade immediately outside the wall has likely caused the isolated wall failure. Isolated areas of the first floor and second floor wood joist framing have collapsed onto the floors below. The collapsed framing does not appear to have compromised the interior bearing walls, however our walkthrough was limited to what was visible on the wall surfaces. Portions of the existing plaster = ceiling had been removed for a previous inspection which allowed us to view ° the conditions where the floor and roof framing connected to and was supported by the exterior walls.There are many locations showing past water infiltration damage and rot. We also noted that some selective reframing of E floor structure has been done in the past on this building.That work appeared U to be in good condition. ° It is CPL'S opinion that the structure is generally stable. However, there are U L some conditions that should be addressed in order to limit the amount of further degradation of the structure. The localized foundation failure on the CO west side of the building should be reconstructed where it has collapsed. Left in its current state,it will likely lead to a structural failure in the brickwall above it.The exterior grade atthis location should be raised to directwater awayfrom Y the basement wall. The temporary roof on the building is currently limiting the amount of water infiltration. However, a permanent roof should be installed on the building to prevent the further deterioration of the interior wood framing. The rotted board sheathing should be removed and replaced. Areas with rotted roof o framing members (rafters and joists) should also be reframed to re-stablish competent bearing on the walls. E E Some isolate areas of the existing exterior brick walls have started to ° U deteriorate, likely due to freeze-thaw activity at water infiltration conditions. Selective reconstruction of these areas should be addressed in conjunction with the roof framing repairs. The areas where the partial collapse of floor framing has occurred is of secondary concern. The collapse does not appear to have compromised the existing bearing walls.The re-framing of these floor areas should be prioritized Packet Pg.41 '11,3 Carnwath Manor Structural Walkthrough lower than the repair of the foundation and roof conditions.The reframing of these floor areas should be addressed after the roof framing and roofing issues have been corrected. We also observed that repointing of the exterior mortar between the bricks is needed.The outermost portions of the mortar have weathered excessively and have become soft and can be easily raked out with a screwdriver. This review was specifically to offer a broad based opinion on the structural = integrity of the building.
