Ninham Statue/Base and Fundraising -Phillips Councilman Phillips asked for an update on the fund raising for the statue. Councilman Casella Town of Wappinger Page 2 Printed 8/30/2022 Regular Meeting Minutes August 22, 2022 noted that contrary to what we were told that the invoice did not include the base and a contract was to be prepared before the deposit was paid. Councilwoman Bettina said that documentation was to be prepared but we received nothing. Attorney Horan said that he has not seen anything on this. Supervisor Thurston said there is a one page document and asked the attorney to find it. Councilman Beale said that there is a 45-60 day timeline and suggested a committee on this. Councilman Casella asked if we are committed. Supervisor Thurston said that the deposit it was paid. Councilman Casella said it was not paid based on a discussion with the comptroller. 2. Status Report on Municipal Water - Thurston Mike Tremper of CAMO reported that daily flows were 900K gallons per day in January. In July they were 1.35 million gallons per day. In August we are averaging 1.5 million gallons per day. He added that our tanks are full and the wells are holding their own and we have 4 feet of water over the intakes of the wells. He said that it's probably a good time to put a voluntary water ban for the UWWD. 3. LightStar Solar Farm proposal. - Thurston John Capello appeared on behalf of the applicant for a zoning change at 189 Myers Corners Road and the solar farm planned there adjacent to Myers Corners Road and the Meadowbrook Farm. Councilman Casella asked about disposal and battery storage. Mr. Capello explained they have a decommissioning plan when the time comes. Councilwoman Bettina asked how it would benefit a Town of Wappinger resident. Mr. Capello pointed out that the energy will go right into the grid and would not benefit a town of Wappinger resident. He added that there are Community Solar companies available to all eight counties who are serviced by Central Hudson. Attorney Horan explained that Central Hudson customers can contract with the Community Solar Community to either buy or lease a portion of the all the solar panels in the Central Hudson array and they typically receive an electric bill credit for electricity generated by their share of the entire Central Hudson community. 4. Motion To: Purchase Building and Grounds vehicle replacement for $35,849 From A-Fund Steve Frazier passed out the following quotes for the vehicle that he intended to replace. Grant updates and need for special Board Meeting on September 6th - Thurston Tim Moot explained the process, i.e. grant for water and then sewer. He suggested a board meeting on September 6, 2022. 6. Town Record Keeping: Record Keeping by ZBA, Planning Board,Assessment Appels Board,Authorizing an Official Map of the Town of Wappinger, Maintaining an Ordinance Book - Thurston Attorney Horan explained how the Town Clerk has the minutes and agendas posted on the Minute Trac System and recorded in the Laserfische system since 2006. Additionally the Town Code being codified in the eCode system. There is a requirement that resolutions be filed with Town of Wappinger Page 4 Printed 813012022 Regular Meeting Minutes August 22, 2022 the Town Clerk but not the minutes. The Town Clerk added that the planning and Zoning board could contract for their own systems but the data must be mutually exclusive. An official map was discussed. RESOLUTION: 2022-129 Proclaiming August 21st through August 27th, 2022 Older Americans Week in the Town of Wappinger Whereas, in the Town of Wappinger we honor our Town's seniors and the tremendous impact they have made in helping to make Wappinger a better place in which to live; and Whereas, Older Americans have contributed their time, energy, lives and wisdom to make Wappinger stronger, more informed, and better connected; and Whereas, during the pandemic, many of our seniors came out of retirement to serve Wappinger in health care and education roles, filling job vacancies in critical shortage areas; and Whereas,we celebrate their achievements and commit to providing our elders with the support and services they need to thrive and age with dignity; and Whereas, Our senior club has over 100 active members; and Whereas, these senior center members have contributed their time and energy to beautify the grounds of Town Hall,volunteer at Town Events, and have worked to support each other through their kindness and friendship; and Whereas,The Town Board is committed to supporting community-wide services for all older residents, encouraging all Town residents to demonstrate compassion,highlighting how important senior services are and supporting resources that enrich the lives of Wappinger's elderly population. RESOLUTION: 2022-128 Resolution Introducing Proposed Local Law 6 Entitled "A Local Law Amending The Town's Zoning Map For The Purpose Of Rezoning A Property From The R-40 To The R- 80 Zoning District" WHEREAS, the Town Board is considering the petition of a resident at 189 Myers Corners Road to rezone the property from the R-40 Zoning District to the R-80 Zoning District to permit the development of a solar farm to supplement the farming activities on the property; and Town of Wappinger Page 9 Printed 8/30/2022 Regular Meeting Minutes August 22, 2022 WHEREAS, the proposed zoning change would extend the R-80 Zoning District which currently exists on the Cranberry Hills property that abuts the subject property to the northeast; and WHEREAS, the Town Board has determined that the proposed adoption of the aforementioned Local Law is a Type I action pursuant to 6 NYCRR § 617.4(b)(3) and the Town Board intends to serve as lead agency; NOW, THEREFORE, BE IT RESOLVED: 1.
