Town Assessor's Report - Thurston, Harkins Assessor Harkins gave his assessors report. He handed out a document to the board but did not give a copy to the Town Clerk for publishing in these minutes. Details can be gleaned from the Video on the town's website. He showed assessed value changes and grievances filed. He showed a slide showing an increase of 10.15%. He pointed out that while assessments went up the school tax rate decreased from $16.57885 per thousand of assessment to $14.85475 per thousand of assessment. Councilman Beale pointed out that this decrease was a result of the school district subsidy by the government for COVID. Beacon also had a tax rate decrease. Councilman Beale asked about the base proportions. He handed out a county wide equalization rate sheet to the board but did not record it in these minutes. 2. Veteran's Update - Thurston, Hathorn Kevin Hathorn addressed the board. He presented a document but did not give a copy to the Town Clerk for reporting in these minutes. 3. Engineering Project Update - Thurston, Moot Engineer Moot gave a quick rundown on projects throughout the town. He cited grants that are about to expire. 4. Motion To: Purchase Proposed Van for $33,299 out of the A-Fund- Thurston, Frazier Steve Frazier spoke of the need to replace a vehicles. He proposed a small compact van at a cost of$33,299. The board moved to buy the van at$33,299 out of the A-Fund balance. Resolutions RESOLUTION: 2022-123 Resolution Authorizing Contract To Pressure Wash Courts WHEREAS, algae and other organic materials have grown on the court surfaces at Martz field and need to be removed; and WHEREAS, the Supervisor has solicited bids to do the work and Cappco Enterprises Inc. is the sole bidder and is qualified to do the work; NOW,THEREFORE, BE IT RESOLVED, as follows: 1. The Town of Wappinger hereby agrees to the attached proposal from Cappco Enterprises Inc. in the amount of$9,946.75 in accordance with the attached proposal. The simple goal is to learn how to help those around us and how to talk about suicide without increasing the risk of harm; and WHEREAS; Suicidal thoughts can affect anyone regardless of age, gender, race, orientation, income level, religion, or background; and WHEREAS; According to the CDC, each year more than 41,000 people die by suicide; and WHEREAS; Suicide is the 10th leading cause of death among adults in the US, and the 2nd leading cause of death among people aged 10-24; and WHEREAS; Town of Wappinger, NY is no different than any other community in the country, but chooses to publicly state and place our full support behind local educators, mental health professionals, athletic coaches,pack leaders,police officers, and parents, as partners in supporting our community in simply being available to one another; and WHEREAS; local organizations like Suicide Prevention Services (SPS) and national organizations like the National Alliance on Mental Illness (NAMI) are on the front lines of a battle that many still refuse to discuss in public, as suicide and mental illness remain too taboo a topic to speak on; and WHEREAS, every member of our community should understand that throughout life's struggles we all need the occasional reminder that we are all silently fighting our own battles; and WHEREAS, I encourage all residents to take the time to inquire as to the wellbeing of their family, friends, and neighbors over the next few days and to genuinely convey their appreciation for their existence by any gesture they deem appropriate. A simple phone call, message, handshake, or hug can go a long way towards helping someone realize that suicide is not the answer. NOW, THEREFORE, be it resolved that we, Supervisor Richard L. Thurston and the Wappinger Town Board, do hereby proclaim the month of September 2022, as National Suicide Prevention Awareness Month in the Town of Wappinger, NY.
