COMMENTS - Current Meeting:
Former Supervisor Joseph Ruggiero spoke to inform the board on the history of Carnwath
Farms. He explained the purchase and plan for the park at that time. He explained that an
invested is willing to repair our mansion in the amount of $5 million dollars or more and also pay
us $120,000 per year for 25 years with an increase thereafter per year. Finish the job we all
started.
Marcy Wagman appeared to show her support for the Carnwath lease; and, suggested a scoping
session which the board agreed with.
Daralyn Brennen appeared to show her support for the property and the 1proposed lease. She
also supported the protection for the Hazardous water source.

Resolution Adopting Certificate Of Base Percentages, Current Percentages, Current Base
Proportions And Certificate Of Adjusted Base Proportions From The New York State
Office Of Real Property Services
WHEREAS, the Town CAP Assessor has prepared a Certificate of Base Percentages,
Current Percentages, Current Base Proportions and Certificate of Adjusted Base Proportions for
the 2024 Assessment Roll for submission to the New York State Office of Real Property
Services (hereinafter "Certificate"); and

WHEREAS, the Town CAP Assessor has attested to the accuracy of the aforementioned
Certificate which has been prepared pursuant to RPTL Article 19 and shall be used for the levy
of taxes on the 2024 Assessment Roll, a copy of said Certificate is attached hereto.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town of Wappinger hereby accepts and adopts the base percentages, current
percentages and current base proportions as set forth in the Certificate, a copy of which is
attached hereto and has been provided to the Town Board in support of this Resolution.
3. Joseph P. Paoloni, Town Clerk, is hereby authorized to certify that the Town
Board adopted the base percentages, current percentages and current base proportions as set forth
in the Certificate of Adjusted Base Proportions for the levy of taxes based on the 2025
Assessment Roll.

RESOLUTION: 2024-182
No Parking Resolution
WHEREAS, the Town of Wappinger has scheduled the CARNI'FALL' COMMUNITY DAY WEEKEND to
take place at Schlathaus Park on October 11, 2024, through October 14, 2024; and
WHEREAS, Old Myers Corners Road is a town highway that abuts Schlathaus Park and is not
sufficiently wide to permit parking on both sides of the road and an unobstructed flow of traffic; and
WHEREAS, the Town Board has determined that the health and safety of event attendees and local
residents is best served by temporarily restricting parking on the west side of Old Myers Corners
Road during the event as well as a day before and after the event;
NOW THEREFORE, BE IT ORDERED that:
1) Parking is temporarily prohibited at all times on the west side of Old Myers Corners Road along
its entire length beginning at 8:00 a.m. on October 10, 2024, and ending on October 15, 2024, at
6:00 p.m.
2) The Town Board hereby directs the Highway Superintendent to erect Temporary No Parking Signs
on the west side of Old Myers Corners Road and such signs shall be formatted and spaced as
required by the New York State Manual on Uniform Traffic Control Devices.
3) The Town Board hereby authorizes that vehicles that violate this order may be towed away in the
discretion of the police agency on the scene in accordance with the provisions of §230-32(A)(4) of
the Town of Wappinger Code.
4) Violations of this order shall punishable by a fine set forth in Chapter 122, Article V, §122-20 EE

RESOLUTION: 2024-158
A Local Law No. 3 Of 2024 Which Would Amend Chapters 85, 213, 214, and 240 Of the
Town Code With Respect To A Variety Of Definitions, and Zoning Codes Regarding
Businesses, and Planning
WHEREAS, the Town Board is considering the adoption of Local Law No. 3 of 2024 which
would Chapters 85, 213, 214, and 240, of the Town Code With Respect To A Variety Of Definitions,
and Zoning Codes Regarding Businesses, and Planning; and
WHEREAS, a Public Hearing on the proposed Local Law was duly advertised in the
Southern Dutchess News and the Poughkeepsie Journal as required by law; and
WHEREAS, a Public Hearing was held on August 19, 2024 and all parties in attendance
were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law or
any part thereof; and
WHEREAS, for the purposes of the New York State Environmental Quality Review Act
(SEQRA), the Proposed Action is the amendment of Chapters 85, 213, 214, and 240, of the Town
Code With Respect To A Variety Of Definitions, and Zoning Codes Regarding Businesses, and
Planning; and
WHEREAS, the Town Board has determined that the Proposed Action is an action for which
there are no other Involved Agencies and that the Town Board is therefore, by default, the Lead
Agency for this action; and
WHEREAS, the Town Board referred the proposed Local Law to the Town Planning Board
for its advisory opinion; and
WHEREAS, as in accordance with Section 239 of the New York State General Municipal
Law, the Town Board referred the proposed Local Law to the Dutchess County Department of
Planning and Development (DCDPD) for its advisory opinion; and
WHEREAS, in response to said referral the DCDPD responded and stated whose
comments were duly added; and
WHEREAS, the Town Board has given due consideration to the comments of the Town
Planning Board and the DCDPD; and
WHEREAS, said Local Law has been on the desks of the members of the Town Board of
the Town of Wappinger for at least ten (10) days prior to the adoption of this resolution.

NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS:
The Town Board hereby adopts and incorporates the recitations and statements set forth
above as if fully set forth and resolved herein.
2. The Town Board, after due deliberation, finds that it is in the best interest of the Town to
adopt said Local Law, and the Town Board hereby adopts Local Law No.3 of 2024, a copy of
which is attached hereto and made a part of this Resolution; except as specifically modified
by the amendments contained therein, the Town Code, as originally adopted and amended
from time to time thereafter, is to remain in full force and effect.
3. The Town Clerk is directed to enter said Local Law in the minutes of this meeting into the
Local Law book for the Town of Wappinger and to give due notice of the adoption of said Local
Law to the Secretary of State of New York.

RESOLUTION: 2024-173
Resolution Authorizing The Lease Of The Carnwath Manor And Portion Of The
Carnwath Chapel
WHEREAS, the Town of Wappinger owns 99.5 acres of real property on Wheeler Hill Road known as
Carnwath Farms Historic Site & Park (Carnwath Farms); and
WHEREAS, the Town prepared a comprehensive master plan for the development of Carnwath
Farms; and
WHEREAS, the Carnwath Farms Master Plan was adopted bythe Town Board on October 15, 2007,
and calls for the adaptive reuse of the Carnwath Farms property including a boutique hotel,
restaurants, event spaces, cultural spaces, museums, and other related activities through public-
private partnerships; and
WHEREAS, Carnwath Farms contains a number of buildings, including an 1850 pre -restoration
Victorian era 3 story Italianate former residence known as the "Carnwath Manor" and a 1950 two
story former Chapel; and
WHEREAS, the Carnwath Manor has entered into a state of disrepair following early investments
made by the Town as costs are far too high for the Town to consider as the structure serves no
governmental, quasi -governmental, non-profit, and charitable purposes; and

WHEREAS, the Carnwath Manor is no longer a functioning building and has long sat vacant for over
two decades and has fallen into a state of disrepair and is otherwise suitable for use by a third -party
public-private partnership as called for in the adopted Carnwath Farms Master Plan; and
WHEREAS, the Chapel is no longer a functioning building and is vacant with no present
governmental purposes and is otherwise suitable for use by a third -party public-private partnership
as called for in the adopted Carnwath Farms Master Plan; and
WHEREAS, Carnwath Farms Lane LLC, has requested permission from the Town Board to
lease the Carnwath Manor and a portion of the Chapel for the purposes of operating a boutique
style hotel, cafe, and event space; and
WHEREAS, the Town Board hereby determines that the proposal to lease the Carnwath
Manor and a portion of the Chapel for the purposes of operating a boutique style hotel, cafe, and
event space at Carnwath Farms is consistent with the uses and objectives outlined in the adopted
comprehensive master plan for Carnwath Farms and that the lease the Carnwath Manor and a
portion of the Chapel to be occupied by Carnwath Farms LLC is not otherwise needed for other
governmental purposes of the Town; and
WHEREAS, the TENANT may upon written request of the LANDLORD, rent and utilize the
public retained spaces of Carnwath Farms Historic Site & Park separate from the portion of
Carnwath Farms Historic Site & Park for additional fees that are outlined in this agreement; and
WHEREAS, the LANDLORD has agreed to lease the Carnwath Manor and a portion of the
Chapel for the purposes of operating a boutique style hotel, cafe, and event space to the TENANT in
accordance with the terms set forth herein.
NOW, THEREFORE, the Town Board of the Town of Wappinger does hereby approve and that
Town Supervisor Joseph D. Cavaccini is hereby authorized and directed to execute the above-
described agreement in the form annexed hereto with such changes as the Town Supervisor may
deem advisable in consultation with the Town Attorney."

WHEREAS, the Town Board has determined that the Proposed Action is a Type I action

Clerk is hereby directed to post the notice of the Public Hearing in the form annexed hereto
and to publish same in the Southern Dutchess News and the Poughkeepsie Journal not
less than ten (10) days prior to said Public Hearing date.
4. The Town Board hereby directs the Town Clerk to act as follows with respect to the proposed
Local Law:
a. To serve a copy of this resolution, the annexed proposed Local Law, and the public
hearing notice to the municipal clerk of each abutting municipality not less than ten
(10) days prior to said public hearing;
b. To serve a copy of this resolution, the annexed proposed Local Law, and the public
hearing notice to the Dutchess County Department of Planning and Development for
advisory review in accordance with Section 239 of the New York State General
Municipal Law; and
C. To distribute a copy of this resolution, the annexed proposed Local Law, and the public
hearing notice to the Town of Wappinger Planning Board for its review and recommendation prior to
said public hearing.

RESOLUTION: 2024-185
Resolution Authorizing The Transfer Of Funds In The Wildwood Sewer District
WHEREAS, Town Supervisor Joseph D. Cavaccini and Town Comptroller Jessica Servidio
have identified a shortfall of readily available funds that was not accounted for by the previous
administration in the Wildwood Sewer District Fund to pay for the full amount of an anticipated
principal and interest payment due in October 2024 for a Bond Anticipation Note (BAN) totaling
One Million Dollars ($1,000,000.00), and

WHEREAS, to pay the BAN principal and interest payment due in October 2024 the Town
Comptroller has recommended the following transfer of funds:

Wildwood Sewer District Principal - 9730.0600 $40,000.00
Wildwood Sewer District Interest - 9730.0700 $47,368.06
NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby authorizes the Town
Comptroller to transfer funds in the amount of Eighty Two Thousand Eight Hundred Eighty
Eight Dollars and Six Cents ($82,888.06) from the Wildwood Sewer District Fund Balance to the
Wildwood Sewer District Principal and Wildwood Sewer District Interest lines in accordance
with this resolution.
