Resolution Approving Collective Bargaining Agreements With CSEA Local 1000 AFSCME

At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on
September 9, 2024.
The meeting was called to order by Joseph D. Cavaccini, Town Supervisor, and upon roll
being called, the following was recorded:

The following Resolution was introduced by Casella and seconded by Councilman
Phillips.
WHEREAS, the Town of Wappinger ("Town") and CSEA Local 1000 AFSCME AFL-CIO ("CSEA") are
parties to a Collective Bargaining Agreement ("CBA") for the term January 1, 2013 to December 31,
2015, which was extended by a Memorandum of Agreement(" MON') executed by the parties to the
CBA in November 2016, which 2016 MOA was replaced by a Revised Memorandum of Agreement
executed by the parties in January 2017, which was subsequentially replaced by a Memorandum of
Agreement executed by the parties for a term commencing January 1, 2018 and ending December
31, 2020, and
WHEREAS, the parties further agree to fix the term for the forthcoming CBA to take effect from
January 1, 2018 and to end on December 31, 2025, as well as to adopt a CBA to take effect from
January 1, 2016 and to end on December 31, 2017 that would comprise of the MOA that was
previously adopted and not ratified as a CBA, to reflect what was implemented previously, subject
to the consent of the Town Board and the membership of the Highway Department employees'
bargaining unit ("CBU"), and
WHEREAS, the MOA provides that it is subject to ratification by the Town Board and the CSEA, and
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The 2018-2025 Collective Bargaining Agreement between the Town and CSEA dated
September 9, 2024, is hereby ratified and approved, subject to the approval of the CSEA.
2. The 2016-2017 Collective Bargaining Agreement between the Town and CSEA dated
September 9, 2024, is hereby ratified and approved, subject to the approval of the CSEA.
3. Town Supervisor Joseph D. Cavaccini is hereby authorized and directed to execute the
2016-2017 CBA to take effect from January 1, 2016 and to end on December 31, 2017, and all its
documents in the form annexed hereto.
4. Town Supervisor Joseph D. Cavaccini is hereby authorized and directed to execute the
2018-2025 CBA to take effect from January 1, 2018 and to end on December 31, 2025, and all its
documents in the form annexed hereto.
S. The Town Board hereby approves the funding for such agreement and directs that
compensation be increased in accordance with the CBA and that payments for retroactive
compensation be made by the Town as soon as practicable after ratification by the CSEA.
6. The Town Board hereby directs the Town Comptroller Jessica Servidio or her designee to
calculate the increases in pay that are due in accordance with the CBA and provide a report to the
Town Board of the amounts due and paid. Transfer to be made from B balance to DB Payroll.
The foregoing was put to a vote which resulted as follows:
