COMMENTS - Current Meeting:
Grace Martin spoke on the recreation portion of the budget pointing out the decrease in the
senior center.
Supervisor Cavaccini explained that the historical budgets were consolidated for simplicity for
more general categories.

COMMENTS - Current Meeting:
Franca Petrillo commented on the New Live Performance Stage and ARP funds mentioning
safety and wide span use.
Ms. Cotler from 777 Wheeler Hill Road also agreed to the rebuilding of the stage. She suggested
that many comments on Carnwath and the Stage made by the board seem as if the board could
have asked many of their questions at the onset of the project not months later. Councilman
Casella stated that they had every intent to move forward on the Carnwath proposal.

In response, Councilwoman Bettina said that she wanted them to showcase the Carnwath
Proposal at a public meeting.
Darelyn Brennan from Carmel Height is also in favor of the New Stage and asked if the funds
were not used would they go back to the state. Mr. Cavaccini affirmed.

Comptroller gave the budget presentation.
Councilman Casella gave many edits to all three funds where Councilwoman Bettina and
Councilman Phillips generally agreed.
VII. Resolutions
RESOLUTION: 2024-207
Resolution Adopting Annual Budget For Fiscal Year 2025
WHEREAS, on October 28, 2024, the Town Board, pursuant to and in accordance with
the provisions of Section 106 of the Town Law and other applicable provisions of law, accepted
the Preliminary Budget, by Resolution No. 2023-141; and
WHEREAS, in accordance with Resolution No. 2023-141, a Public Hearing on the
Preliminary Budget was held on November 7, 2024 at 7:00 p.m. and all parties in attendance
were permitted an opportunity to speak on behalf or in opposition to the proposed Annual
Budget for the fiscal year 2024; and
WHEREAS, the Town Board has taken into consideration the comments made by the
public at the Public Hearing.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to and in accordance with the
provisions of Section 109 of the Town Law and other applicable provisions of law, the annexed
detailed statement of expenditures and revenues of the Town of Wappinger is hereby approved

and adopted as the Annual Budget of the Town of Wappinger for the fiscal year beginning
January 1, 2025; and
BE IT FURTHER RESOLVED, that the Town Clerk is hereby directed to enter the
Annual Budget adopted herein in the minutes of the Town Board; and
BE IT FURTHER RESOLVED, that the Town Board further directs that the amounts
identified in the Annual Budget adopted herein shall be appropriated.

Resolution To Designate A Portion Of The American Rescue Plan Funds And Authorize
Request For Proposals To Construct A New Live Performance Stage At Brexel-Schlathaus
Park
WHEREAS, on March 11, 2021 the American Rescue Plan Act (ABPA) was signed into law and
established funding which is intended to provide support to State, territorial, local and tribal
governments in response to the economic and public health impacts of COVID, and
WHEREAS, Town Supervisor Joseph D. Cavaccini and the Engineer to the Town have developed a
scope of work and request for proposals (RFP) to construct a new live performance stage at Brexel-
Schlathaus Park, and
NOW THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger authorizes the
Engineer to the Town and or his designee to seek requests for proposals to construct the new live
performance stage at Brexel-Schlathaus Park, and
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger
hereby authorizes a portion of the American Rescue Plan Act funds to be used as follows:

RESOLUTION: 2024-208
Resolution Ratifying Emergency Action To Remove Building At 148 All Angels Hill Road
WHEREAS, at approximately 9:30 am on November4, 2024, afire broke out in a residential
structure located at 148 All Angels Hill Road; and
WHEREAS, fire departments responded to the scene, but the building was on fire for six (6) minutes
prior to a complete structural collapse; and
WHEREAS, New Hackensack Fire Company Chief Ramond Valentin, Town Supervisor Joseph D.
Cavaccini, Third Ward Councilman Christopher Phillips, and the Superintendent of Town Highways
Michael J. Sheehan took action to remove the remnants of the unsafe structure; and
WHEREAS, X93-11 of the Town of Wappinger Code provides that the an unsafe building be
demolished where it "reasonably appears that there is present a clear and imminent danger to the
life, safety or health of any person or property;" and
WHEREAS, the owner of the building was notified of the imminent danger of the unsafe building and
the owner consented to the demolition of the unsafe structure; and
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The Town of Wappinger Town Board hereby ratifies and confirms the September 22, 2022,
Emergency Demolition Actions taken by the New Hackensack Fire Company Chief of Department,
Town Supervisor, Third Ward Councilman, and the Superintendent of Highways pursuant to X93-11
requiring the demolition of the unsafe building located at 148 All Angels Hill Road.
2. The Town Board hereby directs that all costs for removal of the unsafe structure be
recorded upon vouchers by the contractors and submitted to the Building Inspector for review and
approval.
3. The Town Clerk shall cause a copy of this resolution and the vouchers detailing the costs of
demolition and removal to be served upon the owner of the property pursuant to X93-7 of the Town
of Wappinger Code, unless the owner of the property waives such service in writing.
4. The Town Board hereby directs that should the costs incurred by the Town of Wappinger in
demolishing and removing the unsafe structure not be paid by the property owner or its insurance
carrier, said funds shall be paid from the Unallocated B Fund Balance.
5. Any charges not paid by the owner or its insurer may be assessed against the real property
located at 148 All Angels Hill Road (Tax Parcel ID 135689-6258-04-621394) and shall be levied and
collected in the same manner as provided in Article 15 of the Town Law for the levy and collection
of a special ad valorem levy as provided by X93-10 of the Town Code after notice to the owner and
an opportunity to be heard and further action of the Town Board.
