A. 2009 Budget Adoption
Supervisor Colsey opened the discussion. He noted that he had sent out items prior to the
weekend and that the Board has had time to look at them. He asked if the Board had any
questions regarding those items. Councilman Paoloni asked if there were any changes from the
I UI I version. Supervisor Colsey replied that there was a version delivered Thursday.
Councilwoman McCarthy disagreed. She claimed that she "Got nothing". She then said that she
got an Agenda, but no printed budget. The Town Clerk, Chris Masterson, informed her that he
did not receive a printed budget either and that he forwarded the Supervisor's e-mail with three
attachments to the Town Board. The Councilwoman then commented that she "got no amended
Budget". The Town Clerk informed her that he didn't get one either. Discussion followed.
Supervisor Colsey and Fredrick Awino, Town Accountant, then described the changes that have
been made since the last Meeting. Councilman Paoloni asked the Town Accountant what his
best estimate for end of '07 fund balance is. Mr. Awino answered that the combined fund
balance for the end of 2008 is approximately $810,000. Councilman Paoloni then asked what
the current revenues minus expenses totals are. Mr. Awino replied that, as of October, the A
fund net income is -$455,000. The $260,000 minus the $455,000 leaves -$195,000. In the B
Fund, the net income was -$212,000. That leaves $248,000 in the B fund. The Highway was -
$64,000, leaving $31,000. Added together, there is a fund balance of $84,000. Mr. Awino then

discussed projected revenues and expenditures. The projection for the A fund was to pull in
$620,000 and spend $614,000. Mr. Awino added that $55,000 needs to be added back to the A
fund that should have been charged to the B fund. The projection for the B fund was to pull in
$430,000, minus the $55,000. The projected expenses are $313,000. That leaves $310,000 in
the B fund. In Highway, the projected revenue is $430,000 and the projected expenses are
$614,000. A total of $338,000 would need to be added back. Mr. Awino explained why it
needed to be added back. That leaves a balance of $185,000 in the Highway fund. Councilman
Paoloni noted that, added together, the fund balance of the Town is $361,000. He went on to say
that the Town spent over $500,000 more than it brought in. Mr. Awino confirmed. Supervisor
Colsey asked if the Councilman meant that the Town spent more or that it did not get the
revenues that were projected. Councilman Paoloni replied that the Town overspent its revenues,
however it is stated. There is a net loss. Supervisor Colsey agreed. Discussion on projected
revenues followed. Councilman Paoloni commented that, if the Town did not realize the
projected revenues for this year, and even less next year, quite a deficit would develop.
Supervisor Colsey asked what the Councilman's point was. Councilman Paoloni explained what
would happen if revenues were overestimated. The Supervisor agreed and again asked what the
Councilman's point was. Discussion followed. The Board then discussed programs that would
have cuts or fee increases. Such items include Recreation fees and Recycle Center fees. The
Supervisor then discussed the changes that he has incorporated in his most recent Budget
worksheets. Some of the changes include a decrease in the real property tax levy and personnel
changes. Councilman Bettina recommended talking about the personnel changes in Executive
Session. Councilwoman McCarthy asked the Supervisor to take her through the personnel
changes. Supervisor Colsey began discussing personnel changes, starting with line item
1110.109 in the Justice Court. Councilwoman McCarthy asked if this was an elimination of a
position. Supervisor Colsey confirmed. Councilwoman McCarthy asked if it was correct that lie
was eliminating the position. The Supervisor confinned. Supervisor Colsey then noted that item
1355.102(a) would go from full-time to part-time. Councilwoman McCarthy asked what kind of
position that was. The Supervisor replied that it was in the Assessor's Department.
Councilwoman McCarthy noted that the Town has an Assessor that is putting in 80 hours a week
and the Supervisor is cutting the aide. Supervisor Colsey replied that it is not the assessor. He
went on to say that the Board has asked him not to identify people specifically and he was trying
to do so. Councilwoman McCarthy felt that it should all be put out on the table. If the Board
was going to discuss people's performance, it is her personal belief that it would be an Executive
Session discussion, but not if they are going to talk about the elimination of positions.
Councilman Beale did not feel that the Board can discuss that in Executive Session. He
explained that there are only 8 criteria for Executive Session. He felt the Board was discussing
individual line items and not performance. Councilwoman McCarthy replied that there are
people assigned to those individual lines. Discussion about parameters that would be used for
elimination of positions followed. Councilman Bettina then went out to get the Town Attorney,
Al Roberts, for his professional opinion. The Supervisor went on to discuss non -personnel
related line items in the meantime. Councilman Bettina returned with the Town Attorney.
Supervisor Colsey explained the situation for the Town Attorney and asked if this would be an
Executive Session topic. Mr. Roberts felt that this would be an appropriate Executive Session
topic. Councilman Bettina made a motion to go into Executive Session. The motion was
seconded by Councilwoman McCarthy and passed unanimously.

V. Resolutions
RESOLUTION: 2008-332
Resolution Adopting Final Benefit Assessment Rolls for Special Improvement Districts and
Special Improvement Areas for Fiscal Year, 2009
WHEREAS, the Town Assessor prepared proposed Benefit Assessment Rolls for all
Special Improvement Districts and Special Improvement Areas in the Town of Wappinger for
Fiscal Year 2009 and said proposed Benefit Assessment Rolls were filed with the Town Clerk as
required by Town Law § 239; and

WHEREAS, in accordance with Town Law § 239, the Town Board duly noticed and
held a Public Hearing on November 5, 2008, to hear and consider any objections to the Benefit
Assessment Rolls for all Special Improvement Districts and Special Improvement Areas within
the Town for use in Fiscal Year 2009; and
WHEREAS, no parties appeared at the Public Hearing to challenge or contest such
benefit assessment determinations; and
WHEREAS, hearing no objections, the Town Board has reviewed the proposed benefit
assessment rolls for all Special Improvement Districts and Special Improvement Areas within the
Town for use in Fiscal Year 2009 and determined that it is appropriate to adopt the salve;
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby adopts the Benefit Assessment Rolls attached hereto as
the final benefit assessment rolls for or all Special Improvement Districts and Special
Improvement Areas in the Town of Wappinger for Fiscal Year 2009.
