Public Comments
Ralph Holt asked to discuss the situation pertaining to the Recreation Director position
and who would be chosen to fill the spot. Gina Chritiana was present to speak on behalf of
Dutchess County Department of Personnel. Discussion about the topic followed. Mr. Holt was
advised to contact the potential applicant and that further documentation must be forwarded to
Dutchess County Personnel in order to approve his qualifications for the role. Mr. Holt agreed to
contact the applicant. The Town Board agreed to table interviews pending the decision of
Dutchess County Personnel.
Councilman Paoloni asked to discuss the Town financial statements, as presented to the
Town at the 12/08/2008 Town Board Meeting. He presented a summary analysis of the Town's
year-end finances and fund balances. Discussion followed regarding the effects for the 2009
fiscal year.

V. Discussions
A. 2008 Paving Schedule and Spending - Paoloni
Councilman Paoloni explained that the Town Board had agreed to $209,000 for paving
and that it would be a "push". Councilman Bettina noted that it was already 9:00 PM and asked
to put this off to another time. He asked if they could wait and bring in Graham Foster, the
Town Highway Superintendent. Councilman Paoloni replied that it would take five minutes to
listen to the tape and that it had nothing to do with Mr. Foster now. Supervisor Colsey
recommended that they listen to the tape. The Town Clerk, Chris Masterson, then played an
audio clip from the Town Board Meeting that took place on August 11, 2008. Councilman
Paoloni commented on a portion of the recording where the Highway Superintendent, Graham
Foster, comments: "If you cut this down to $209,000 and you want to do Wheeler Hill Road and
Wildwood Drive, that's it". The tape continued to play. The next section of the audio that the
Councilman commented on was a section where the Board listed the roads to be paved. Again,
the tape continued to play. Councilman Paoloni then asked that the tape be stopped and added
that copies should be made for the Board Members. Councilman Beale asked that the discussion
be continued in the presence of the Highway Superintendent. Councilman Paoloni agreed.
Councilman Bettina added that he would like Mr. Foster to come in and go over this.
Councilman Beale and Supervisor Colsey explained how the Highway Superintendent was
justifying the expenditures. The Supervisor noted that he was only giving his interpretation of
Mr. Foster's justification. Discussion followed.
Councilman Paoloni noted that the tape clearly shows that the spirit of the discussion was
that the Board wanted to pave $209,000 worth of road, due to the high cost of blacktop. He felt
that the Town should have pushed blacktopping off like the rest of the United States. He then
asked if the Town Board was happy with the explanation that is being given by the Highway
Superintendent. Supervisor Colsey answered in two parts. First he stated that the Town has an
obligation to pay the bill. The issue, according to the Supervisor, is that Mr. Foster spent more
that the Board agreed to. Councilman Paoloni quoted sections of the tape that he felt showed
that Mr. Foster understood what was to be paved. Discussion followed.
