Resolution Confirming the Appointment of a Recreation Director to the Town of
Wappinger
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February
9, 2009.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Bettina and seconded by
Councilman Paoloni.
WHEREAS, the Town of Wappinger incurred a vacancy for the hourly position of
Recreation Director in August of 2008, due to a voluntary resignation; and
WHEREAS, the Town Recreation Commissioner sought candidates through a list
provided by Dutchess County Department of Personnel; and
WHEREAS, the Civil Service list was deemed non-viable by the Dutchess County
Department of Personnel upon the negative response of five of the six listed candidates; and
WHEREAS, the Dutchess County Department of Personnel provided advice to the Town
Recreation Commissioner and Town Supervisor that a candidate may be sought through direct
recruitment; and
WHEREAS, the Recreation Commissioner further was advised that candidates must
hold qualifications in accordance with the Civil Service guidelines for the position of Recreation
Director; and
WHEREAS, the Recreation Commissioner discussed candidates with the Town Board
and representatives of the Dutchess County Department of Personnel at the Special Town Board
meeting of December 15, 2008; and
WHEREAS, the Town Board conducted interviews for the position of Recreation
Director on January 19, 2009; and
WHEREAS, Ralph Holt, Chairman of the Recreation Commission, has recommended
Jaclyn Smith for the post of Recreation Director; and
WHEREAS, the Town Board, on January 19, 2009, authorized Supervisor Christopher
Colsey to tender an offer of employment to Jaclyn Smith effective immediately; and
WHEREAS, Jaclyn Smith is eligible for the position of Recreation Director under New
York Civil Service Law, the Rules and Regulations of the Dutchess County Department of
Personnel, and the Rules and Regulations of the Town of Wappinger.
NOW, THEREFORE, BE IT RESOLVED, as follows:
I . The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby confirms the appointment of Jaclyn Smith as Recreation
Director in the Recreation Department directed by and under the supervision of
the Town Board.
3. The Recreation Director's primary duties shall be to provide oversight to the
Town seasonal youth recreation programs and lead in the completion of the
annual Recreation Guide.
4. The salary for the Recreation Assistant shall be provided from budget line
B7310.100 (Youth Programs/Recreation Director) in the annual amount of Fifteen
Thousand, Four Hundred Fifty Dollars and 00/100 ($15,450.00), in accordance
with the Town of Wappinger 2009 Budget.
5. This resolution shall take effect immediately.

We have been attempting to fill the position of Director of Recreation since August of 2008. We
have had two (2) really strong candidates to fill this opening. The one we first selected, Mr.
Richard Bishop, had in our judgment a slight lead over the other. We submitted his name to Civil
Service and were told that he didn't fit their requirements. They supplied us with the names of
five (5) candidates that were on their list of people that did meet the requirements. All of these
were contacted and all decided against applying for the position. I believe they expected the
position to be full time and to pay much more than $15,000 per year.
We then requested Civil Service take another look at Mr. Bishop. We and Mr. Bishop tried to
convince Civil Service that we were confident the job could be well handled by Mr. Bishop. This
brought about some talk between Civil Service and Mr. Bishop. Unfortunately we did not close
the differences between them and ourselves. The net result is W. Bishop has requested his name
be withdrawn from those seeking the position.
We are not happy about how this ended, however, we must proceed as we do have another
candidate. The person we have, Ms. Jaclyn Smith, is an excellent candidate. She has grown up
in our program. She has been a camper, a counselor, a park director and for the last two years has
been second in charge of our Summer Camp Program. She graduates from college this coming
May and as you can see from her resume is an excellent choice. We have complete confidence in
her ability and request Town Board approval, so we can proceed. Civil Service would support
this move providing she take and pass the Civil Service test for this position sometime early in
the performance of this job.

Board at your discretion.

company to anyone who meets the standards established under

your employer should be so notified.
ITEM 18 - Education - Be as specific as possible when completing
this section. Copies of transcripts, diplomas or professional licenses
must be submitted with this application if specified on the recruitment
or exam announcement.
ITEM 19 - Work Experience - Be specific in describing work
experience which relates to the position you are applying for. Indicate
a percentage of time spent on each type of duty. Begin with your most
recent employment, and be sure your description is clear and accurate.
