All: Aye Mr. Lehigh: Item on Agenda: Cervalis. LLC seeking variance approval of noise levels for three (3) UPS generators outside the building in the general vicinity of the loading dock in support of its business. The property is located at 167 Myers Comer Road and is identified as Tax Grid No. 6258-03-350303 in the Town of Wappinger. Mr. Boccardi: The application is for 3 generation on site - originally we said 2. An ariel view show the location of generators, originally one site and sub-divided at property line, existing cooling towers for both buildings - this is the proposed generator site - as you can see, it's short oftucked behind the building, the identified for points of contact is 87' to the closest point on the commercial property. On that point, we are in compliance with all noise ordinances for all residential properties around location. Shows on arial view the one spot that \""-would exceed the Town's rights. Our application is simple, we are applying for a variance for the sound levels for an emergency back-up generator -plan use only in case ofloss of power to this site from 2 separate feeds from the utilities. The utilities come in here and they are 2 separate feeds that come into the whole complex for I i .. these to be running at any length of time. Will be testing both generators once a month during normal working \...,-hours. Mr. Boccardi: (Cont'd.) - The noise levels that we will be achieving at the 87' point on property line are about 60-65 dbs. Normal lawn mowers run 100-100 dbs. Also have a letter from church across the street. We spent a significant amount of money to get that noise down to that 60 dbs., there really should be no problem. Mr. diPiemo: How long is that testing run for? Mr. Boccardi: About 30 minutes per generator per month. Mr. Lehigh: One generator running would be 15% over, with 2 generators is 21 %, not all frequencies, only some frequencies. Mr. Boccardi: That last column is the total sound level compilation of all the different frequencies. Mr. Lehigh: You're going to be over that or exceed according to the ordinance - is a night, these are daytime. Mr. Boccardi: The windows in this complex do not open - really the most impacted spot -loading dock, big chillers on rest of the back, we could put bushes or trees to muffle the sounds. Mr. Lehigh: Doesn't sound like very much. ~Mr. Prager: The question I have is - that red mark is that the generators? Mr. Boccardi: Yes Mr. Prager: Where's your office going to be? Mr. Boccardi: The entire 1 st floor of that building - our offices are going to be closest to the generators. Mr. diPiemo: The only time you're going to use that generator is when both trunk lines go out? Mr. Boccardi: Yes - one could happen, two are very remote. Based on the history of this site, we can't find an instance both have been down, the only time Laerdal experienced any problems in 5 years, was a little flicker of light, those generators wouldn't even start because in addition to the generators, we would have UPS battery backup, that would absorb that little bit of surge a few seconds before that would even start. Mr. Lehigh: You should be applying for three generators. Mr. Boccardi: At any given time, only 2 generators should be running. We are only installing 2 initially, we don't have the electrical load to required the 3rd. Our electrical load should be handled by a single generator if2 power feeds to go down both generators would start up, they would detect the amount of the load, realize that \..,.-we only need one and shut the other one down. Mr. Lehigh: So you should re-do your figures - 21 % for 2, put a 3rd generator and that figure. I ' ~ I .f' ~Mr. Boccardi: For every generator-increase by 3dbs. Mr. Lehigh: Set public hearing for January 16, at 7 :30 - Planning Board will meet on January 17, 2001. Mr. Lehigh: Anything else? Mr. Prager: Made a motion to adjourn.
