Central Hudson has determined that an 8-foot high fence is IR'~ry in order to naintain security
and s:1fety for the suhstation. Mditiooal security is coos:i.stent with newly emcted New York State
~ !':lation (ChI8ter 403 of the laws of 2(03) cooceming security maasures 1;01' all electric transn:iss:i.on
generation facilities. Further, a:nstruction of the 8-foot fence using only (rfoot high slats
would diminish the visual ocreening reJ.uested by the Plarming Boord.
C. How big is the change from the standards set out in the zoning law? Is the requested area
variance(s) substantial? If not, please explain, in detail, why it is not substantial.
