Resolution Authorizing Site Improvements as Undertaken by the Boy Scouts at Carnwath Park
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New
York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on March 23, 2009.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called,
the following were present:

The following Resolution was introduced by Councilman Bettina and seconded by Councilman
Paoloni.
WHEREAS, the Town Board is the custodian of the lands and structures at the Carnwath park;
and
WHEREAS, the Boys Scouts have proposed the following two projects at Carnwath Park for the
purpose of achieving certain organizational awards, certification or badges:
1. Troop No. 25 - Installation of two (2) park benches and additional work on the site
pedestrian trail; and
2. Troop No. 26 - Development of a "nature trail" which would identify various natural site
features and species; and
WHEREAS, the Town of Wappinger Recreation Chairperson shall serve to oversee the projects,
and has offered a memo of support dated March 16, 2009; and
WHEREAS, the Town of Wappinger Recreation Department shall supply the Town owned
benches, and purchased concrete for the installation
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger
hereby authorizes Boy Scout Troops Nos. 25 and 26 to undertake improvements, which include the
installation of park benches, clean-up work to the existing pedestrian trail, and development of a "nature
trail" at the Carnwath Park with oversight by the Town of Wappinger Recreation Chairperson.
The foregoing was put to a vote which resulted as follows:

We are seeking your approval to undertake some new projects at
Carnwath Park.
The first project is:
The installation of two benches on the upper ridge of the Carnwath Park
and additional work on the walking trail. This work would be performed by a
young man, Mr. David Martinson, of troop #25, who would be performing this
work to help earn him a step closer to becoming an Eagle Scout. David and his
fellow scouts helped with traffic control at the Carnwath Winterfest.
Our Recreation Department would supply the (2) benches and the concrete
necessary to install them. We have the benches, stored in the carriage house at
Carnwath.
The second project is:
The installation of a Nature Trail. Once again we have a boy scout, Mr.
Trevor Hunt, of troop #26, who would head up this effort. The Adirondack Club
is willing to assist in this effort by having their members work with the scouts of
troop 26 in identifying as many of the plants and trees as possible. The scouts
would then mark the trees and plants as identified and would then make signs
providing the identifications.
We feel that both of these projects will add to the beauty and attraction of
Carnwath to our citizens, to come and visit the wonderful asset our town owns.
We request your approval so we can put in place a plan to proceed.

SUBJECT: TWO PROJECTS AT CARNWATH
Chris, I wanted to bring you up to date on two projects that are underway at
Carnwath Farms and, if necessary, seek Town Board approval to continue them. Each of
them will be under the direction of a boy scout who is doing the project to obtain his
Eagle badge.
The first project is the installation of two benches on the upper ridge and
additional work on the walking trail. David Martinson of troop 25 is heading up this
effort. I started working with him last summer on outlining the work to be done and told
him that Town Recreation would provide the benches (currently in the carriage house)
and the concrete. He obtained preliminary approval to proceed last fall and in January
the project was approved by the district Scout Master as being Eagle Badge worthy. The
work should commence as soon as the weather permits. David, and other members of his
troop, helped with traffic control at the Winterfest.
The second project is the installation of a nature trail at Carnwath Farms. Trevor
Hunt of troop 26 is heading up this effort. Trevor is scheduled to meet with my wife at
Carnwath on March 15th to share ideas. This will help him to write up a plan to gain
preliminary approval to proceed. A Nature Walk has been scheduled by the Adirondack
Mountain Club on May 10th at Carnwath. Their members are being asked to bring their
keys and guides to help with the identification of as many plants and trees at the site as
possible. Trevor and other members of his troop will be marking the plants and trees as
they are identified so they can begin the work of making signs that will be appropriately
placed. The scouts will also be producing a leaflet that will provide additional
information on the marked species and outline the trail. I have spoken with Joe Ennesser
about some of these costs coming out of a grant that he has obtained. If necessary scout
approvals move quickly enough, work on the trail will be completed by late fall.
If these projects need to be presented to the Town Board as resolutions seeking
their approval, please let me know as soon as possible so I can get them on the agenda for
an upcoming meeting.
