The Town of Wappinger acquired the (then private) Atlas Waterworks system in 1989. Water Supply Application (WSA) 8365 was issued on November 30, 1989 allowing the Town to acquire the system, increase the total approved taking rate from 500 to 1,350 gallons per minute (gpm), supply an average of24,000 gallons per day (gpd) to the Myers Corners II Water District, and to provide an emergency water supply of up to 400 gpm to the Central Wappinger Water Improvement Area (CWWIA). As you may recall, the major impetus behind Town acquisition of the system was to provide an adequate supply for the Town's future needs, and to augment the CWWIA supply during that systems historically recurring drought periods. Unfortunately, the pumping capacity of the three approved production wells (#1, #2 and #3) has been greatly reduced since the 1989 acquisition. While the approved taking rates for Wells #1, #2 and #3 were 590, 509 and 250 gpm, respectively, the actual current safe taking rates are 125~ gpm for Well No.1 and 9~ gpm for Well #2. Well NO.3 has not been in use for many years. (Please note that these are ~ estimates based on operator information). The reasons for this reduction in capacity are not aquifer related, but are instead caused by deficiencies in and/or aging of the well components themselves (i.e. well construction, screens, pumps, piping, etc.). To address this loss of capacity, and as part of their comprehensive future plans, the Town retained the services of a hydrogeologic firm to perform testing at the site. Based on this work, performed by Leggette, Brashears & Graham (LGB), the most favorable locations were determined, and two production wells were drilled (PW 99-1 and PW 99-3) in the summer of 1999. Michael Merriman RE: Atlas Wellfield -2- February 24, 2000 The hydrogeology, exploratory drilling program, well installation, quantity and. quality data are all detailed in the enclosed February 2000 "Water-Supply Pumping Test Report", prepared by LBG. A site plan indicating new production well and monitoring point locations is also included herein. At this time, the Town of Wappinger would like to complete construction of the two production wells, with the intent of putting them into service. Since most of the information submitted for WSA 8365 remains in effect, would it be acceptable to your office to simply modify WSA 8365, rather than submit a completely new application? It should be noted that the Town is not proposing to increase the approved total taking rate of 1,350 gpm. Likewise, as new production wells are added, existing outdated production wells would be abandoned according to all applicable codes. Please advise this office of the following: 1. Is a modification to the existing WSA sufficient for our purposes? 2. If so, what additional information will your office require? 3.
