Supervisor Reference: Proposed Wappinger Water Improvement 99-2(R) Dear Supervisor Smith & Board Members: After our January 23'd, 2000 meeting regarding improvements to the water system(s) that can effectively feed the Central Wappinger Water Improvement Area and the other adjacent districts in the Town of Wappinger, it has become increasingly evident that to implement the entire plan is a rather large and complex project with many issues. To further cloud the issue, it has most recently been made aware to me that we may not have access to what is commonly known as the Domber well. With all the uncertainties with the large proposal, it is my opinion that the old 1999-2 Proposed Water Improvement should be entertained by the Board. It is further recommended that certain modifications be made to the original 1999-2 Proposed Water Improvements to allow the Town to provide this necessary utility to the residents in the interim, while pursuing the major water project. As you may recall, the original 1999-2 Improvement included the following: 1. The completion and total construction of the Atlas Wellfield 2. The construction of the dedicated tank line. 3. The construction of a pressure reducing station at the Pizzagalli site. 4. The construction of the appropriately sized chlorine detention facility at the Atlas site. 5. The construction of a hi-lift pump station at the Atlas site 6. A 1.3 MGD water storage facility at the Cider Mill Loop site. 7. Smith Town Board RE: Improvement 99-2 (R) - 2 - February 28, 2000 It is proposed to add on a certain number of items to make the system somewhat more complete and to be able to function in the interim. These additional items include: 1. The inspection and repair of the existing Cider Mill Loop Tank. This will bring the existing tank up to current standards, and provide 1.0 mgd of additional storage. 2. Appropriate sized chlorine detention facilities at the Hilltop Wellfield. This is in response to the recent "giardia" problems in the Sprout Creek Aquifer. 3. The demolition of the existing Rockingham Water Storage Facility. 4. The construction of a replacement water storage facility at the Rockingham site. 5. Emergency generators at the Hilltop and Atlas sites. 6. Individual water meters for the existing Atlas distribution system. The total project cost for the above work is in the neighborhood of $7.9M. This includes all construction costs, contingency fees, professional fees, planning fees, and Environmental Facilities Corporation issuance charges. It is assumed that this project could be financed through the New York State Environmental Facilities Corp. Drinking Water State Revolving Fund. This allows the Town to realize a 1/3 interest subsidy and attractive interest rates as part of a large pool. The $7.9M Bond amortized over 20 years while participating in the Drinking Water State Revolving Fund would have an annual capital cost debt reduction of approximately $120.00 - $125.00 per benefit unit for the five existing districts. These districts are: · The Central Wappinger Water Improvement Area · The North Wappinger Water Improvement Area · The Myers Corners /I Water District · The Cranberry Hills Water Improvement Area · The Ardmore Hill Water District Approximately 100% of the work proposed to be done under Improvement 99- 2(R) would be able to be incorporated into the overall plan, which ever form it may take. Smith Town Board RE: Improvement 99-2 (R) - 3 - February 28, 2000 The importance of doing the above noted work as quickly as possible is obvious, and would be able to provide service to the existing and proposed users within the existing District. As the Board may also recall, it may be possible to have some of this work performed by the Developer of the Cranberry Subdivision. There were discussion toward this end, and whatever work that that Developer can accomplish would be a credit toward the above total project cost. I would like to be able to speak to the Board regarding pursuing this Improvement as soon as possible.
