Project Engineer - SouthlEast Project Section Reference: CWSRF Project No. 5306-03 Wappinger Sewer Transmission/Treatment Improvement Phase 3 A-Contract NO.1 Town of Wappinger, Dutchess County Dear Mr. Stearns: Attached please find two (2) copies of the Contract Plans and Specifications for the: above referenced project, dated last revised January 20th, 2000, for your review and approval. These documents have been revised to address your comments of February 23rd, 2000 and the Dutchess County Health Department's comments dated February 25th, 2000. The following are our responses to your comments and those of the Dutchess County Health Department, in the same numerical order as the comments. NEW YORK STATE ENVIRONMENTAL FACILITIES CORP (February 23rd, 2000): 1. The driveway culvert replacements have been included for payment under Item 1.01. A note to this effect has been placed on Sheet 2 of 17. 2. The relocation ofthe 18" storm sewer shown on Sheet 4 of 17 will not cause problems upstream. because this line has no upstream connection. It is just a)cross- basin which captures surface runoff along part of the roadway. Also, a note has been placed on Sheet 4 of 17 indicating that the work required on the catchbasins will be paid under the pipe Item 13.0IA. 3. RE: Phase 3A1Contract No. 1 -2- March 1, 2000 4. The Dutchess County Health Department did review the Contract Documents. A copy of their comments is attached. 5. Sewer Line Stations: a. At Station A26+00 to A27+00, the proposed sewer and existing waterline separation (horizontal) is approximately 7' -8', however top of the proposed sewer line is greater than 18" below the bottom of the water line. b. At Station B2+00:l::, we have proposed to install a concrete cap on the waterline side of the proposed sewer. This concrete cap was proposed as a result of our telephone conversation with the Dutchess County Health Department. Their concern about the lack of separation with the possibility of breaking of the sewer line during repair work on the water line. We have also specified the use of caution tape with the cap. c. At Station B6+00. We lowered the proposed sewer line such that 18" of vertical separation will be obtained. d. At Station C3+00 to C4+00, a concrete cap and caution tape have been proposed for this area, similar to Section 5.b. above. 6. An approximate quantity for Item 8.01 has been added. 7. The specification for air testing has been revised to ASTM F-1417. Also, your statement regarding the ineligibility of the storm sewer relocation work is duly noted and we will inform the Town Board of same. DUTCHESS COUNTY HEALTH DEPARTMENT (February 25th, 2000): 1. A stub pipe for future use has been added to Manhole No.6. 2. A detail of the concrete cap has been added to Sheet 4 of 17. 3. The water main at Stations A31 +60 and FO+25 has been shown in the profile. The vertical separation at Station A31 +60 is 18". At Station FO+25, we have proposed lowering the water main to obtain the proper vertical separation. 4. A note specifying the use of caution tape in the sewer trench has been added to Sheets No.4, 5, 6, 8 and 9 of 17. Mr. Jim Stems, P.E. RE: Phase 3 NContract No. 1 - 3 - March 1, 2000 5. Concrete caps on the water line side of the sewer main have been proposed for sections where horizontal separation is less than 10 feet. (Sheet 6 of 17 and 8 of 17). 6. Cleanouts have been added to the long laterals. For the most part, the cleanouts are located at the right-of-way, in order to protect them from vehicular damage.
