Smith, Supervisor Reference: Carroll Drive/Rowell Lane Roadway Improvements Dear Supervisor Smith & Board Members: At a recent Town Board meeting, our office was instructed to make a field inspection of the above referenced two streets and intersection to decide what can be done to combat a runoff/icing problem that occurs in the winter. An inspection of the above area shows that there are a number of drain pipes, ditches, etc. that come down off the hill just west of Carroll Drive and south of Rowell Lane, that drain to the street. The homeowners have installed diversion ditches around their houses, pools, etc. to protect their property and divert the runoff towards the road. In the winter when these drains work, they weep out onto the roadway causing icing problems. The lack of adequate crown and places for the runoff to go compound the problem and allow for the icing conditions to occur. It is recommended that: 1. The curtain drain on Carroll Drive just south of the intersection of Rowell Lane be tied into the existing storm drain on the west side of the Road. This could be done by the Highway Department. 2. An overall reconstruction project be done on the section of Rowell Lane between Carroll and Davies. This roadway reconstruction should consist of: · New curb construction. · Realigning the pavement to a proper cross section providing proper, if not, exaggerated crown, installation of a curtain drain on the south side of Rowell Lane to collect the runoff and transport it to the closed storm drain system.
