Box 324 Wappingers Falls, New York 12590 Attention: Constance O. Smith, Supervisor Reference: Wappinger Sewer Transmission/Treatment Improvement Area Phase 3A, Contract NO.1 Dear Supervisor Smith & Board Members: During the construction of the above referenced Contract, the water mains on Onondaga and Iroquois Drive had been damaged as a result of trench blasting operations. In both cases, the broken mains were repaired as quickly as possible to allow water service to be restored. However, during the service interruptions some residents had expressed their concerns regarding their filtration and softener systems in their homes. The problem some residents have experienced is the clogging of their water filters. After repairs on the water main are completed and the water is turned on, sediment and/or soil particles are stirred up and subsequently can enter a homes' water system. This office has met with the individual homeowners to discuss their concerns. The majority of the homeowners we spoke with have been patient and cooperative. As mentioned above, the water main breaks have resulted from blasting operations. The Contractor has tried to maintain a safe distance from the water main during his operations, however, in the two (2) instances where breaks occurred the water main location was closer to the blast then we anticipated. As you may recall, numerous test pits were excavated by Camo Pollution Control prior to the commencement of the project to locate the water main. However, in between these test pits, the exact location of the water main could not be obtained because the water main is transite pipe, and therefore, could not be traced. Joseph E. Paggi, Jr., P.E. Ernst Martin, Jr., P.E., L.S. Charles R. Del Bene, Jr., P.E. Constance O. Smith Town Board RE: WST/TIA-3A-l -2- October 25,2000 In order to obtain a more accurate location of the water main, the contractor has excavated test pits in the remaining two (2) areas, which will require trench blasting. With the cooperation of the Contractor, we are trying to avoid any further mishaps with the water mains. We will keep you updated on any further problems resulting from the construction on this project. If you have any questions, please do not hesitate to contact this office.
