Smith, Supervisor Reference: Rowell Lane Drainage/Curbing Project The second report concerns the Rowell Lane Drainage/Curbing Project. Mr. Paggi's office reviewed the letter from Mr. & Mrs. DiDonato of 14 Carroll Drive, explaining that the contractor that had completed the work on Rowell __it 12/26/00.RGM I Lane had left their yard low. He made a field inspection and the end result is, it did settle after a hard rain. He pointed out in his report that the reason for the problem on Rowell Lane is that the ground sloped down to the curve very steeply which caused the icing problem on the roadway. Mr. Paggi explained the efforts that were taken to reduce the amount of runoff entering the roadway from the adjacent properties. He will be coming back next spring, adding more top soil, seeding and mulch. COUNCILMAN PAOLONI moved to accept the report and place it on file. Seconded by Mr. Bettina Motion Unanimously Carried We have also attached a post-construction photograph #2, showing the constructed swale along the DiDinoto property. Smith Town Board RE: Rowell Lane -2- December 7, 2000 On November 6th, 2000, this office along with the Town Highway Superintendent, conducted a final inspection of the project. At that time, we looked at both the post-construction conditions as well as any possible improvements which could be made along Carroll Drive. We found a few minor items with the new construction and formulated a punch list which was forwarded to S.1. Lore Contractors. A copy of that letter has been attached. As for the improvements on Carroll Drive, we felt that the installation of an additional catch basin on the west side of Carroll Drive and increasing the crown of the road on the western portion of Carroll Drive was a feasible option. The additional catch basin would remove more water from the gutter line and the increased crown would force the road runoff to the gutter line instead of sheeting across the road. Prior to installing the catch basin on Carroll Drive, Mr. Foster called Underground Utilities for a markout in this area. Upon completion of this markout, it was found that an existing gas line ran along the western side of Carroll Drive, which would not allow for the installation of the catch basin. Subsequently, the Town Highway Department tied the existing curtain drain from the DiNinoto property into the existing storm line on the west side of Carroll Drive. The paving work required to increase the crown of the road is scheduled to be done, weather permitting. In regard to the settlement and condition of the swale along the DiDinoto property, the contractor will return in the Spring to add fill to the settled areas, regrade the swale, and seed and mulch the entire area. The Contractor is responsible to establish grass in all disturbed areas. The Town will retain 5% of the contractor's money to insure that this work is completed. Also, we would like everyone to understand that the grade of the slope in this area along Rowell Lane will be slightly different than it was in pre-construction conditions. Prior to construction, the grade sloped directly to the back of the curb. However, due to the need of the small swale above the curtain drain, the slope will change to accommodate this. We will have the contractor flatten this slope as much as possible to insure that this area can be mowed.
