Reference: Central Wappinger Water Improvement/Subdivisions
Dear Supervisor Smith & Board Members:
At the March 8th, 1999 Town Board meeting, the Board fielded two requests for
water service for two-lot subdivisions in the Central Wappinger Water
Improvement. One of the requests was on Roberts Road from Mr. and Mrs.
Keeler, and the other request was from Jack Railing's office for a two-lot
subdivision on Pye Lane.
It is our opinion that providing central water from the Hilltop section of the
Central Wappinger Water Improvement to a number of two or three lot
subdivision is tantamount to providing water service to one larger density
subdivision. We, therefore, recommended that the Town Board not grant
approval of extending water services to these proposals until the source capacity
problems that are existing in the Central Wappinger Water Improvement Area are
straightened out.
It is recommended, however, that the Applicant pursue the construction of an
individual on site well to provide water supply to the proposed lot. This well
would be temporary in nature, and must be approved by the Dutchess County
Health Department and meet all their individual separation requirements.
I have spoken to the Health Department regarding this, and although they would
rather see all new lots tied into the existing control water system, they
understand the situation that the Town Board now faces.
There will need to be specific language placed on the filed map that dictates that
once the Town has augmented its source, and the new lot could avail itself of the
central water facility, they must properly abandon the well and tie into the central
facility.

In the Roberts Roads situation spoken about above, I am aware that there are
central sanitary sewer facilities available for the proposed subdivision. I do not
know the specific location of the house referred to in the Pye Lane
correspondence from Jack Railing's office, and would ask him to inform the Board
if central sanitary sewer facilities are available. Having the central sanitary sewer
facilities available is favorable as it relates to providing water from a temporary
individual well.
I have taken the liberty of copying Dan O'Connor of the Dutchess County Health
Department of this letter, and I am asking him to respond to our office regarding
the above.
In my discussions with the Dutchess County Health Department, Mr. O'Connor
emphasized the necessity of the Board pursuing the necessary improvements to
the Town's central water facilities including developing Atlas, a possible
interconnection with Poughkeepsie, and any other improvements necessary to
allow for the proper development of the Town in the future.
